SUBJECT: PROPOSED PROCESS AND TIMELINE FOR SELECTING CITY MANAGER
RECOMMENDATION
It is recommended that the City Council review and approve the proposed process and
timeline (attached) for interviewing City Manager candidates and making the final selection.
BACKGROUND
City Council engaged the service of Mathis and Associates (the "Consultant") to conduct and
assist with City Manager recruitment back in November 2004. Consultant has received
sufficient number of viable candidates and is recommending that City Council begin to set up
a process along with a schedule to conduct interviews, and eventually select the top
candidate. The process proposed for your consideration is attached to this report. If the City
Council approves the proposed process, it needs to select or form a subcommittee consisting
of two City Council Members to conduct the first round of off-site interviews. Please review
attachment for other pertinent details.
FISCAL IMPACT
No significant fiscal impact is anticipated as this is a budgeted position, but would require
additional appropriation since salary for this position has been increased from current
budgeted level.

RECOMMENDATION
It is recommended that the City Council approve a Resolution of the City of Azusa authorizing
investment of Monies in the Local Agency Investment Fund.

years. However, in the original resolution approving this arrangement, change in successors was
not addressed. As a result, a new resolution is presented for your approval which will authorize
deposits and withdrawals by the new City/Agency Treasurer, Marcene Hamilton, and any future
successors.
FISCAL IMPACT
This is an administrative action which allows the new City/Agency Treasurer to deposit and
withdraw funds from LAIF. There is no other fiscal impact.

WHEREAS, pursuant to Chapter 730 of the statues of 1976, Section 16429.1 was added to the
California Government Code to create a Local Agency Investment Fund in the State Treasury for the deposit
of money of a local agency for purposes of investment by the State Treasurer; and
WHEREAS, the City Council of the City of Azusa does hereby find that the deposit and
withdrawal of money in the Local Agency Investment Fund in accordance with the provisions of Section
16429.1 of the Government Code for the purpose of investment as stated therein, is in the best interests of
the City of Azusa.
NOW THEREFORE BE IT RESOLVED that the Council Members of the City of Azusa do hereby
authorize the deposit and withdrawal of the City of Azusa monies in the Local Agency Investment Fund in the
State Treasury in accordance with the provisions of Section 16429.1 of the Government Code for the
purpose of investment as stated therein, and verification by the State Treasurer's Office of all banking
information provided in that regard.
BE IT FURTHER RESOLVED, that the following City officers or their successors in office shall be
