A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
CALIFORNIA AMENDING CITY'S CLASSIFICATION PLAN
WHEREAS, the City's Classification Plan may be amended upon review and on
recommendation of the Personnel Board and approved by the City Council; and
WHEREAS, in order to provide greater efficiency in the operation of the City and
enhance service levels, certain class specifications have been prepared; and
WHEREAS, there is a need to establish three (3) new classifications of Management
Analyst — Management, Utilities Communications & Environmental Program Specialist, and
Neighborhood Services Coordinator to the Classification Plan and approve the new class
specifications; and
WHEREAS, based on the duties and responsibilities, the three (3) new classifications of
Management Analyst — Administration, Utilities Communications & Environmental Program
Specialist, and Neighborhood Services Coordinator shall be represented by the Azusa Middle
Management Association (AMMA); and
WHEREAS, it has been recommended that the following four (4) existing positons be
reclassified: Public Information Officer to Neighborhood Services Coordinator, Administrative
Secretary to Senior Administrative Technician, Transportation Dispatcher to Transportation
Supervisor, and Urban Forester to Park Maintenance Supervisor; and
WHEREAS, it has been recommended that the following two (2) class specifications be
revised: Water System Engineer and Electrical Engineer; and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Azusa
does hereby finds, determines and declares as follows:
SECTION 1. That the City Council hereby establish the three (3) new classifications of
Management Analyst — Administration attached hereto as "Exhibit A", Utilities Communications &
Environmental Program Specialist attached hereto as "Exhibit B", and Neighborhood Services
Coordinator attached here to as "Exhibit C" and approve the new established class specifications.
SECTION 2. That the City Council hereby approve that the three (3) new classifications of
Management Analyst — Administration, Utilities Communications & Environmental Program
Specialist, and Neighborhood Services Coordinator shall be represented by the Azusa Middle
Management Association (AMMA).
SECTION 3. That the City Council hereby approve the reclassification of the four (4)
existing positons of Public Information Officer to Neighborhood Services Coordinator,
Administrative Secretary to Senior Administrative Technician, Transportation Dispatcher to
Transportation Supervisor.
SECTION 4. That the City Council hereby approve the revisions of the two (2) class
specifications of Water System Engineer attached hereto as "Exhibit D" and Electrical Engineer
attached hereto as "Exhibit E."

CITY OF AZUSA
MANAGEMENT ANALYST — ADMINISTRATION
Under direction of the City Manager, performs a wide variety of professional analytical and
administrative duties in support of assigned functions, operations, programs, department, and/or
division including such areas as the City's solid waste, and recycling programs; performs duties in
support of various administrative operations and activities including special projects, research
studies, budget analysis, and other specialized functions; coordinates and performs a variety of
contract and grant administration duties; prepares various reports to improve the efficiency and
effectiveness of operations; coordinates assigned activities with other departments, divisions,
outside agencies, and the general public; and provides information and assistance to the public
regarding assigned programs and services.
This is a single position classification which requires less experience and with duties that may
differ in complexity from the Senior Management Analyst. This position is considered to be a
public administrative generalist and may be assigned specific activities within the broad range
of City operations. Such assignments may include the on-going administration of certain
programs and projects which are of special concern to the City Manager or not confined to any
specific City department.
I. Perform a wide variety of professional level research, administrative, and analytical duties in
support of assigned functions, operations, programs, department, and/or division; perform duties in
support of various administrative operations and activities within assigned area of
responsibility including special projects, research studies, budget analysis, and other specialized
functions.
2. Administer and coordinate assigned functions or projects; participate in the development and
implementation of goals, objectives, and priorities for assigned functions or programs;
recommend and implement resulting policies and procedures; create and modify policy and
procedural manuals and guidelines.
3. Prepare and present comprehensive technical, administrative, and financial analytical and
statistical reports that present and interpret data, identify alternatives, and present and justify
conclusions, forecasts, and recommendations based on data summaries and other findings.
4. Participate in the budget development and administration for assigned area of responsibility;
analyze proposed capital, operating, and maintenance expenditures; prepare reports and analyses
related to impact of budgetary decisions; prepare financial forecasts; track and monitor budget
expenditures.
5. Provide assistance in resolving operational and administration issues; identify issues and

