CITY HALL, AZUSA, CALIFORNIA. DECEMBER 9, 1941. 7:30 P.M.
The City Council of the City of Azusa met in
Special Session at the above time and place.
Present at roll call: Councilmen: Jumper,
Malone, Bradshaw, Arnold, Owens.
Absent: City Attorney and City Clerk.
Moved and carried that Councilman Bradshaw
record the minutes of the meeting in the
absence of the City Clerk.
The Notice of meeting and the Officer's Report
were read as follows:
PLEASE TAKE NOTICE that a Special Meeting of the City Council
of the City of Azusa, State of California, IS HEREBY CALLED to be
held in the Council Chambers of said City on Tuesday, December 9,
1941 at 7:30 P.M. for the purpose of enacting the necessary defense
measures for protection of the City of Azusa and its inhabitants
during the time of war between the United States of America and
Japan, and for such other matters as may legally come before the
Council.

Earl Philleo, Chairman of the Civilian Defense
Council addressed the Council explaining in
detail the Civilian Defense Program, recommend-
ing that all groups be coordinated under the
Defense Committee, to act as one for the pro-
tection of this community.
Mayor Owens appointed the following:
Major Disaster & Relief - Cecil Singleton, Chairman
Military Police & Fire - P. C. Bradshaw, Chairman
Public Information - C. A. Griffith, Chairman
Transportation & Roads - Earl Philleo, Chairman
Health & Welfare - Leo Ebersold, Chairman
' Human Resourses & Skill - Charles Stewart, Chairman
Moved and carried the Council approve the action
of Mayor Owens.
Carried by the following vote of the Council:
Ayes: Councilmen: Jumper, Malone, Bradshaw,
Arnold, Owens.
Noes: None. Absent: None.
Officer Smith reported on F.B.I. School, stating
that all Schools, Water Supply, Power & Light
Stations Public Buildings, Bridges, Transportation,
Medical 6enters and Major Highways are under full
time protection.
I hereby certify that I received
the attached "NOTICE OF
SPECIAL MEETING OF THE CITY COUNCIL OF
THE CITY OF AZUSA" at
4:30 P.M. on the 8th day of December,
1941 and that I served
the same on the hereinafter named persons,
who are members of
the City Council of the City of Azusa,
at the time set after
their respective names, by personally
delivering to and leav-
ing with said persons a true copy of the attached "NOTICE OF
SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF_AZUSA".

Moved by Councilman Arnold, seconded by Coun-
cilman Jumper the Chief of Police be -authorized
and instructed to appoint two -men as guards to
patrol the City reservoir until such time as
volunteer guards are available.
Carried by the following vote -of the Council:
Ayes: Councilmen: Jumper, Malone, Bradshaw,_
Arnold, Owens.
Noes: None. Absent: None.
Chairman Earl Philleo explained the meaning and
result of a black -out.
Cecil Singleton reported on the Los Angeles
School for Firemen.
It was agreed that a 3 minute blast of the siren
would warn the inhabitants of danger and a one
minute blast of the siren would signify an
"all clear".
Moved by Councilman Malone, seconded by Council-
man Arnold and duly carried the meeting adjourn.
