HSU, DIRECTOR OF UTILITIES^ DATE: JANUARY 22, 2007 y SUBJECT: APPROVAL OF SAN JUAN UNIT #3 FIRMING ARRANGEMENT BETWEEN THE CITY AND ARIZONA PUBLIC SERVICE RECOMMENDATION It is recommended that the Utility Board/City Council authorize the staff to finalize the firming arrangement for San Juan unit #3 with the Arizona Public Service (APS) and authorize the Mayor to execute the agreement with APS upon the preparation of the execution copy. BACKGROUND Since 1998 the City has been actively managing its power resources. Due to the unit contingency nature of City's San Juan resource and the predominant importance of San Juan resource to the City, the City has almost always mitigated the operational and risk management complexities of managing this resource by entering into contractual arrangements with third parties to exchange or otherwise sell the San Juan unit output and purchase firm resources to meet our retail needs. The current contractual arrangement for firming San Juan energy will expire at the end of 2007, thus staff has reexamined the options for firming San Juan power for calendar years 2008 and 2009. Staff solicited proposals from 3 parties and has initially received 2 proposals, however one proposal was later withdrawn by the proposing party. Thus staff compared the remaining proposal from APS against the San Juan firming proposals in recent years. FISCAL IMPACT The proposed arrangement from APS under the two-year proposal has an expected minimum cost of $32,850 per month plus replacement energy costs at market prices when San Juan is forced out. Funds will be budgeted accordingly in FY 07-08, FY 08-09, and FY 09-10 for the proposed two-year firming arrangement. If both 2008 and 2009 are executed together the firming fee will be $1.50/MWh for Q3 of each year and $1.40/MWH for Q1,Q2, andQ4 of each year; for all 30Mw, 24 hours each day for the 2 year Term. Special Conditions - Azusa will notify Tucson Electric Power Company ('TEP") that Arizona Public Service will be scheduling Azusa's 30 MW/h San Juan Unit 3 supply entitlement on a daily basis for the Term and will retain Azusa's delivery point flexibility. Arizona Public Service shall schedule Azusa's San Juan Unit 3 output directly with TEP. It is further understood that energy deliveries to Westwing 500 kV, Four Corners 345, or Palo Verde 500 kV are solely from San Juan Unit 3, i.e., if San Juan Unit 3 is de -rated or forced out, such deliveries shall be adjusted in accordance with such de -rates or forced outages, and the underlying transmission from San Juan bus to Palo Verde 500 kV, Four Corners 345, or Westwing 500 kV cannot be used for any other resource. Scheduling- Scheduling will be done on a day -ahead prescheduled basis per W ECC trading timelines. Arizona Public Service will coordinate with Azusa any scheduling, tagging, and unit de -rates related to San Juan Unit 3. Arizona Public Service will perform generator and control area checkouts for day -ahead, hour -ahead, and real-time schedule changes and prepare necessary tagging changes. Arizona Public Service will notify Azusa on a daily basis of any prior day San Juan Unit 3 de -rates to facilitate accounting for replacement energy costs and reconciliation. Both parties will schedule for all hours and all amounts, no partial amounts or hours will be allowed, except as set forth in Curtailment section below. Curtailments - Azusa can curtail energy deliveries to Arizona Public Service in the event of a unit outage or derate at San Juan #3. Curtailments may not occur for economic reasons. Replacement Cost - In the event San Juan Unit 3 is de -rated or trips offline, Azusa will reimburse Arizona Public Service for replacement energy in Q3 at the Daily Firm Dow Jones Index for Palo Verde ("DJI @ PV") plus $0.95/MW h, for the respective On/Off-Peak index for the delivery day, for megawatts not made available to schedule 45 minutes prior to the respective operating hour or for megawatts not generated. Azusa will reimburse Arizona Public Service for replacement energy in Q1, Q2, and Q4 at the Daily Firm Dow Jones Index for Palo Verde ("DJI @ PV") plus $0.75/MWh, for the respective On/Off-Peak index for the delivery day, for megawatts not made available to schedule 45 minutes prior to the respective operating hour or for megawatts not generated. The replacement energy calculation is as follows: MW not generated X (Applicable DJI @ PV + $0.95(0.75)/MWh). The Applicable DJI @ PV is defined as follows: (i) for Monday through Saturday (excludes NERC holidays) use the DJI @ PV respective On/Off-Peak index; and (ii) for Sundays and NERC holidays use the DJI @ PV 24-hour index. Timely Checkouts - To ensure timely checkouts of the amount of San Juan Unit 3 provided and the replacement energy purchased by Azusa, the Parties shall endeavor to check out once a week. The Parties shall endeavor to use a common format substantially similar to format as specified in Attachment A for check out purposes. The Parties shall endeavor to resolve any discrepancies as soon as