A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
AMENDING THE CITY'S CLASSIFICATION PLAN AND ESTABLISHING COMPENSATION
FOR THE CLASSIFICATION OF SPECIAL PROJECTiASSIGNMENT PAY
WHEREAS, the Municipal Code and Civil Services Rules of the City of Azusa require
that amendments or revisions to the Position Classification Plan be approved by Resolution of
the City Council; and,
WHEREAS, it has been determined that the classification of Special Project/Assignment Pay
under the Salary and Benefits Memorandum covering the non -represented classified
employees; and
WHEREAS, it has been determined that the appropriate compensation for these positions are
as follows:
(effective 218105)
Special Project/Assignment Pay: 1% - 5% of current base pay
I% to 5% in whole percentage increments.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Azusa
does hereby adopt the above salary range for the classifications of Special Project/Assignment
Pay, thereby amending the City's Position Classification Plan.

FOR THE CLASSIFICATION (S) OF DIRECTOR OF FINANCE
WHEREAS, the Municipal Code and Civil Services Rules of the City of Azusa
require that amendments or revisions to the Position Classification Plan be approved
by Resolution of the City Council; and,
WHEREAS, it has been determined that the classification of Director of Finance, under
the Compensation and Benefits Memorandum covering Executive Management
Positions; and,
WHEREAS, it has been determined that the appropriate compensation for this
position is as follows:
Monthly Salary (effective 2/8/2005)
Director of Finance: $8,145.06 - $10,000.00
Range: 2539 Step 1 Step 2 Step 3 Step 4 Step 5
$8,145.06 $8,573.75 $9,025.00 $9,500.00 $10,000.00
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Azusa does hereby adopt the above salary range for the classification referenced
above, thereby amending the City's Executive Position Classification Plan.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AZUSA AUTHORIZING THE DESTRUCTION OF CERTAIN
RECORDS IN THE CITY CLERK'S DEPARTMENT
THE CITY COUNCIL OF THE CITY OF AZUSA DOES RESOLVE AS FOLLOWS:
SECTION 1. California Government Code Section 34090 and the City ofAzusa's Records
Retention Schedule adopted February 18, 2003, authorizes the destruction of certain City records
upon the written approval of the city attorney and the adoption of a Resolution by the City Council
authorizing such action.
SECTION 2. The City Attorney has filed his/her written consent to the destruction of
records, document, instruments, books and papers described hereinafter.
SECTION 3. The following City records, documents, instruments, books or papers are no
longer required and may be destroyed.
Tort Claims vs. City of Azusa that have been settled and closed more than ten years,
ranging from 1990 to 1995.
2. City contracts and agreements that have been closed more than five years, ranging
from 1933 to 1999.
3. Election Materials that have been closed more than six months, ranging from 1997 to
2004.
4. Council Meeting Audio Tapes that have been closed more than the time allowed,
which is after the written minutes have been approve, ranging from 1978 to 1997.
SECTION 4. This resolution shall become effective immediately.
SECTION 5. The City Clerk shall certify to the adoption of this resolution.

RESOLUTION OF THE CITY OF AZUSA
DECLARING PUBLIC NUISANCE
WHEREAS, hazardous brush, dry grass, weeds, combustible growth or flammable
vegetation, to include native and ornamental vegetation, where growing upon the real
property often attain such growth as to become, when dry, a fire menace to the improved
real property or adjacent improved parcels or which are otherwise noxious or dangerous;
and
WHEREAS, the presence of hazardous brush, dry grass, weeds, combustible
growth or flammable vegetation, to include native and ornamental vegetation, upon
improved real property are conditions which endanger the public safety and constitute a
public nuisance and therefore must be abated; and
WHEREAS, such hazardous brush, dry grass, weeds, combustible growth or
flammable vegetation, to include native and ornamental vegetation, are a public nuisance
upon the improved real property located within the City of Azusa (the "City"); and
WHEREAS, the City has a duty of protect the public safety and to take any and all
actions necessary to abate a public nuisance; and
WHEREAS, the County of Los Angeles Fire Department conducts annual
inspections to verify existing hazards and public nuisances where such hazardous brush, dry
grass, weeds, combustible growth or flammable vegetation, to include native and
ornamental vegetation, on the hereinafter described real property; and
WHEREAS, Division 12, Part 5 of the California Health and Safety Code (Sections
14875 through 14922, inclusive), authorizes the City Council, by resolution, to declare a
public nuisance and to authorize the abatement thereof.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
AZUSA AS FOLLOWS:
SECTION 1. Council Finds. The City Council of the City of Azusa hereby finds that
hazardous brush, dry grass, weeds, combustible growth or flammable vegetation, to include
native and ornamental vegetation, upon each improved parcel of real property hereinafter
described in Exhibit 1 (collectively the 'Real Property"), as verified by inspection by the
County of Los Angeles Fire Department (the "Department') are hereby declared to be a
seasonal recurrent public nuisance which should be abated.
SECTION 2. Notice. (a) The Department is hereby designated, authorized, and
directed to give notice to destroy said hazardous brush, dry grass, weeds, combustible
growth or flammable vegetation, to include native and ornamental vegetation, upon the Real
Property.

