Present at roll call: Councilmen: Jumper, Malone, Bradshaw, Arnold, Owens, City Attorney Miller and City Clerk. Each member present having acknowledged receipt of a written copy of the minutes of the regular meeting of December 16, 1940, the Mayor asked if there were any objections or corrections to said minutes. There being none, the minutes of the regular meeting of December 16, 1940 were unanimously approved as written. 35 7:30 P.M. Roll call. Minutes approved. Councilman Jumper offered an Ordinance entitled: AN ORDINANCE REGULATING THE CONSTRUCTION, IN- STALLATION, ALTERATION AND USE OF PUBLIC AND Ordinance read HOUSE CONNECTION SEWERS, WITHIN THE CITY OF for first time. AZUSA AND PROVIDING FOR THE ISSUING OF PERMITS THEREFOR, AND PRESCRIBING PENALTIES FOR THE VIOLATION THEREOF. to be placed upon its first reading. This Ordinance was then read for the first time. Councilman Arnold offered an Ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, REGULAT- ING SEWER CONNECTIONS AND SEWERAGE MATTERS, AND PROVIDING PENALTIES FOR THE VIOLATION THEREOF. to be placed upon its first reading. This Ordinance was then read for the first time. Councilman Bradshaw offered an Ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, AMENDING ORDINANCE NO. 347 OF SAID CITY BY THE ADDITION THERETO OF SECTION 111, AND PRUVIDING FUR PENALTIES FOR VIOLATION THEREOF� to be placed upon its first reading. AGREEMENT FOR EXPENDITURE OF 1/4 CENT GAS TAX ALLOCATED FOR STATE HIGHWAYS. Moved by Councilman Bradshaw, seconded by Coun- cilman Jumper this Resolution be adopted as read and numbered Resolution No. 1690. Councilman Malone offered an Ordinance entitled: AN ORDINANCE OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, ADOPTED BY THE CITY COUNCIL THEREOF, PROVIDING AN ALTERNATIVE METHOD FOR THE PAYMENT OF DELINQUENT TAXES AND ASSESSMENTS BY APRIL 20, 1941, UPON CERTAIN TERMS AND CONDITIONS. to be placed upon its second reading. The title of this Ordinance was then read. Moved by Councilman Malone, seconded by Council- man Arnold the further reading of this Ordinance be waived. Councilman Jumper offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, ACCEPT- ING A GRANT DEED DATED DECEMBER 52 1940, FROM HOWARD C. Councilmen Jumper offered a Resolution entit]e d: A RESULUTIUN OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, ACCEPT- ING A GRANT DEED DATED NOVEMBER 30, 1940, FROM LETTIE WALKER MOSLEY, WHO ACQUIRED TITLE AS LETTIE WALKER, AND RUTH COOPER, WHO ACQUIRED TITLE AS RUTH WALKER AND ROY R. COOPER, HER HUSBAND, TO THE CITY OF AZUSA. Moved by Councilman Malone, seconded by Council- man Arnold this Resolution be adopted as read and numbered Resolution No. 1692. Mr. George Smith, representing the Civitan Club, appeared before Council outlining a program whereby the Club plan to hold, in Azusa during Easter week, a Baseball Tournament for Junior Colleges of Southern California and requesting financial assistance toward the entertainment of some three hundred guests. Mayor Owens informed Mr. Smith that the Council would take the matter under advisement. Moved by Councilman Jumper, seconded by Coun- cilman Malone the Mayor be authorized and in- structed to sign an application with the Federal Security Agency National Youth Administration for services of eleven youths to be employed in the Water Department, Fire Department and Park Department, provided the Administration carry Compensation Insurance on the youths so employed. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Bradshaw, Arnold, Owens. Noes: None. Absent: None. City Attorney Miller reported on a meeting of City Attorneys where Tax Deeded Lands was the topic of discussion. He reported the Cities with sour districts are holding up the Cities, where such a situation does not exist, in securing the much needed legislation necessary to move the Tax Deeded property. Virgil Smith reported on the new pump, stating there is a saving of 3,000 K.W.H. per year, which would amount to approximately $1,500 . Moved by Councilman Jumper, seconded by Coun- cilman Arnold the following requisitions be allowed: 1035 - 1038, 1063 - 1076 . Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Bradshaw, Arnold, Uwens. Noes: None. Absent: None. Moved by Councilman Jumper, seconded by Council- man Arnold the following bills be allowed and warrants ordered drawn upon the Treasury for the same.
