A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA,
CALIFORNIA AMENDING THE COMPENSATION AND BENEFITS
MEMORANDUMCOVERING THE EXECUTIVE MANAGEMENT EMPLOYEES,
ESTABLISHING STANDARD BENEFITS GUIDELINES FOR NON CONTRACT
DEPARTMENT HEADS, AND GRANTING A COST OF LIVING INCREASE
FOR TWO SPECIFIED EXECUTIVE MANAGEMENT POSITIONS
WHEREAS, it is customary for the City Council of the City of Azusa to receive, on a
periodic basis, proposals for amendments to the memoranda and/or Resolutions which govern the
compensation, benefits and working conditions of City employees; and
WHEREAS, on December 18, 2000, the City Council adopted Resolution No. 00-
C151 and passed the City of Azusa Compensation and Benefits Memorandum Covering the
Executive Management Employees (the "Executive Management MOU"); and
WHEREAS, on February 22, 2005, the City Council adopted Resolution No. 05-C 12,
authorizing a 1.8 percent increase for executive management positions, effective July 1, 2004; and
WHEREAS, the City Council now desires to amend the Executive Management
MOU with regard to health insurance during retirement for executive management employees; and
the amount of the monthly benefit under the Flexible Benefit Plan; and
WHEREAS, the City Council further desires to grant a cost of living increase to two
(2) executive management positions: Library Services Director and Information Services Director;
and
WHEREAS, the City Council desires to establish standard benefits guidelines for non
contract Department Heads.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA,
CALIFORNIA, DOES HEREBY FIND AND DECLARE THAT:
SECTION 1. Amendment of Executive MOU Regarding Health Insurance During
Retirement. Section 17.2.3 of the Executive MOU is hereby amended and replaced as follows:
"For Executive employees who, at the time of retirement from the City of Azusa, have
attained the age of fifty (50) and have at least twenty-five (25) cumulative years of service with the
City of Azusa, the City shall reimburse to the employee an amount equal to the highest HMO rate for
employee and spouse (at time of retirement) until the employee and his or her spouse passes away."
SECTION 2. Amendment of Executive MOU Regarding Lump Sum Option for
Health Insurance During Retirement. Section 17.3 of the Executive MOU is hereby eliminated
rescinding the "cash out" option of retiree health insurance benefits.
SECTION 3. Amendment of Executive MOU Regarding the Flexible Benefit Plan
Monthly Benefit Amount. Section 10.2 of the Executive MOU is hereby amended and replaced as
follows:
"Effective January 1, 2006, the City will maintain the Flexible Benefit Plan ("FBP")
at one thousand fifty-three dollars ($1,053) per month for each employee. This plan can be used by
the employee to pay, to the extent available, for qualified benefits as determined by the IRS. The
employee understands that, in the event the total premiums and/or expenses for qualified benefits
selected by him/her exceed the amount of the FBP, the excess shall be deducted from pre-tax wages
of the employee."
SECTION 4. Amendment of Executive MOU Regarding the Yearly Increase in the
Flexible Benefit Plan. Section 10.2.1 of the Executive MOU is hereby amended and replaced as
follows:
"Annually, on January 1 of each year the City may increase the Flexible Plan
contribution in an amount equal to the average percentage increase for the basic plan premium for
Health Maintenance Organizations (HMOs) under the CaIPERS insurance program, not to exceed 8
percent."
SECTION 5. Amendment of Executive MOU Regarding Cost of Living Increase for
Library Services Director and Information Services Director. Sections 8.1 and 8.2 will be eliminated
and replaced with Section 8.1 to read as follows: "Effective July 1, 2005, the executive management
positions of Director of Library Services and Director of Information Services shall receive a cost of
living increase in the base monthly salary for each position of four percent (41/6)."
SECTION 6. Amendment of Executive MOU Regarding title of document. The title
of the Executive MOU document is hereby amended from "City of Azusa Compensation and
Benefits Memorandum Covering The Executive Management Employees August 1, 2000, through
July 31, 2004" to "City of Azusa, Standard Benefits Guidelines For Non Contract Department
Heads/Executive MOU.
