RESOLUTION NO. 02-C68
A RESOUTION OF THE COUNCIL OF THE CITY OF AZUSA
AUTHORIZING THE APPLICATION, ACCEPTANCE, AND EXECUTION OF
A COMMUNITY-BASED TRANSPORTATION PLANNING GRANT FROM
THE STATE OF CALIFORNIA DEPARTMENT OF TRANSPORTATION
WHEREAS, the City of Azusa is in the process of seeking financial support for
the extension of the Citizens' Congress planning effort and has sought additional
resources to examine the land -use development and transportation linkage
opportunities of Phase 2 of the proposed Gold Line light rail project; and
WHEREAS, the City of Azusa, in partnership with the Southern California
Transportation and Land Use Coalition — a Project of Community Partners (SCTLC), is
seeking to enhance community planning efforts around the proposed light rail station
located in the Civic Center; and
WHEREAS, the Citizens' Congress process has identified the Gold Line transit
station as being an important transportation connection that will increase public
transportation access in and to the San Gabriel Valley; and
WHEREAS, comprehensive planning for the Civic Center station area will
provide policy recommendations that will support increased economic vitality, public
amenities and environmental sustainability in Azusa; and
WHEREAS, a extension of the Citizens' Congress process in support of the
station area planning project will enhance opportunities for the residents, businesses,
property owners and other interested groups to chart a course for the future of the
city; and
WHEREAS, City staff, in collaboration with SCTLC, prepared and submitted an
application for a Community -Based Transportation Planning Grant application for the
project to the California Department of Transportation in November 2001; and
WHEREAS, on May 24, 2002, the City of Azusa received notification from the
California Department of Transportation that the application submitted in November
2001 had been approved for a total of $150,000 with a 20% local match that will
consist of in-kind services including printing of meeting materials, meeting facilities,
translation of materials, and translation services provided at community workshops;
and

WHEREAS, authorization is now being requested to apply for, accept and
administer the grant funds, execute an agreement between the City of Azusa and the
California Department of Transportation and expend grant funds approved as of May
24, 2002 in accordance with the terms of the application and contract;
NOW, BE IT HEREBY RESOLVED by the City Council of Azusa:
1. That the City Manager, or designee, is authorized, for and on behalf of the
City, to apply for, accept, appropriate, expend and administer the grant
funds, in accordance with the terms and conditions set forth in the
approved grant and executing contract for the project.

by the City Council of the City of Azusa at a meeting thereof, held on the 17th day of
June, 2002 by the following vote of the Council:
