HomeMy WebLinkAboutMinutes - March 17, 1941 - CC (2)CITY HALL, AZUSA, CALIFORNIA. MARCH 17, 1941. The City Council of the City of Azusa met in regular session at the above time and place. Present at roll call: Councilmen: Jumper, Malone, Arnold, Owehs, City Attorney Miller and City Clerk. Absent: Councilman Bradshaw. 79 7:30 P. M. Each member present having acknowledged receipt of a written copy of the minutes of the regular meeting of March 3, 1941, the Mayor asked if ' there were any bbjections or corrections to said minutes. There being none, the minutes of the regular meeting of March 3, 1941 were unanimously approved as written. A communication from R. T. Dorsey, Traffic Engineer, relative to the congested condition of Sunday traffic on Highways #39 and #66, was read and ordered placed on file. A communication from Leo J. McCarthy, District Right of Way Agent, suggesting to Council that the new street in Azusa be called "Wellman Avenue", was read. Moved by Councilman Jumper, seconded by Council- man Arnold this matter be referred to the Board of Public Works, with power to act. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Arnold, Owens. Noes: None. Absent: Councilman Bradshaw. A request for permission to erect a Church on Dalton Avenue just north of Foothill Boulevard, was presented by the Pastor of the Four Square ' Church. Moved by Councilman Malone, seconded by Council- man Arnold this matter be referred to the Planning Commission. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Arnold, Owens. Noes: None. Absent: Councilman Bradshaw. Notification of Alcoholic Beverage License application by Nick Jara, was read and ordered placed on file. A request for a share of the City business was presented by Mrs. Proctors. Moved and carried that same be placed on file. A communication from L. Rosenberg,, Major, Corps of Engineers, relative to the location of Broad- way Road in connection with the Santa Fe Control Basin, was read and ordered placed on file. A communication from Harry S. Whitman, with Associated Assessment Engineers, relative to ' Assembly Bill ##1635, was read and ordered placed on file. A Resolution passed by the Los Angeles County Board of Supervisors relative to Tax Deeded Lands, was read and ordered placed on file. A communication signed Hoy Paul E. Kressly, Engineer, in the matter of the Glendora Independent Water Company, relative to the objection filed by the California State Board of Health as to probable contamination of its water supply through the operation of the Azusa Disposal Plant, was offered. Moved by Mayor Owens, seconded by Councilman . Jumper that the City Attorney and City Engineer Roll call. Minutes approved Communication ordered placed on file. Name of street referred to Board of Public Works. Request to erect a church referr ed to Planning. Commission. Application ordered placed on file. Communication ordered placed on file. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Arnold, Owens. Noes: None. Absent: Councilman Bradshaw. The Standard Oil Company offered a bid on gasoline. Moved and carried that same be placed on file. Councilman Malone offered a Resolution entitled: ' A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES -COUNTY, CALIFORNIA, TRANSFERRING THE SUM OF FIVE HUNDRED AND FIFTY EIGBT DOLLARS AND SIXTEEN CENTS ($558.16) FROM THE PARK IMPROVE- MENT FUND TO THE GENERAL FUND. Moved by Councilman Jumper, seconded by Council- man Malone this Resolution be adopted as read and numbered Resolution No. 1705. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Arnold, Owens. Noes: None. Absent: Councilman Bradshaw. 7:30 P.M. Objection filed by State Board of Health referred to City Attorney and City Engineer RESOLUTION NO. 1705 adopted. Councilman Arnold offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RESOILUTION NO. AZUSA, LOS ANGELES COUNTY, CALIFORNIA, TRANS- 1706 adopted. FERRING THE SUM OF FIVE THOUSAND DOLLARS ($5000.) FROM THE LIGHT FUND TO SEWER CONSTRUCTION FUND #2. Moved by Councilman Jumper, seconded by Council- man Malone this Resolution be adopted as read and numbered Resolution No. 1706. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Arnold, Owens. Noes: None. Absent: Councilman Bradshaw. ' Moved by Councilman Arnold, seconded by Council- V. Smith salary man Jumper that the salary of Virgil D. smith, approved. Superintendent of Light and Water Departments, under Resolution No. 1622, be fixed at $250. per month and the Light Department Fund be charged with $137.50 per month and the Water Department Fund charged with $112.50 per month, effective as of March 15, 1941. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Arnold, Owens. Noes: None. Absent: Councilman Bradshaw. Councilman Malone offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RESOLUTION NO. AZUSA, LOS ANGELES COUNTY, CALIFORNIA, AUTHORI- 1707 adopted. ZING THE MAYOR OF SAID CITY TO SIGN AND SUBMIT TO THE BOARD OF SUPERVISORS THAT CERTAIN PRO- POSED CONTRACT RELATIVE TO TAX DEEDED LANDS. Moved by Councilman Arnold, seconded by Council- man Jumper this Resolution be adopted as read and numbered Resolution No. 1707. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Arnold, Owens. ' Noes: None. Absent: Councilman Bradshaw. Councilman Malone offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RESOLUTION NO. AZUSA, LOS ANGELES COU?dTY, CALIFORNIA, CONFIRM- 1708 adopted. ING THE APPOINTMENT OF GERTIE RUSH AS SPECIAL DEPUTY POLICE OFFICER FOR THE PURPOSE OF COLLECT- ING DOG TAXES AND DEFINING HER COMPENSATION. Moved by Councilman Jumper, seconded by Council- man Arnold that this Resolution be adopted as read and numbered Resolution No. 1708. Kasperek City Attorney Miller reported on a letter 7.50 received,from City Attorney Dick Waltz of Co, of L. A., Dept. of Bldg. ' Beverly Hills suggesting that the City of Azusa 15.40 might be willing to contribute toward the Pacific Guano Company expense of negotiations with the Gas Companies, 105.50 looking to a larger Franchise Tax for the Legal matter Cities involved. referred to 5735 Councilman At Mr. Miller's suggestion it was moved and Jumper. carried that this matter be referred to Coun- Foothill Chevrolet Company cilman Jumper. 2.83 Councilman Jumper reported on the Mayors and Councilman's Conference held at Fresno. Mr. Smith, Chairman of Civitan Club, addressed the Council relative to the baseball meet to be held in Azusa on April 7 and 8. Mr. Smith, Secretary of the Chamber of Commerce, addressed the Council on the matter of establish- ing a glass factory on the south side of West Foothill Boulevard. Moved by Councilman Jumper, seconded by Council- man Arnold and duly carried the following ' Requisitions be allowed: 1119-1125, 1162-1172. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Arnold, Owens. Noes: None. Absent: Councilman Bradshaw. Moved by Councilman Jumper, seconded by Council- man Arnold the following bills be allowed and warrants ordered drawn upon the Treasury for the same.