conduct research to find alternative solutions; make and assist in the implementation of
recommendations.
6. Coordinate, implement, and monitor special projects within assigned area of responsibility;
perform complex research and analysis of new programs, services, policies, and procedures;
prepare and present reports.
7. Plan, coordinate, and evaluate activities associated with assigned contracts; participate in research
and evaluation of proposed contractual obligations and agreements; assist in contract
negotiations and administration; monitor compliance with applicable contractual agreements.
8. Coordinates grant administration activities; prepare, write, review, and monitor grant
applications; monitor existing programs for compliance with regulations.
9. Analyzes federal, state, and local legislative proposals for impact on assigned operations.
10. Assists in preparing and negotiating contracts for assigned department; prepares bids and requests
for proposals; awards contracts; performs contract administration duties including monitoring
compliance with applicable contractual agreements; recommends modifications as appropriate.
11. Provide staff assistance to higher-level management staff; participate on and provide staff support to
a variety of committees, boards, and commissions; prepare and present staff reports and other
correspondence as appropriate and necessary.
12. Coordinate and collaborate with departments, divisions and outside agencies; serve as a liaison
with public and private organizations, community groups and other social organizations;
provide information and serves as a resource.
13. Attend and participates in professional group meetings; stay abreast of new developments
within assigned area of responsibility; maintain awareness of federal, state and local regulations.
14. Respond to inquiries in a courteous manner; provide information within the area of
assignment; resolve complaints in an efficient and timely manner.
15. Perform related duties as required.
Solid Waste and Recycling Program
16. Manage the City's solid waste collection program including serving as the City liaison with the
contract solid waste hauler, responding to inquiries and complaints from residential and commercial
customers, collaborating with other City departments to ensure compliance with current solid waste
regulations, preparing annual reports as required by the State of California and/or County of Los
Angeles, and representing the City at regional and local solid waste related meetings.
17. Oversee tracking and reporting on various State -mandated programs impacting department functions
such as hazardous materials, Used Oil Recycling Grant Program, Beverage Container Recycling
Grant Program and other related programs as directed.

QUALIFICATION GUIDELINES
Education and/or Experience
Any combination of education and/or experience that has provided the knowledge, skills, and abilities
necessary for satisfactoryjob performance. Example combinations include:
Education: The equivalent to a Bachelor's Degree from an accredited college or university
with major course work in in public administration, business administration, economics,
environmental science/studies, or a closely related field. Post graduate work is preferred.
Experience: Experience in administering programs in a governmental jurisdiction is highly
desirable. Two years of increasingly responsible administrative, analytical and/or
budgetary experience preferably in municipal government. Post graduate work may be
substituted on a year for year basis for experience not to exceed two years.

UTILITIES COMMUNICATIONS & ENVIRONMENTAL PROGRAMS SPECIALIST
Under general direction, performs a wide variety of professional, technical, administrative, project
management and marketing/communication duties related to assisting in utility program development and
implementation activities; promotes and markets utility environmental programs; makes
recommendations and develops new products and marketing materials; coordinates community events
and workshops; updates and develops intemet marketing materials; creates promotional and marketing
campaign materials targeted at utility program outreach; performs related duties as assigned. Primary
areas of communications and program responsibility would include drought, water conservation, energy
efficiency, utility rates, AB 939, recycling and solid waste, emergency preparedness, utility website,
media advertising and social media.
ASS CHARACTERISTICS
This single position class reports directly to the Utility Programs Specialist and is responsible for assisting
in the marketing and promotion of various utility programs through multiple forms of media to ensure
successful marketing and promotional campaigns. The incumbent may provide direct and/or indirect
supervision of subordinate employees.
ESSENTIAL FUNCTIONS
Duties may include, but are not limited to the following:
Establish schedules, strategies and communications methods for providing effective communications and
marketing programs that promote department goals.
Assist in the administration and development of water/energy efficiency and environmental programs to
include all drought response activities.
Monitor results of communications and marketing efforts and make appropriate recommendations
regarding dissemination of information.
Develop and implement the City's various AB939 recycling and solid waste programs and activities, as
assigned.
Develop marketing materials including brochures, flyers, ads, door hangers, articles, internet and other
collateral materials to help ensure public and target audiences understand, participate in, and accept
department programs and policies; direct the design, layout and editorial content of all materials to ensure
accuracy, consistency and appropriate representation of the department; oversee printing and production.
Develop cost-effective advertising schedules and media buys consistent with department objectives;
coordinate direct mail; oversee distribution of marketing materials at internal and external facilities.
Monitor, recommend and implement changes to the department website to ensure it accurately represents
and communicates information for department programs and identity; based on project goals, assist in
development of communication strategies, incorporating integrated marketing communication principles
and tactics; consult and advise staff on integrated marketing communication strategies and principles as
related to projects.
Implement and manage the Department's social media program.
Develop and produce publications; determine content of and prepare articles and graphics for employee
and customer newsletters, customer bill inserts and other publications; design new and existing
publications.
Coordinate and direct photography for utility publications; determine subject matter; coordinate and direct
video production sessions.
Develop and produce presentations; determine goals and formats of presentations; research and develop

