HomeMy WebLinkAboutResolution No. 09-C0390 RESOLUTION NO. 09-C39 0 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ADOPTING PROPOSED CHANGES TO THE STATEMENT OF COMMUNITY DEVELOPMENT OBJECTIVES AND PROJECTED USE OF FUNDS FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FOR FISCAL YEAR 2008-09 WHEREAS, the City of Azusa is participating under the CountyofLos Angeles Community Development Block Grant (CDBG) Program; and WHEREAS, City staff has proposed to program newly available CDBG-R Economic Recovery Act funds of $181,229 into a new Project titled Citrus Avenue Pedestrian Crosswalk, Project No. 601240-08; and WHEREAS, the proposed change represents a substantial change to the statement of community development objectives and projected use of funds for the Community Development Block Grant program for fiscal year 2008-09; and WHEREAS, the City has allowed written ,comment and public testimony on the City's community development needs; and WHEREAS, the City Council has heard any and all public input received regarding the City's proposed changes to the projected use of Community Development Block Grant funds. NOW, THEREFORE, BE IT RESOLVED, that the City Council ofthe City of Azusa does hereby take the following actions: SECTION 1. Approve the new CDBG Project titled Citrus Avenue Pedestrian Crosswalk, Project No. 601240-08; and SECTION 2. Approve programming $181,229 of newly available CDBG-R Economic Recovery Act funds into the new project titled Citrus Avenue Pedestrian Crosswalk, Project No. 601240-08; and SECTION 3. Authorize the Mayor or authorized designee to execute any and all necessary contracts and agreements with the Los Angeles County Community Development Commission and with each approved recipient/ subrecipient of the program, together with any minor changes therein which may be approved by the City Manager and, as necessary, the City Attorney. The City proposes to revise the 2008-09 Action Plan, which identifies projected use of funds for the 34th Fiscal Year, in order to use newly allocated federal Recovery Act (CDBG-R) funds. The public is invited to review the City of Azusa's proposed revision to the Action Plan, for submission to the U.S. Department of Housing and Urban Development. This revision represents a substantial change to the 2008-09 Action Plan, requiring a 7 -day citizen comment period, and is as follows: Project Number Project Title Action Amt. of CDBG (Decrease) Increase Total Project Funding 601240-08 Citrus Avenue This is a new project which will install $181,229 $300,000 Pedestrian new energy-efficient traffic signals, ADA Crosswalk accessible ramps, pavement and striping to provide anew pedestrian crosswalk at the mid- block of Citrus Avenue between Foothill Boulevard and Alosta Avenue. This is a CDBG-R project using federal Recovery Act and local funds. CDBG-R funds are a one-time finding source required to maximize job creation and economic benefit. This project will meet CDBG-R objectives as follows: • Will create construction jobs, assisting those most impacted by the recession. • Represents an infrastructure investment that will provide long -teen benefits. • Promotes energy conservation by using energy-efficient materials. • Benefits low -to -moderate income residents. NOTICE IS HEREBY GIVEN that the City of Azusa will hold a City Council Meeting on June 1, 2009, at the hour of 7:30 P.M. or as soon thereafter as the matter may be heard in the City Council Chambers, located in the Civic Auditorium, 213 E. Foothill Blvd., Azusa, CA. The Azusa City Council will consider any oral or written comments and hear staff recommendations at this time. Anyone wishing to comment should submit written comments to the City Clerk's Office, City of Azusa during the 7 -day citizen comment period beginning May 25, 2009.