(b) Not less than 10 days prior to the date of the hearing, the Department shall
cause notice to be given to each owner of Real Property by mail as their names and
residential addresses and a description of the property in question appear from the last
equalized assessment roll, or as they are known to the Assessor, and said notice shall be
substantially in the form as provided in Exhibit 2 of this resolution.
SECTION 3. Hearing. In conjunction with the Department, on Tuesday, the 22nd
of February 2005, at the hour of 7:30 p.m., in the Council Chamber of the City, located at
213 East Foothill Boulevard, Azusa is fixed by the City as the time and place when and
where any and all owners of Real Property having any objections to the aforementioned
proposed removal of hazardous brush, dry grass, weeds, combustible growth or flammable
vegetation, to include native and ornamental vegetation, following inspection and further
notice by the Department may appear before the Brush Clearance Referee and show cause

to include native and ornamental vegetation, should not be removed in accordance with this
Resolution, and said objections will then and there be heard and given due consideration.
SECTION 4. Recovery of Costs. (a) The Department and the Agricultural
Commissioner are hereby authorized and directed to recover its abatement enforcement
costs in a manner consistent with prior action of the Board of Supervisors when they
adopted an Administrative Penalty, Abatement Enforcement Cost, and an inspection fee on
all Real Properties failing to comply with the second official notice to abate hazards on
property identified during physical inspection by the Department. The recovery of these

costs is vital to the ongoing operation governing the identification and abatement of those
properties that constitute a public nuisance and endanger the public safety.
(b) The owners of the Real Property, upon which the nuisance exists, shall be
presented, both in writing and at the above referenced hearing, with information regarding
the cost of inspection, abatement enforcement, and non-compliance penalties.
The foregoing resolution was adopted on the 7 th day of

NOTICE IS HEREBY GIVEN THAT ON the 7th of February, 2005 the City Council of Azusa
passed or will pass a resolution declaring that hazardous brush, dry grass, weeds,
combustible growth or flammable vegetation, to include native and ornamental vegetation,
were growing upon certain improved property as specifically described by parcel number in
the resolution, to be a potential fire hazard or public nuisance which, upon inspection by the
County of Los Angeles Fire Department is verified to be an existing hazard or public
nuisance and violation of the County of Los Angeles Fire Code (Fire Code) pertaining to
clearance of brush and vegetative growth. This brush and vegetative growth must be
removed and the public nuisance abated by the owner, or the County authorities will abate
the public nuisance and the cost of removal assessed upon the parcel, and such cost will
constitute a lien upon the parcel. In addition, the Board of Supervisors authorized and
directed the County of Los Angeles Fire Department and the Agricultural Commissioner to
recover their costs related to the enforcement of the Fire Code. Parcel owners having
objection to the removal of brush, dry grass, weeds, combustible growth or flammable
vegetation, to include native and ornamental vegetation, are hereby notified that they may
attend a meeting of the City Council of the City of Azusa to be held in the Council Chamber
of said city at 7:30 p.m. on February 22, 2005, when their objections will be heard and given

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA,
APPROVING THE FINANCING OF AMENDED AND RESTATED MERGED
CENTRAL BUSINESS DISTRICT AND WEST END REDEVELOPMENT PROJECT
AREA BY THE REDEVELOPMENT AGENCY OF THE CITY OF AZUSA AND
OTHER MATTERS RELATING THERETO
WHEREAS, the Redevelopment Agency of the City of Azusa (the "Agency") is
authorized pursuant to Part 1 of Division 24 of the California Health and Safety Code (the "Act')
to issue bonds for any of its corporate purposes; and
WHEREAS, the Agency, in connection with its Amended and Restated Merged
Central Business District and West End Redevelopment Project Area (the "Project'), has
indicated its intention to issue bonds in an aggregate principal amount issue not to exceed
$10,000,000 (the "Bonds"), the proceeds of which will be used to finance the Project; and
WHEREAS, Section 33640 of the Act requires the Agency to obtain the approval
of the City Council of the City of Azusa prior to issuance of the Bonds; and
WHEREAS, the City Council approves of the issuance of the Bonds as being in
the public interests of the City of Azusa and of the Agency.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA DOES
HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
Section 1. Approval of Financing. This City Council hereby approves the
financing of a portion of the Project by means of the issuance of the Bonds in an amount not to
exceed $10,000,000 pursuant to provisions of the Act, all subject to the requirements of the Act
to finance a portion of the Project.
Section 2. Effective Date. This Resolution shall take effect immediately upon
adoption.

SCHEDULE OF CHARGES AND RULES AND
REGULATIONS GOVERNING THE ELECTRIC AND
WATER SERVICE SUPPLIED BY AZUSA LIGHT &
WATER.
WHEREAS, pursuant to Section 78-37 of the Azusa Municipal Code, the City Council
may from time to time establish and amend its Schedule of Charges and Rules and Regulations
concerning utility services provided by its Light and Water Department; and
WHEREAS, Azusa Light & Water strives to operate in a most efficient manner; and
WHEREAS, Azusa Light & Water has established procedures to minimize loss to the
utility and the City; and
WHEREAS, Azusa Light & Water proposes modifications to the pre -payment policy;

WHEREAS, Azusa Light & Water proposes to implement the following additions and
changes to the current charges and Rules and Regulations:
1. Electric Rule 6, Items B, C and K, and Water Rule 5, Items B, C and K,
clarifying that new commercial/industrial customers will always be assessed a
pre -payment and it will be held until the account is closed.
2. Electric Rule 8, Item G and Water Rule 7, Item F, eliminating Level Pay Plan -
B.

WHEREAS, this modification is intended to improve the service which Light & Water
provides to the community and customers and will bring greater clarification to existing
procedures; and
WHEREAS, the City Council has determined that the proposed changes are based on
