TUESDAY, APRIL 21, 1942 The City Council of the City of Azusa met in regular adjourned session at the above time and place. Present at roll call: Councilmen: Malone, Bradshaw, Arnold, Jumper. City Attorney Tscharner and City Clerk. Absent: Mayor Owens. ' City Engineer Paul E. Kressly reported on the three bids referred to him for checking, recommending the bids be rejected and the work performed under the direction of the Street Superintendent, using City labor and City -owned equipment. Moved by Councilman Malone, seconded by Councilman Bradshaw the bids be rejected and the City Clerk instructed to return cashiers checks submitted with bids. Carried by the following vote of the Council: Ayes: Councilmen: Malone, Bradshaw, Arnold, Jumper Noes: None Absent: Mayor Owens Moved by Councilman Malone, seconded by , Councilman Bradshaw Council rescind action instructing Councilman Jumper to secure prices on pre -mix to report back. Carried by the following vote of the Council: Ayes: Councilmen: Malone, Bradshaw, Arnold, Jumper Noes: None Absent: Mayor Owens ' Moved by Councilman Malone, seconded by Councilman Bradshaw, the Street Superinten- dent be authorized,and instructed to purch- ase pre -mix in the open market. Carried by the following vote of the Council: Ayes: Councilmen: Malone, Bradshaw, Arnold, Jumper Noes: None Absent: Mayor Owens Councilman Malone offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY` OF AZUSA EXPRESSING APPRECIATION TO MAYOR VICTOR A. OWENS FOR WORK WELL DONE. Moved by Councilman Bradshaw, seconded by Councilman Jumper, this Resolution be adopted as read and numbered Resolution No.1758 Carried by the following'vote of the Council: Ayes: Councilmen: Malone, Bradshaw, Arnold, Jumper Noes: None Absent: Mayor Owens Moved by Councilman Malone, seconded by ' Councilman Bradshaw, Council proceed to canvass the Absentee Ballots. Carried by the following vote of the Council: Ayes: Councilmen: Malone, Bradshaw, Arnold, Jumper Noes: None Absent: Mayor Owens Thereupon Mayor pro tem Jumper appointed Councilman Arnold and Councilman Bradshaw to tally the votes. APRIL --21,. 1942. 7:00 P.M. RESOLUTION NO.1759 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, DECLARING THE RESULTS OF THE OFFICIAL COUNT AND CANVASS OF THE VOTERS AT THE GENERAL MUNICIPAL ELECTION HELD IN SAID CITY ON APRIL 149 1942. . ' The City Council of the City of Azusa does resolve as follows: WHEREAS a General Municipal Election was held and conducted in the City of Azusa, Los Angeles County, State of California, on Tuesday, the 14th day of April, 1942, as required by law, and WHEREAS it appears that Notice of said Election was duly and legally given and that there were two voting Precincts establish- ed for said Election consisting of Consolidation of regular City Precincts for holding State and County Elections as the s ame were and are established by the Board of Supervisors'of Los Angeles County, California; that election officials were appointed and election supplies furnished and that in all respects said election was held and conducted and the returns thereof made and declared in time, form and manner as required by the General Laws of the State of California governing elections in cities of the fifth and sixth classes; and WHEREAS the City Council of the City of Azusa met at the Council Chambers of said Council on Tuesday the 21st day of April, 1942, to canvass the returns of said election and install the newly elected officers. Whereupon the said Council found that the number of votes cast, the names of the persons voted for, the result of said election and other matter required by law, to ' be hereinafter stated. NOW, THEREFORE, IT IS HEREBY RESOLVED AND DECLARED AS FOLLOWS: That said regular Municipal Election was held and conducted in the City of Azusa, California, on Tuesday, the 14th day of April, 1942, in the time, form and manner as required by law. That there were two voting precincts established for the purpose of holding said Election consisting of a consolidation of the regular Election Precincts established for holding general State and County Elections. That the whole number of votes cast in said City of Azusa at said election was 963. That the names of the persons voted for, the offices for which they were voted, and the number of votes which were re- ceived in the entire City of Azusa are as follows: Names of Persons Voted Roy C. Jumper was elected to office of Member of the City Council of the City of Azusa, California, for the full term of four years; also that Victor A. Owens was elected to office of Member of the City Council of the City of Azusa, California, for the full term of four years; also that Archie C. Morden was elected to office of Member of the City Council of the City of Azusa, Calif- ornia, for the full term of four years; AND BE IT FURTHER RESOLVED that the City Clerk shall imme- diately make and deliver to each of said persons so elected a Certificate of Election signed by her and duly authenticated; that she shall also impose, or have imposed, the constitutional oath of office upon said persons so elected as Members of the City Council of said City, and shall have them subscribe thereto and file thes ame in her office; thereupon, each and all of said persons so elected to said respective offices shall be inducted in said respective office to which they have been elected. Hynes,s City Clerk o e City of Azusa Passed, approved and adopted this 21st day of April, 1942 Two members of the Council elect, Harry D. Jumper and Archie C. Morden, took, subscribed and filed the Constitutional Oath of Office as required by law. The Council, thus constituted, took their seats at the Council table and proceeded -to organize. Moved by Councilman Malone, seconded by Council- man Morden, Councilman Jumper be nominated Mayor. Carried by the following vote of the Council: Ayes: Councilmen: Malone, Bradshaw, Morden Noes: None Absent: Councilman Owens. Councilman Jumper not voting. Thereupon Mayor Jumper took the chair and ex- pressed to Council members and Azusa Citizens his appreciation for confidence shown in him and said he would make every effort to retain that confidence and to work toward the progress of Azusa. There being no further business, it was moved by Councilman Malone, seconded by Councilman Morden and duly carried that Council adjourn. ARCHIE C. MORDEN AND HARRY D.
