OS 72 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, SUPPORTING THE CITY OF DUARTE% ENCANTO NATURE WALK TRAIL PROJECT WHEREAS, in 2005-06, various municipalities and agencies within the San Gabriel Valley Region enteretl into the Emerald Necklace Accord to establish a network M supped, cooperation and collaboration within the region for the preservation of areas adjacent to the San Gabriel and Rio Hondo fibers and tdbumnes (mNecGvely, 'Watershed") far recreational, open space antl native habitat conservation and restoration purposes, and WHEREAS, the cities of Azusa and Duarte are parties to the Emerald Necklace accord and WHEREAS, in Section 2 of the Emerald Necklace Accord the parties agree to "review and consider requests for mutual support from one to anothei in efforts to, secure grant funding for the "preservationlrestoratioNoperation of the Watershed for purposes of multi benefit projects padding mol health, passive and second recreation, environmental education, native hands preservation, and open space in the common interest;" and WHEREAS, Duarte has applied for gams from the California Department of Parks and Recreation, County Supervisors Michael Andrei 5x Distad and Gloria Molina, tst District and the Rivers and Mountains Conservancy, which will be sopdemented by the Duarte general fund and other potential gam supporters to develop the Encanto Nature Walk Trail, Theproposedt,000foottrail with a river overlook, benches, interpretive signs, and native plants, will be located along the west bank of the San Gabriel River from the Puente Largo Bridge to a transverse dike jutting out into the river channel upstream of the bridge. The long term goal is to extend the trail from the Encanm Nature Walk trail 3,750 feet to the [railhead for City of Duane's trail to Fish Canyon Falls following an existing access mad to the existing parking area along Encento Parkway just north of the mouth of Van Tassel Canyon. A map depicting the tail's proposed location is attached hereto and incorporated herein as Exhibit "A'; and WHEREAS, at this time, Azusa has not been requested to contribute fmanalally to the Encanto Nature Walk Trail project; however, a5 with any development project, Duarte will require assistance from Azusa staff as well as various approvals from Azusa's legislative bodies', and WHEREAS, the Azusa City Council desires to assist Duarte in its starts to improve the Encanto Nature Walk Trail NOW, THEREFORE, the City Council of the CM of Azusa, California resolves, determines and orders as fokows' I . The City Council hereby supports Duarte's proposal to develop the Encamp Nature Welk Trail project commencing in the City of Duarte and going through the CM of Avasa. 2. The City Council approves having Duane act as the "Lead Agency' and shall undertake all analysis and prepare all documents necessary to ensure that the Ewamo Nature Walk Trail meted conforms with tons environmental review necessary under the California Environmental Quality Act while Azusa shall act as a" Responsible Agency". Resolution No. 06-C72, 2006- Page1 3. Duarte may inquire grading, building, landscaping and other permits from Azusa before consWction of the Encento Nature Walk Trail project may commence. To this end the CRY Goundl hereby directs Azusa staff to cooperate with Duarte in a manner that is consistent MIR the provisions of the Azusa Municipal Cade and as cessary to support Duarte in obtaining these land use entitlements from Azusa, which may be necessary for the Enconto Nature Walk Trail project. 4.
