AN RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AZUSAAPPROVING GENERAL PLAN AMENDMENT NO. GPA -
2002 -01 AMENDING THE CITY OF AZUSA GENERAL PLAN
LAND USE ELEMENT MAP TO RECLASSIFY PROPERTIES
DESIGNATED ASSESSOR PARCEL NUMBER 8615-016-900
AND ASSESSOR PARCEL NUMBER 8615-016-901,
LOCATED AT 1010 WEST FIRST STREET FROM H1 (HEAVY
INDUSTRIAL) TO SP (SPECIFIC PLAN)
WHEREAS, the City Council of the City of Azusa, has given notice thereof as
required by law, held a public hearing on the application for a General Plan Amendment
No. GPA 2002-01, to change the General Plan land use designation of 1010 West First
Street (APN Nos: 8615-016-900, and 901) from HI (Heavy Industrial) to SP (Specific
Plan).
WHEREAS, required notice was mailed as set forth in affidavits on file at the
Community Development Department not less than ten days prior to the date of the
hearing in compliance with City Code Section 88-125, 88-130, 88-135, and 88-140, and
Government Code section 65090 and 95091.
WHEREAS, the City prepared the Initial Study and Mitigated Negative Declaration
in accordance with CEQA, the State CEQA Guidelines, and the City's CEQA implementing
procedures, and that the Planning Commission has reviewed and considered the
Mitigated Negative Declaration and the comments received thereon.
WHEREAS, the City published a notice of its intention to adopt the Mitigated
Negative Declaration in compliance with Public Resources Code section 21092 in the
Azusa Herald on June 27, 2002, which notice also included a notice of the public
hearings before the City Council on August 5, 2002.
WHEREAS, the Planning Commission held a duly noticed public hearing on July 10,
2002, on the Project Approvals, and duly considered all information presented to it.
WHEREAS, after due deliberation and consideration of the Initial Study and
Mitigated Negative Declaration, the Planning Commission voted to recommend that the
City Council adopt the Mitigated Negative Declaration, and further recommended that
the City Council approve the Project Approvals.
WHEREAS, the City Council's proceedings for a general plan amendment were in
compliance with City Code Section 88-275.
THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY RESOLVE AS
FOLLOWS:

SECTION 1: Pursuant to the City of Azusa Local Guidelines for implementing
CEQA and the State CEQA guidelines, a Mitigated Negative Declaration has been
prepared and reviewed, finding that the proposed project could not have a significant
effect on the environment. The City Council hereby certifies said Mitigated Negative
Declaration, with the provision that the mitigation measures recommended in the initial
study be implemented.
SECTION 2: That in accordance with Section 88-285 of the Azusa Municipal
Code, the City Council hereby approves and adopts said General Plan Amendment based
on the following findings:
A. That the proposed amendment is in the public interest, and that there will be a
community benefit resulting from the amendment.
The proposed project site is currently designated for heavy industrial (H/) use. The
construction of 26 single-family detached units and the expansion of Zacatecas
Park are a logical extension of the adjacent neighborhood. The conditional use
permit for the quarry and landfill operations west of the project site will terminate
when the operations are complete. The Countywide Siting Element projects
operations to be complete in 2009, and the future land use for the site to be open
space. Therefore, the land uses proposed in the Parkside if Specific Plan SP -4B are
more compatible with adjacent land uses to the north, south, and east, and will be
compatible with the future projected land use of the parcel to the west.
In addition, the homes are expected to be predominantly owner -occupied,
thereby resulting in a small reduction in the percentage of city-wide tenant -
occupied housing and bringing about an improved ratio of tenant -to -owner
occupied housing units and adding to community stability.
B. That the proposed amendment is consistent with the goals, policies, and
objectives of the General Plan.
The Parkside it Specific Plan 4B provides regulations, guidelines, and standards
that are consistent with and implement thegoals and policies of the General Pian.
The Parkside 11 Specific Plan 4B redesignates an infi0area, with evstingresidendal
and park uses on three sides, as a new residential area. it assures quality
development through provision ofDevelopmentStandards and Regulations. (Land
Use Element Primary Community -Wide Land Use Goal)
The Parkside OSpecific Plan 4B continues the neo -traditional circulation planning
concepts of Parkside /Specific Plan 4A Including- streets intended to slow traffic
and to reduce overall pavement area as well as sidewalks separated from the
street by planted parkways to add to pedestrian safety and enhance the

neighborhood street scene. (Circulation Element Objective)
That the proposed amendment will not conflict with the provisions of the zoning
ordinance, subdivision regulations, or any applicable specific plan.
The proposal meets all of the applicable provisions of the Zoning Code for the
proposed Specific Plan (SP) zoning designation. In addition, all applicable City
divisions and departments have reviewed the proposal and issued conditions for
approval.
That the proposed amendment will not adversely affect surrounding properties.
A Mitigated Negative Declaration with mitigation measures has been prepared.
The mitigation measures serve to prevent adverse impacts on the future homes to
be constructed on the site, surrounding sensitive land uses, and service systems.
No impacts to surrounding properties, apart from the temporary impacts of
construction, which are to be mitigated, have been found.
SECTION 3. The City Council hereby approves the amendment of the Land Use
Element Map of the General Plan of the City of Azusa to reflect the change in general plan
land use designation for the properties Assessors Parcel Number 8615-016-900 and
Assessors Parcel Number 8615-016-901, located at 1010 West First Street, from Hl to
SP, as shown in Exhibit "B".
SECTION 4. The City Clerk shall certify to the passage of this resolution and shall
cause the same to be published in compliance with Chapter 88, Article II, Division 5 of
the Azusa Municipal Code.