practicable. HSU, DIRECTOR OF UTILITIES DATE: JANUARY 22, 2007 SUBJECT: AUTHORIZATION TO PROCURE SAN JUAN OUTAGE INSURANCE COVERAGE RECOMMENDATION It is recommended that the Utility Board convey authority to staff to procure an outage insurance coverage from XL Capital/Indian Harbor Insurance Company for San Juan Unit 3 when the annual insurance premium falls below $250,000. BACKGROUND: The City's San Juan unit 3 is the single largest resource in City's energy resource portfolio providing up to 75% of City's annual electric energy requirement. The operational availability of San Juan unit 3 and the cost of replacement power when the unit is not available due to forced outages could have significant adverse impacts to the electric utility's finances. In FYs 04-05 and 05-06 the City purchased forced outage insurance policies to hedge the unforeseen San Juan replacement costs at reasonable costs (see attached sample analysis of a typical insurance policy). However the insurance premium was very high at the beginning of the current FY due to escalating energy commodity prices, and thus we did not renew the insurance policy. However, recent quotes from the San Juan forced outage insurer indicate the insurance premium is trending down due to declining wholesale power prices albeit still at a level higher than previous insurance premiums. The current premium quote is at $280,000 for one year coverage vs FY 04-05 insurance premium of $250,000, and FY 05-06 insurance premium of $180,000. Thus, staff recommends waiting a bit longer until the premium declines further but seeks the authority to trigger the procurement of the insurance when the premium declines to a level comparable to previous fiscal year levels and not to exceed $250,000. &)aia2/(--7 / 2)1/ e11")) ,S/ 013 FISCAL IMPACT Said insurance coverage if procured will cost no more than $250,000. Prepared by: Bob Tang, Assistant Director of Resource Management 811 tal What Does Outage Insurance Coverage I 014 What Does Outage Insurance Coverage Do: Typically, the insurance coverage has the following components: 1. A strike price for replacement power in $/MWh 2. A deductible amount in $ 3. A maximum coverage limit in $ 4. A premium payment in $ The following example illustrates how the insurance coverage would work: Assume the insurance coverage has the following structure: 1. Strike price = $30/MW h 2. Deductible amount= $1,150,000/year 3. Maximum coverage limit = $4,000,000 4. Premium payment = $257,500 Further assumes that San Juan unit is unavailable for 25% of the time during a year and the cost of replacement power is $60/MWh, thus the cost of replacement power above the strike price is 30 MW x 8,040 hours x 0.25 x ($60 - $30) = $1,809,000. Therefore, the insurer would pay the City $659,000 (1,809,000 less deductible of $1,150,000) for cost of replacement power for San Juan outages. Please refer to the tables in the presentation material for the effect of insurance coverage. The benefits of the insurance coverage are: 1. It reduces the cost of replacement power in a high spot market price environment, e.g., at 85% unit availability; the insurance coverage reduces the cost of replacement power from $2,532,600 without insurance coverage to $2,235,400 with insurance coverage if the spot market price is $70/MWh. 2. It significantly reduces, but not completely eliminates the adverse financial impacts if unit availability turns out to be lower than budgeted amount and spot market price for replacement power turns out to be substantially higher than the budgeted amount, e.g., the insurance coverage reduces the cost of replacement power from $5,065,200 without insurance coverage to $3,320,800 with insurance coverage if the spot market price is $70/MWh and unit availability is 70%. 3. In the "doomsday scenario", i.e., very high unavailability factor of the unit and very high spot market prices, the insurance coverage significantly reduces the possibility of cash flow problems to the electric utility's, e.g., the cost of replacement power of $7,718,400 without insurance coverage in case of 60% unit availability and $80/MWh for spot market price WILL MOST LIKELY PRESENT SIGNIFICANT CASHFLOW CHALLENGES TO THE ELECTRIC UTILITY, whereas the cost of replacement power of $4,044,400 with insurance although still very high but significantly more manageable in terms of cash flows. 