A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
APPROVING THE DESIGN REVIEW (DR 2012-01) APPLICATION FOR
THE INTERMODAL PARKING FACILITY PROJECT
WHEREAS, on June 14, 2010, the City Council held a study session to provide direction to
staff on a parking structure to be located between Alameda Avenue and Dalton Avenue, north of
Foothill Boulevard and south of the railroad tracks. At that meeting, the Council directed staff to
work with Foothill Transit on the design of the parking structure in that location; and
WHEREAS, on October 4, 2010, the City Council authorized the City Manager to enter into a
Memorandum of Understanding between the City of Azusa and Foothill Transit to provide direction
for the development of a park and ride facility between Alameda Avenue and Dalton Avenue, north of
Foothill Boulevard and south of 91h Street; and
WHEREAS, the proposed Azusa Intermodal Parking Facility Project is a parking structure
that would provide parking spaces for the METRO Gold Line Foothill Extension Alameda Station,
Foothill Transit park and ride, and Azusa Civic Center; and
WHEREAS, the City of Azusa submitted a Design Review application (DR 2012-01) for
review of the design features of the proposed project; and
WHEREAS, the Planning Commission held a public hearing on the Proposed Project and
associated entitlements, and took public testimony on April 24, 2013. That hearing was continued
until May 15, 2013; and
WHEREAS, at the close of the May 15, 2013 Planning Commission hearing, the Planning
Commission recommended, among other things, that the City Council of the City of Azusa (i)
approve the Design Review Application (DR 2012-01); (ii) approve a Use Permit Application (UP
2013-02); (iii) certify the Environmental Impact Report; and (iv) approve Alternative 2 for the
Intermodal Parking Facility Project; and
WHEREAS, on July 1, 2013, the City Council of the City of Azusa held a public hearing to
discuss the Planning Commission's recommendations and to consider the Project and related
approvals, and at such hearing the City Council heard all persons interested in or opposed to the EIR
and/or the Project; and
WHEREAS, as contained herein, the City has endeavored in good faith to set forth the basis
for its decision on the Proposed Project; and
WHEREAS, all of the findings and conclusions made by the City Council pursuant to this
Resolution are based upon the oral and written evidence presented to it as a whole and not based
solely on the information provided in this Resolution; and

WHEREAS, prior to taking action, the City Council has heard, been presented with,
reviewed and considered the Design Review application, the accompanying staff report, and all oral
and written evidence presented to it during all meetings and hearings; and
WHEREAS, all other legal prerequisites to the adoption of this Resolution have occurred.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1: In accordance with Section 88.51.032 of the Azusa Municipal Code, the City
Council approves said Design Review No. DR -2012-01 based on the following findings:
1. Provides architectural design, building massing and scale appropriate to and
compatible with the site surroundings and the community;
The surrounding area is developed with one- and two-story buildings, including an approximately
40- to 47 -foot tall Target store commercial building. The proposed parking structure would be
shorter in height to the Target building, but taller than the existing development immediately
surrounding the project site. The proposed structure, at 38 feet tall and 47,588 square feet, would be
larger in mass than the existing development. The proposed parking structure would also incorporate
design features that are consistent with the architectural treatments used throughout the downtown
district by adjacent uses, such as City Hall and auditorium, the APD, the Senior Center, Target, and
the Durrell House. The parking structure would include off-white painted plaster exterior walls with
painted plaster arches and columns, ornamental landscaping, towers and clay tile roofing. These
design features, along with the landscaping around the perimeter, would reduce the visual contrast
and integrate the structure into the surrounding environment and ensure its visual compatibility with
adjacent buildings.
2. Provides attractive and desirable site layout and design, including but not limited to,
building arrangement, exterior appearance and setbacks, drainage, fences and
walls, grading, landscaping, lighting, signs, etc;
The proposed parking structure would incorporate design features that are consistent with the
architectural treatments used throughout the downtown district by adjacent uses, such as City Hall
and auditorium, the APD, the Senior Center, Target, and the Durrell House. The parking structure
would include off-white painted plaster exterior walls with painted plaster arches and columns;
ornamental landscaping, towers and clay tile roofing. These design features, along with the
landscaping around the perimeter, would reduce the visual contrast and integrate the structure into
the surrounding environment and ensure its visual compatibility with adjacent buildings. The
abundance of existing mature trees and proposed landscaping for the parking structure would
substantially reduce the scale and massing of this structure and would enhance the compatibility of
this new visual element with the surrounding area. All lighting at the parking structure shall utilize
best available technology to reduce spillover to adjacent residential land uses and shall be directed
away from the adjacent residences to the north and northeast. In addition, landscaping, fences, or

