HomeMy WebLinkAboutResolution No. 06-C061RESOLUTION NO. 06-C61 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, ADOPTING CERTAIN PRINCIPLES IN EFFECTING REDUCTIONS OF GREENHOUSE GAS EMMISSIONS WHEREAS, the Utilities Department operates an electric and water utility; and WHEREAS, the Utility operations may cause the production of greenhouse gases harmful to the health and well being of population in general and city residents in particular; and WHEREAS, the state and California Public Utilities Commission (CPUC) through various initiatives have strongly encouraged investor owned utilities to adopt sound principles and practices to effect reductions in greenhouse gas emissions; and WHEREAS, municipal utilities are governed by local governing bodies not regulated by the CPUC but nevertheless should demonstrate good corporate citizenship consistent with state overall greenhouse gas reduction goals; and WHEREAS, the California Municipal Utilities Association (CMUA) has recommended its membership in the adoption of certain greenhouse gas reduction principles as in appendix A; and WHEREAS, it is in City's best interest to adopt such principles to show its commitment in effecting reductions in greenhouse gas emissions; and NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA, DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. That the City shall adopt the principles enunciated in the CMUA greenhouse gas reduction principles in Appendix A SECTION 2. That the Utilities shall develop specific programs to effect greenhouse gas reductions consistent with such principles and with City Council/Utility Board approval. SECTION 3. That the progress of such efforts shall be periodically reviewed and evaluated by the City Council/Utility Board 0 0 SECTION 4. The City Clerk shall certify to the adoption of this Resolution. COUNCILMEMBERS: NONE era Mendoza, City Clerk Appendix A Adoption of the California Municipal Utilities Principles Addressing Greenhouse Gas Reduction Goals Means The Governing Board of the local publicly owned utility is committing to the following: 1. Development of a Greenhouse Gas reduction plan designed to meet or exceed the state goals on greenhouse gas reductions under the following conditions a. The plan and any updates will be provided to the Energy Commission b. Smaller utilities can consolidate their plans with other utilities or SCPPA or NCPA c. Utilities can choose to implement their plan by adopting a "sustainable portfolio" approach which allows utilities to choose from a variety of measures that reduce greenhouse gases d. Utilities should receive credit for any early actions to reduce greenhouse gases emissions 2. Proactive implementation of state law which requires utilities to invest in "cost effective, reliable and feasible" energy efficiency and demand reduction measures prior to investing in renewables and conventional resources 3. Commit to spend funds in addition to public benefits money in order to meet the requirement to procure all cost effective energy efficiency 4. Adopt the state loading order, i.e. a. First; energy efficiency and demand reduction b. Second; renewable energy resources c. Third; Clean fossil resources 5. In considering renewable resources the utility will recognize the financial risk of greenhouse gases including a carbon gas adder for in state and out of state resources. (Many believe that either the state or the federal government will soon be adding costs for carbon emissions and those cost should be reflected in resource decisions to adequately hedge resource decisions) 6. Aggressively pursue their own utility renewable portfolio goals 7. Agree to facilitate distributed generation/combined heat and power projects in their service territory 8. Consider environmental justice issues in resource procurement decisions and greenhouse gas reduction policies 9. Support mandatory greenhouse gas reporting requirements (most utilities are already reporting and mandatory reporting will capture other emitters). Small utilities may choose to aggregate with other utilities or through SCPPA or NCPA. 10. Measure and verify your utility's greenhouse gas reductions 11. Educate your customers about greenhouse gas emission reductions they can accomplish. Utilities who provide funds to customers for this purpose should receive appropriate credit for those reductions