014_6 TO FROM: DATE: 8-U AZUSA cxr a w+ru CONSENT CALENDAR HONORABLE CHAIRPERSON AND MEMBERS OF THE AZUSA UTILITY BOARD AND AZUSA CITY COUNCIL JOSEPH F. HSU, DIRECTOR OF UTILITIES^ ✓ JANUARY 22, 2007 W SUBJECT: AUTHORIZATION TO SEND A LETTER TO THE CALIFORNIA INDEPENDENT SYSTEM OPERATOR PROVIDING INFORMATION REGARDING LOCAL CAPACITY RESOURCES RECOMMENDATION It is recommended that the Utility Board/City Council authorize the staff to prepare and send a letter if necessary, to the California Independent System Operator (CAISO) providing Information regarding the City's local capacity resources in calendar year 2007. BACKGROUND Through various regulatory directives by the Federal Energy Regulatory Commission (FERC) and the California Public Utilities Commission (CPUC) and a complaint by the merchant generators in late 2005, the CAISO is. attempting to establish a market paradigm whereby the load serving entities are required to procure a portion of their power resources locally to ensure power grid reliability, the so called Local Capacity Requirement (LCR) paradigm. Toward this goal, CAISO filed with the FERC the Reliability Capacity Service Tariff (RCST) as part of a settlement agreement with merchant generators in April, 2006. FERC has yet to rule on the CAISO RCST filing. Although municipal utility community is in general very supportive of the concept of ensuring grid reliability via local generation procurement, munis differ sharply with the CAISO and other market participants concerning the means and the process for how such requirements should be structured and imposed. Munis were not parties to nor consulted in the RCST settlement. On December 15, 2006, CAISO filed further amendment to its RCST filing setting forth further optional processes for the munis to define our own LCR program, and a notification process to the CAISO if we so determine an LCR program as it applies to calendar year 2007. FERC is expected to rule on the RCST filing and the amendment within 60 days. In light of the technical complexity of defining an LCR paradigm on our own and the limited. shelf life such a program would have (2007 only), staff is not recommending that we establish our own formal LCR program at this time. 015 Instead, staff recommends we send a letter to the CAISO upon RCST approval by FERC stating the following points: • Voluntarily provide the Information regarding local capacity resources procured by the City in 2007 • Express our specific technical concerns regarding the CAISO's LCR paradigm • Outline suggested technical changes to CAISO's LCR paradigm • Express our commitment to work with the CAISO and others on this important issue prospectively Staff believes that the letter will go a long way to show our commitment to grid reliability to regulators, politicians and our own customers by responsibly procuring local capacity resources ahead of time which the City has done and to propose constructive improvements to the CAISO LCR paradigm despite our differences with the CAISO on the LCR issues. BACKGROUND The state legislature enacted SB 1368 and AB 32 in the 2006 legislative session dealing with the regulation of GHG emissions in the state. Specifically, SB 1368 prohibits electric utilities from contracting long term power supplies that do not meet certain GHG emission levels and AB 32 carries out the Governor's executive directive of achieving GHG reductions to year 1990 level by 2020. Under these laws California Energy Commission (CEC), California Public Utilities Commission (CPUC) and California Air Resources Board (CARB) are tasked with promulgating GHG regulations via open regulatory proceedings in fulfillment of the legislative intent for the electric industry sector of the economy. A substantial amount of work will be required to advocate the City's position in these proceedings and our interest can be best served by a joint effort with other similarly situated municipal utilities. To this end, SCPPA is forming a joint task force to organize SCPPA members' participation in these proceedings. 017 This effort is likely to require the hiring of technical, legal and regulatory consultants to assist the members to formulate and advocate joint positions. Participating would likely be through a participation agreement wherein members would agree to pay their pro rata share of the cost based on a methodology currently under discussion. The City's share of the cost is not expected to exceed 5% of the total cost. The details of the scope of work for SCPPA's GHG initiative and the budget are still under development and should be finalized shortly. FISCAL IMPACT The cost of City's participation is unknown at this time, but it is not expected to exceed $10,000 in FY 06-07. Funds are available in the electric utility fund to pay for this effort in the current fiscal year. Future expenditures will be accounted for in the budget process. BACKGROUND On October 23, 2006, the Utility Board authorized staff to prepare and release a Request for Qualifications and Proposals (RFQ/P) to find a qualified consultant to conduct a study of our water rates and the need for future rate adjustments. The study is deemed necessary due to recent court cases and legislation which require cities to conduct cost of service studies to justify the level of proposed rate increases. The RFQ/P was issued December 27, 2006, and four proposals were received by the due dated on January 16. Consultant proposals ranged in cost from $24,590 to $45,620, plus miscellaneous out of pocket expenses in some cases. After review of the qualifications and scopes of work provided by the four consulting firms, staff recommends selection of Foresight Consulting. Foresight's proposal