RESOLUTION NO. 02-C84
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AZUSA APPROVING A PRECISE PLAN OF DESIGN NO. P-
2000-37 TO CONSTRUCT TWENTY-SIX (26) SINGLE-FAMILY
DETACHED HOMES AT APN 8615-016-900 & APN 8615-
016-901, LOCATED AT 1010 WEST FIRST STREET
WHEREAS, the City Council of the City of Azusa, has given notice thereof as
required by law, held a public hearing on the requested Precise Plan of Design No. P-
2002-37, to construct twenty-six (26) single-family homes located at 1010 West First
Street (APN 8615-016-900 and 8615-016-901).
WHEREAS, the City Council has carefully considered all pertinent testimony and
the staff report offered in the case as presented at the public hearing.
WHEREAS, the City Council's proceedings for a Major Precise Plan of Design were
in compliance with City Code Section 88-575.
NOW, THEREFORE, the City Council of the City of Azusa does hereby resolve as
follows:
SECTION 1: Pursuant to the City of Azusa Local Guidelines for implementing
CEQA and the State CEQA guidelines, a Mitigated Negative Declaration has been
prepared and reviewed, finding that the proposed project could not have a significant
effect on the environment. The City Council hereby certifies said Mitigated Negative
Declaration, with the provision that the mitigation measures recommended in the initial
study be implemented.
SECTION 2: That in accordance with Section 88-575 of the Azusa
Municipal Code, the City Council hereby approves said Major Precise Plan of Design
based on the following findings
A. The proposed project would not unreasonably interfere with the use or
enjoyment of property in the vicinity.
The proposed project, the construction of 26 residential units with Specific Plan
48 development standards, would not interfere with the use or enjoyment of
property in the vicinity. The properties to the east and south of the proposed
project are also zoned residential with identical development standards. The
property to the north, west and southwest of the proposed project, is zoned

M2 and is developed with a quarry/landfill, whose continued operation will not
be impacted by the residential development.
B. The proposed project would not adversely affect the public peace, health,
safety or general welfare.
The proposed project will be constructed to meet the development standards
of the Parkside H Specific Plan 4B zone and the Uniform Building Code
standards. The project will also be subject to the requirements of the Seismic
Safety/Public Safety Element and the Noise Element of the City of Azusa
General Plan.
C. The proposed project can reasonably be modified or conditioned in such a
manner as to eliminate the adverse effects cited in the above findings.
The proposed project has been reviewed by all pertinent City departments and
divisions who have issued specific conditions of approval and have indicated the
ability to support the development.
SECTION 3: Based on the aforementioned findings, the City Council does hereby
approve Precise Plan of Design No. P-2002-37 for the property located at 1010 West
First Street (APN 8615-016-900 and 8615-016-901) subject to the conditions of
approval attached hereto as Exhibit A, and incorporated herein by reference.
SECTION 4: The City Clerk shall certify to the adoption of this resolution.