OD SERVICES COORDINATOR
Under general direction, serves as a resource and liaison for neighborhoods by facilitating the
development and achievement of neighborhood collaborative problem solving including but not limited to
building civic partnerships between City staff, residents, community organizations; engages a variety of
City departments and other public agencies in the community empowerment problem solving process;
supports and teams with other City staff working on neighborhood issues; directs and manages a wide
variety of complex administrative. and technical work related to various neighborhood -based programs
and services; coordinate activities between City departments related to neighborhood services and
housing programs; and, organizes, plans, publicizes, coordinates and conducts community outreach
programs. Serves as the City's Public Information Officer.
Duties may include, but are not limited to the following: Represents the City and coordinates ongoing
relationships between the City and members of the community. Participates in the development of
strategies to assist the City and other agencies to work with neighborhoods in planning and implementing
projects which will impact the neighborhoods; serves as an advocate for change in order to improve
neighborhood quality of life. Facilitates community group efforts to identify issues and neighborhood
strengths and weaknesses; participate in developing options for resolution of neighborhood problems.
Implements programs to address neighborhood and community issues. Coordinates the Community
Development Block Grant Program (CDBG). Serves as a resource for neighborhood groups, seeks
resident involvement, as partners, in making decisions that affect their neighborhood. Coordinates and/or
provides training to develop residents' skills in leadership, team building, collaborative decision making,
conflict resolution, issue and interest identification, options development, and 'group problem solving.
Develops and maintains ongoing partnerships with city departments and with community and
neighborhood groups; facilitate involvement of City and other agency staff in neighborhood improvement
and community building efforts. Assists in building City employees' capacity for engaging with residents,
community groups and other agencies in collaborative, creative ways to foster partnerships, and initiative
on the part of community groups and residents. Develop effective information and resource sharing
between the public, private and non-profit sectors and key constituencies. Identifies City and other
resources which can be used in neighborhood problem solving; identify key stakeholders and direct
service providers; coordinate neighborhood projects and services across departmental lines and funding
sources and between different agencies to ensure success in meeting project goals and timelines. Plans,
prepares and schedules community and resident meetings. Writes and edits news releases, feature articles,
speeches, broadcast presentations, brochures, annual reports, newsletters and similar materials for
newspapers, magazines, broadcast media and internal and external distribution. Researches, reviews and
analyzes problems and issues, identifies options and their potential consequences and make
recommendations. Prepares analytical and technical reports. Participates in neighborhood work projects
and provides a City staff presence at community events. Prepares and makes presentations to community
groups, commissions, advisory bodies, and the City Council. Supervises and recruits volunteers. Keeps

WATER SYSTEM ENGINEER
DEFINITION
Under the direct supervision of the Assistant Director — Water Operations, performs civil engineering
functions in support of the Water Division production and distribution systems.
ESSENTL&L FUNCTIONS
Responsible for water resource planning and water resource project implementation and management;
Manages multiple design and construction projects and does construction inspection;
As assigned, reviews/approves plans submitted by developers, customers, and consultants;
Oversees the Water System hydraulic model and manages database/software;
Develops Requests for Proposals; identifies project scope; recommends and manages engineering
consultants;
Develops, reviews and modifies plans and specifications for Water Division projects;
Assists in preparation of Operations & Maintenance and Capital Improvement Project budgets, including
schedule progress and expenditures;
Represents the Water Division at various assigned meetings, committees and conferences;
Performs engineering design using theories and principles of civil engineering;
Prepares technical and analytical reports as necessary, including staff reports to the Utility Board;
Complies with the City's Purchasing Policy and Rules for assigned projects/programs;
Develops proposals for grant applications and administers awarded grants;
Interacts and coordinates work with co-workers, developers, outside agencies, and other City
departments;
May supervise the work of other employees as may be assigned from time to time.
Performs other engineering duties as directed.