Included the most detailed work plan submitted and clearly demonstrated a detailed understanding of financial terms and models appropriate to water utilities. Foresight's proposal also included the second highest number of hours of staff time to dedicate to this study. The study will be initiated shortly after approval and should be completed by mid-April. The study report will recommend rate adjustments over the next 5 to 6 years sufficient to meet the financial needs of the water utility and to ensure that Azusa's water rates are equitable and judicial. Engineering staff need a vehicle to verify construction projects at various locations within and outside the City limits to ensure that utility -related improvements are in compliance with approved plans. Such plans often involve safety considerations and timely access to a reliable vehicle is important. Uses for the vehicle include attending on site meetings with service applicants and performing field engineering tasks. In researching purchasing options, staff recommends use of the State General Services Commodity purchasing process which resulted in competitive bids for Ford Escape Hybrid Sport Utility Vehicle, Commodity No. 2320-000-045-2, from Hoblit Motors in amount of $24,080. While the cost of using the State's procedure is 1.98% or $476.78, the total cost of purchasing the vehicle through the General Services Department is about $5,600 less than what we would pay to local dealers. The vehicle would be delivered FOB to Downey where it must be picked up. BACKGROUND Azusa Land Partners is required by the Development Agreement for the Rosedale project to install two reservoirs known as the 890 Reservoirs, in exchange for which the City will transfer the site of the existing Nursery Reservoir to Azusa Land Partners by Grant Deed. The 890 Reservoirs and the Nursery Reservoir are located north of Sierra Madre Avenue. In order for the City of Azusa to continue to use the Nursery Reservoir until the 890 Reservoirs are approved for service, Azusa Land Partners grants to the City an exclusive license for the use of the Nursery Reservoir. Attached herewith are the Grant Deed and License Agreement "Exhibit A" and "Exhibit B" for access easements and sites associated with the 890 and 1023 Reservoirs. FISCAL IMPACT All costs associated with the processing of this grant of real property and acceptance of the license for the use of the Nursery Reservoir site are borne by the developer. Licensee shall have the right to perform any and all activities, in its reasonable discretion, to operate, repair and maintain the Existing Reservoir on, under and upon the Property including, but not limited to, improvements or alterations to the Property and/or Existing Reservoir as deemed necessary by Licensee in its reasonable discretion. 5. Utilities. The cost of any and all utilities, if any, supplied to the Property for use by Licensee during the term of this License shall be home by Licensee. 6. Acceptance of the Property. By entry hereunder, Licensee acknowledges that it has examined the Property and accepts the same in its "AS IS" existing condition without any representation or warranty whatsoever having been made by Licensor or any agents or representatives of Licensor concerning the Property or its condition or suitability for Licensee's proposed use. Except as otherwise provided in this Agreement, Licensee shall not assign this License or any interest in this License or permit the use of the Property by any person or persons other than Licensee without the express consent of the Licensor, which consent shall not be unreasonably withheld.. 9. Attorneys' Fees. In the event of any legal action or proceeding between the parties hereto, reasonable attorneys' fees and expenses of the prevailing party in any such action or proceeding may be added to the judgment therein to be paid by the non -prevailing party. 10. Notices. HSU, DIRECTOR OF UTILITIES ^ v DATE: JANUARY 22, 2007 �� Qj SUBJECT: AWARD OF CONTRACT FOR PROJECT WF -226, REHABILITATION OF WELLS NOS. 2 &4 RECOMMENDATION It is recommended that the Azusa Utility Board/City Council approve: (1) the award of contract for Water Project WF -226, Rehabilitation of Wells Nos. 2 & 4, to General Pump Co., in the amount of $363,973.50; and (2) amendment of capital improvement project budget in the amount of $114,000, account 32-80-721-000-7145/72105D. BACKGROUND On December 18, 2006, the Utility Board authorized advertising for bids to rehabilitate Water Wells Nos. 2 and 4. Bids were publicly opened on January 11, 2007. Five well contractors submitted bids; the three lowest bids were as follows: General Pump Company, $363,973.50 (Well No. 2: $177,815.00; Well No. 4: $186,158.50); Southwest Pump & Drilling, Inc., $447,172.00; Palm Springs Pump, Inc., $544,486.80. Supplemental information is provided below on these two wells. Water Well No. 2, constructed in 1921, located at the Spreading Ground Wellfleld, has developed a large cavern around, and at the bottom of the casing, possibly due to years of