HomeMy WebLinkAboutResolution No. 06-C0250 RESOLUTION NO. 06-CZS 0 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA URGING THE MTA BOARD OF DIRECTORS TO PLACE THE METRO GOLD LINE EXTENSION AS A FUNDED PROJECT IN THE MTA'S LONG RANGE PLAN WHEREAS: The intent of this resolution is to clearly communicate the position of the City of Azusa with respect to the importance of the timely completion of the Metro Gold Line Foothill Extension project; and WHEREAS: It is also intended to formally represent the official position of the City in appealing to the MTA Board of Directors to assist the Gold Line Construction Authority in their effort to obtain Federal New Starts money from the Federal Transportation Authority; and WHEREAS: In anticipation of the timely completion of the Gold Line from Pasadena to Montclair the City of Azusa is taking definite and specific steps to implement transit oriented development zones centered on the planned Gold Line stations in Azusa; and WHEREAS: These specific actions and plans include: • The adoption of anew General Plan and rewriting of the Zoning Code to include transit oriented development and to encourage walk -able neighborhoods. These changes reduce dependence on the automobile for travel and foster an environment compatible with walking and alternative means of transportation such as bicycle paths. • Investment by the City in anew streetscape for the downtown area of Azusa Avenue, creating a "Main Street" atmosphere and a walk -able area with planned accessibility from the Downtown Gold Line station. • Creation of a transit oriented district in the Rosedale Development. Focused on the Citrus Avenue station, this commercial and residential area will serve riders from the housing development, Citrus College, and Azusa Pacific University. • Creating a new transit oriented district in the Block 36 area. A developer has been selected and is entering into design of this development. • Expansion of the re -development of the Downtown area as a transit oriented district by soliciting for development of the City Center North area. A developer has been selected and is entering into design of this development; and WHEREAS: The City of Azusa states that these activities are being undertaken with the good faith understanding that the Gold Line will be completed in a timely fashion, and that it will be operated once it has been completed; and 0 0 WHEREAS: The City of Azusa asserts that it is incumbent on the MTA Governing Board to prepare and plan for the operation of the Gold Line extension, and to fund that operation and its maintenance in the MTA Long Range Plan. NOW, THEREFORE, BE IT RESOLVED The City Council of the City of Azusa urges the Board of Directors of the Los Angeles County Metropolitan Transit Authority to place the funding for operation and maintenance of the Metro Gold Line Foothill Extension project in the Long Range Plan and include the Gold Line Extension as a Long Range priority project funded for operation and maintenance. FURTHERMORE: Failure to take this requisite planning action would be an undue hardship to the Cities along the Foothill Corridor that urgently need this regional transportation project in the Eastern portion of the San Gabriel Valley. FURTHERMORE: The City of Azusa also calls upon the MTA to support and assist the Metro Gold Line Foothill Extension Construction Authority in obtaining First Starts funding from the Federal Transit Authority. FURTHERMORE: The City of Azusa expresses its satisfaction with the governance plan adopted for the Gold Line Construction Authority and by the joint Powers Authority of the Gold Line Cities.