Bachelor's degree in Civil Engineering from an accredited college or university, California Registration
as a Civil Engineer; Minimum of 5 years experience in water system engineering, consulting, and/or
facility construction; Experience in implementation of various water system technology projects is
preferred.
Knowledge. Skills and Abilities
Working knowledge of and experience in: water system and water facility design and construction; water
resources and economics of water supply; advance metering infrastructure for water systems; water
treatment and distribution and project management of water system capital and technological
improvements. General knowledge of civil engineering design and disciplines including pipeline design
construction; asphalt paving and concrete work; grading; drainage; hydraulics and pumping; ability to
communicate in an understandable, businesslike manner verbally and in writing; ability to inspect
construction of water system facilities and monitor consultant construction inspectors.
Ability Level
Ability to perform complex civil engineering computations and other civil engineering related tasks;
read, interpret, understand, and produce blueprints and construction drawings; produce understandable,
logical and grammatically correct general correspondence and complex written reports; read and interpret
budget sheets; respond to public inquiries and complaints in a tactful and courteous manner; interact with
Consultants and Contractors with an understanding of practical engineering and construction terms and
jargon; perform field inspection of pipelines and water facilities construction, rehabilitation, and

Special Regairements:
Current Registration as a Civil Engineer in the State of California or Registration as an Engineer—In-
Training the State of California with commitment to obtain Registration as a Civil Engineer in the State of
California within twelve months after date of hire.

CITY OF AZUSA
ELECTRICAL ENGINEER
Under administrative direction, performs responsible electric utility power engineering in the areas of
planning, engineering design, project management, economic evaluation, and maintenance of
electrical facilities including substations; assists the Electric Division in technical matters; performs
related duties as required.
ASS CHARACTERISTICS
The Electrical Engineer reports directly to the Assistant Director of Electric Operations — Electric
Division and may be assigned to a Senior Electrical Engineer to provide project management and/or
perform technical supervision over other electric pr of ects or utility personnel.
ESSENTIAL FUNCTION
These functions may not be present in all positions in this class. When a position is to be filled, the
essential functions will be noted in the announcement of position availability.
Performs a variety of professional electrical engineering work, including the preparation of plans and
project specifications; project management; project inspections; planning, construction, testing, and
maintenance of electric facilities; and advanced metering, communication networks and distribution system
automation.
Reviews plans; evaluates compliance with laws, safety codes & regulations, ordinances, and
acceptable engineering standards; and recommends corrections or improvements.
Prepares and requests for proposals relating to projects requiring contract engineering work and
evaluates RFP responses; prepares of project cost estimates for competitive bidding purposes;
reviews plans of consulting/engineering firms performing work for the City and evaluates their
performance; performs contract modifications and administration; and oversees contractors.
Develops designs for the overhead and underground distributions systems for utility services using
computer aided drafting tools for planning and design collaboration with others.
Provides technical assistance to other departments and City personnel; assists in the design and
construction of municipal works facilities, including electrical utility installations.
Prepares reports for management and for the Utility Board as assigned.
Compiles and analyzes statistical data and prepares technical reports relating to protection
coordination, system planning and load forecasting; conducts feasibility studies for application of

new equipment and recommends modifications to construction standards; assists in the
preparation of cost projections for the department budget including the preparation of long
range capital improvement programs. Coordinates engineering activities with other department
staff, City personnel, and agencies.

Education and/or Experience
Any combination of education and/or experience that has provided the knowledge, skills, and abilities
necessary for satisfactory job performance. Example combinations include graduation from an
accredited college/university with a bachelor's degree in Electrical Engineering and a
in i n i in u in o f three to five years of professional engineer experience in utility power systems
engineering.
Knowledge and Skill Levels
Extensive knowledge of engineering principles, methods, and practices as applied to utility
power systems, including planning and development, design and construction. Thorough
knowledge of techniques for reviewing designs, plans, specifications, estimates, reports, and
recommendations related to utility power system projects; related laws, ordinances, rules and
regulations. Ability to communicate clearly and concisely, both orally and in writing; research and
prepare complex related to engineering, forecasting and planning for electric utilities; establish
and maintain effective relationships with the community at large, the City Council, and other public
officials; plan, direct, and coordinate professional and sub -professional engineering work related
to power utility systems; perform complex professional engineering work; represent the City in a
variety of meetings; understand, explain and apply policies and procedures; analyze unusual
situations and resolve them through application of professional electrical engineering and
management principles and practices; develop comprehensive plans to meet future City
needs/services; develop new policies impacting department operations/procedures; use a computer
and a variety of software programs.
Special Requirements
Possession of a valid Class C California driver's license and a satisfactory driving record. V al i d
Registration as a Professional Engineer in Electrical Engineering in the State of California State
Board of Registration for Professional Engineers. Knowledge of engineering principles, methods
and practices as applied to the design, construction, operation, testing and maintenance of utility
advanced metering infrastructure, distribution automation, security & protection, distributed
generation and electric vehicle charging infrastructure, supervisory control and outage management
systems including network communication and control systems. Knowledge of current State of
California regulations, safety codes and practices regulations pertaining to working in energized
electrical facilities.