sand pumping. The well casing is old and requires relining; the well will require redevelopment once the new lining and gravel pack have been installed. When it is running, Well No.2 is one of the Water Division's larger producing well and needs rehabilitation to assure that the well remains in service by extending its useful life and production capacity. Well No. 4, constructed in 1914, and also located at the Spreading. Grounds, is of the same construction as Well No. 2, and the pump and column have not been removed for rehabilitation for approximately 20 years. Although it apparently does not have the cavern at the bottom of its casing, Well No. 4 is in need of rehabilitation to extend its useful life and production capacity. Well No. 4 is also a good water producing well and rehabilitation of this well is necessary to ensure the supply of water to the system this summer, and to ensure continued operation for years to come. 062 FISCAL IMPACT The fiscal impact of this item is $363,973.50. Because the FY 2006-2007 capital improvement project budget for this item is $250,000, approval of the low bid requires a capital improvement project budget amendment of $113,973.50 from the water fund balance into account 32-80-000-721-7145/72105D-7145. HSU, DIRECTOR OF UTILITIES DATE: JANUARY 22, 2007 SUBJECT: ADDITION OF $75,000 TO THE BLANKET PURCHASE ORDER OF GENERAL PUMP COMPANY RECOMMENDATION It is recommended that the Utility Board/City Council approve the addition of $75,000 to the blanket purchase order (PO) of General Pump Company. BACKGROUND General Pump Company is the Water Division's maintenance contractor for pump and motor maintenance of the Division's many booster and well pumps. Recently, the Water Division had to make unanticipated repairs to Well No. I at an extraordinary expenditure of approximately $72,000. Well No. I had a vibration problem which required removal of the motor and pulling of the pump and column. An inspection of the pump column pipe when it was pulled from the well casing revealed that the bottom tailpiece of the pump column had broken from the column and had fallen to the bottom of the well. The lost tailpiece, which was removed from the bottom of the well, was the apparent cause of the vibration. The pump column was repaired, a right angle drive gear was rebuilt, and a new pump was installed. The addition of $75,000 will leave enough funding in the Blanket PO to last to the end of the Fiscal Year. FISCAL IMPACT There is no fiscal impact of this amendment unless it becomes necessary to utilize the blanket purchase order amended amount, in which case staff would be authorized to use up to $75,000 for this vendor. Funding would be provided through existing budget account balances from the approved Operations and Maintenance budget for 2006-2007. BACKGROUND: During the regular meeting held last October 23, 2006, the Utility Board approved the installation of underground electric conduits at 600 Gladstone Street, to repair a portion of a direct buried cable that failed. Entire repair work was completed as of January 16, 2007. No change order was incurred on the installation of underground electric conduits and project was completed under budget and as per approved contract amount. FISCAL IMPACT: Repair cost was originally budgeted at $50,000. HSU, DIRECTOR OF UTILITIES ^ , DATE: JANUARY 22, 2007 v }� SUBJECT: SENATE BILL (SB) 1037 ENERGY EFFICIENCY REPORT California SB 1037 (Kehoe), signed into law in September 2005, established several important policies regarding energy efficiency. Among the many provisions of the law is a statewide commitment to cost-effective and feasible energy efficiency, with the expectation that all utilities consider energy efficiency before investing in any other resources to meet growing demand. Azusa Light & Water is among the 39 publicly -owned utilities (POUs) submitting energy efficiency data in compliance with the provisions of the legislation, including 26 that have previously not been required to formally file energy efficiency program information with the California Energy Commission (CEC). This Energy Efficiency in California's Public Power Sector Status Report complies with Section 6 of the statute, requiring each POU to: "Report annually to its customers and to, the State Energy Resources Conservation and Development Commission, its investment in energy efficiency and demand reduction programs. A report shall contain a description of programs, expenditures, and expected and actual energy savings results." The California Municipal Utilities Association (CMUA), in partnership with the Northern California Power Agency (NCPA) and the Southern California Public Power Authority (SCPPA), began a collaborative effort in October 2005 to develop an evaluation tool to measure energy efficiency program effectiveness and report program savings in a consistent and comprehensive manner. In summary, the report indicates the following: POUs have a long-standing commitment to energy efficiency, an extension of fundamental principles dedicated to social and environmental responsibility, ensuring reliability, and keeping rates low for the communities they serve. 