other measures to shield adjacent residences from light and glare shall be provided where applicable.
The Project would blend with the surrounding environment and setting and would provide an
attractive structure in a vacant space.
Provides efficient and safe public access, circulation and parking;
The Project would provide 550 additional parking spaces and therefore would create a great benefit
to the City's residents and visitors who would be provided greater access to local and regional
transit, as well as the secondary benefit of having to park only once to visit the City's downtown
facilities and businesses. The Proposed Project would contribute to the functionality of the
designated transit area by providing improved access to public transit, as well as enhance the transit
and pedestrian oriented goals of the Downtown District by providing a park -once opportunity for
patrons of the Civic Center, park areas, and transit. Readily available centralized parking would
limit the potential for vehicular pedestrian conflict and increase the attraction to local businesses,
thereby creating a more pedestrian friendly downtown.
4. Provides appropriate open space and landscaping, including the use of water
efficient landscaping;
As described above, the Project design features, along with the landscaping around the perimeter,
would reduce the visual contrast and integrate the structure into the surrounding environment and
ensure its visual compatibility with adjacent buildings. The abundance of existing mature trees and
proposed landscaping for the parking structure would substantially reduce the scale and massing of
this structure and would enhance the compatibility of this new visual element with the surrounding
area. The Project would also not result in any impacts to the Veterans Freedom Park or its
landscaping. The Project would comply with the City's Landscape Standards, which require that
low -water -demand and drought -resistant plants be used. (See Municipal Code chapter 88.34.)
5. Is consistent with the General Plan, any applicable specific plan, development
agreement, and/or any previously approved planning permit;
As demonstrated in the finding 2 in Section 2, above, the Project would be consistent with the
General Plan. The Project is not located within a specific plan area and is consistent with all other
plans and policies of the City.
6. Complies with all applicable requirements of this Development Code, and any other
adopted City design standards, guidelines, and policies:
As demonstrated in the finding 1 in Section 2, above, the Project would be consistent with the
applicable requirements of the Development Code and all other City design standards, policies, and
guidelines for the project site.
SECTION 2: The City hereby approves the Design Review (DR 2012-01) Application for
the Project.

SECTION 3: The documents and materials that constitute the records of proceedings on
which this Resolution has been based are located at the Community Development Department, City
of Azusa City Hall, 213 East Foothill Boulevard, Azusa, California. The custodian for these records
is the Director of Com[nunity Development. This information is provided in compliance with Public
Resources Code Section 21081.6.

CONDITIONS OF APPROVAL
USE PERMIT No. UP -2013-01 AND DESIGN REVIEW No.
INTERMODAL PARKING FACILITY. A REQUEST TO CERTIFY AN
ENVIRONMENTAL IMPACT REPORT (EIR) AND APPROVE USE PERMIT AND
DESIGN REVIEW APPLICATIONS TO PERMIT THE CONSTRUCTION AND USE
OF A 38 -FOOT HIGH, THREE-STORY PARKING STRUCTURE (INTERMODAL
PARKING FACILITY) WITH ROOFTOP PARKING, CONTAINING 550 PARKING
SPACES, FOR USE BY THE PUBLIC AND GOVERNMENT AGENCIES
('PROJECT'). THE PROJECT IS GENERALLY LOCATED ON PROPERTIES
NORTH OF 213 E. FOOTHILL BOULEVARD, EAST OF AZUSA AVENUE, WEST
OF ALAMEDA AVENUE AND APPROXIMATELY 100 FEET SOUTH OF 9T"
STREET.
The Parties, Foothill Transit, METRO, and City of Azusa, shall negotiate an
agreement to share equally, on a per parking space basis, in the expenses for
normal maintenance of the parking structure. Such consent shall be in writing in a
formal maintenance or shared use agreement and presented to the City Council for
approval prior to issuance of the certificate of occupancy.
2. Foothill Transit buses shall not make right hand turns on 91" street from Alameda
Avenue.
Prior to issuance of final building plans, a construction site plan will be presented to
the City Council which includes signage listing a 24-hour contact number for
complaints.
The parking structure plans shall be brought to the Planning Commission for Design
Review on the final architectural design and layout of the structure.