31:i • During Fiscal Year 05/06, Azusa Light & Water spent $503,180 on energy efficiency programs, reducing peak demand by 425 kilowatts, and in excess of 23.4 million kilowatt-hours on an annual basis. • The levelized cost for POUs to deliver all energy efficiency programs in the aggregate is projected to fall from $0.032 per lifecycle kilowatt-hour in FY05/06 to $0.026 per lifecycle kilowatt-hour in FY06/07, while Azusa Light & Water is currently at a $0.0215 per lifecycle kilowatt-hour level. • The report indicates that residential and non-residential lighting programs, residential cooling programs, and non-residential process programs are generally the most cost effective programs offered by POUs. This is in line with the more successful programs currently being offered by Azusa Light & Water. • POU programs compare well to programs being offered by the investor-owned utilities (IOUs). Contrasting estimates of program cost-effectiveness, public power programs are expected to be even more cost effective in FY06/07 than what is estimated to be the case for the IOUs in 2006-08. Azusa Light & Water is approximately 30% more cost effective than SCE at this time. This conclusion is in stark contradiction to statements made one year ago by various interest groups suggesting that POUs are lagging way behind their IOU counterparts. Azusa Light & Water Energy Efficiency Program Highlights Since inception, Azusa Light & Water has expended over $4,250,000 toward providing energy conservation information to the Azusa community and rewarding businesses and residents for upgrading inefficient energy consuming equipment with more energy efficient equipment. These efforts have resulted in an annual peak demand reduction of approximately 1 percent. Savings are based upon engineering estimates and measurements that have been field verified. Current Commercial and Industrial Customer Programs: (Annual program cost: $290,000; resulting in approximately 300 kilowatts of demand reduction and 15,400,000 kilowatt-hours of net lifecycle savings): • Business Partnership Program: Retrofit existing buildings and factories with high efficiency lighting, air conditioning and process equipment. • Free Energy Audits: Provide suggestions on the most energy efficient equipment and more cost effective methods of operations. • New Business Retrofit Program: Encourage the use of the most energy efficient equipment in the design and construction of new buildings and factories. Current Residential Customer Programs: (Annual program cost: $75,000; resulting in approximately 50 kilowatts of demand reduction and 3,072,000 kilowatt-hours of net -lifecycle savings). 091 • EnergyStar® Refrigerator Program: Rebates are offered for the purchase of an EnergyStar® rated refrigerator. • EnergyStar® Air Conditioner Program: Rebates are offered for the purchase of an Energy Star® rated room or central air conditioning unit. • Home Weatherization Rebate Program: Rebates are offered for a variety of home weatherization measures. • Free Home -in -Home Energy Audits: Provide recommendations for the effective use of energy within the residence. • Free On -Line Home Energy Audit Pro ram: Customers can enter various parameters that match their home and lifestyle, and receive an immediate list of conservation recommendations and measures along with an estimate of what each appliance within the home is using in the way of energy. Public Facilities: Program guidelines are essentially the same as the current commercial and industrial programs; therefore they are included in that category for funding and savings. City Schools: (Annual program cost: $68,000; resulting in approximately 75 kilowatts of demand reduction and 4,950,000 kilowatt-hours of net lifecycle savings). • LivingWise: Provide an interactive 6i° grade conservation education program to all 6h grade classes within the City of Azusa, both private and public. Proposed Azusa Energy Efficiency Programs and Services: (for 2006-2007) • Maintain existing programs at current levels • Ensure that all new electric loads are efficient • Evaluate the appropriateness of any new energy technologies • Ensure that energy efficiency is part of integrated resource planning by determining and implementing the most cost-effective, reliable, and feasible energy efficiency measures • Measure and evaluate the impact of energy efficiency programs Low Income Programs: • Maintain existing programs at current levels. • Ensure that all qualified customers are enrolled in the low-income program. • Conduct an evaluation of the low-income programs. Azusa Investment in Renewable Energy: Azusa Light & Water will continue to explore addition supplies of renewable energy to meet its 2010 requirement of 20 percent renewable energy in the power portfolio. Azusa Demand Reduction Programs: • Maintain existing summer load reduction program driven by reliability considerations.
