HomeMy WebLinkAboutMinutes - March 5, 1945 - CCCITY HALL, AZUSA, CALIFORNIA, MONDAY, MARCH 5, 1945 The City Council of the City of Azusa met in regular session at the above time and place. Present at roll call: Councilmen: Owens, Jumper, Memmesheimer, Morden, Lamm,'City Attorney, Miller and Deputy City Clerk. Absent: None. Each member present acknowledged receipt of a written copy of the minutes of February 19, 1945 and February 21, 1945. The Mayor asked if there were any objections or corrections to said minutes. There being none, the minutes of February 19, 1945 and February 21, 1945 were approved as written. ' Thereupon the Mayor called to the attention of the Council what had been previously reported to the Council by the City Clerk, and that is that Mae A. Hynes, City Clerk, had on February 13,'1945 appointed N.B. Cox as Deputy City Clerk to serve at the pleasure of the City Clerk; that the City Clerk had on that day administered to said deputy the oath of office which oath was filed in the office of the City -Clerk on February 14, 1945 and that ever since said February 13, 1945 the said N.B. Cox has been the duly and regularly appointed, qualified and acting Deputy City Clerk of the City of Azusa. However, as the Mayor pointed out, no action had as yet been taken by the City fixing the compensation of such deputy. Moved by the Councilman Owens, seconded by Councilman Morden, that, until further order of the City Council, the compensation of N.B. Cox as Deputy Clerk of the City of Azusa be fixed at the rate of .90 cents per hour to be paid by the City effective February 13,1945. Carried by the following vote of the Council: Ayes: Councilmen: Owens, Jumper, Memmesheimer, Morden, Lamm. Noes: None. Absent: None. The written request of'John D. Fitzgerald to operate a taxi cab service in Azusa was read. By common con- sent of Council it was referred to Chief of Police and City Attorney. Councilman Memmesheimer offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ,ANGELES COUNTY, CALIFORNIA PROVIDING FOR THE SALE OF LOT 8, BLOCK 23, AZUSA, TO MARCELLINO QUINTANA AND MARY M. QUINTANA, HUSBAND AND WIFE AS JOINT TENANTS, ETC. Moved by Councilman Morden, seconded by Councilman Memmesheimer the Resolution be adopted as read and numbered Resolution No. 1877. Carried by the following vote of the Council: Ayes: Councilmen: Owens, Jumper, Memmesheimer, Morden, Lamm. Noes: None. Absent: None. The Deputy City Clerk stated that written bids for Purchase of City owned real property had been received. On order of the Council the Deputy City Clerk opened the bids and same were read by City Attorney Tscharner and publicly declared. Mr. Tscharner, on behalf of the Council, then asked for oral Bids upon each of said parcels of property and each and all of said bids, either written or oral were duly considered by the Council and the following described offers for City owned real property were duly and regularly accepted pur- suant to Resolution Numbers as herein after shown. The following bids being made upon a cash basis and each of the herein after numbered Resolutions being entitled as follows: ' A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CALIFORNIA, ACCEPTING BID, QUITCLAIM DEED ONLY, CITY OWNED REAL PROPERTY. The following bids being made on-time payment plan and each of the hereinafter numbered Resolution are entitled: "RESOLUTION OF THE CITY COUNCIL, CITY OF AZUSA, CALIF- ORNIA, ACCEPTING TIME PAYMENT BID QUITCLAIM DEED ONLY, TOLCITY OWNED REAL PROPERTY:" RESOLUTION NUMBER DESCRIPTION OF PROPERTY AMOUNT OF BID NAME OF BIDDE: 1880 Lots 9-10-11, Block 35 $1050.00 The following described Bids were rejected by Council: DESCRIPTION AMOUNT OF BID Lot 68 -Sub. #2 A. Co. 2000.00 By common consent of the Council the Deputy City Clerk was instructed to return to said unsuccessful bidders the deposit made with each of said bids. Moved by Councilman Morden and seconded by Council- man Owens, that all copies of every purchase order should be signed by the Chairman of the Council Committee having charge of the Department for which the purchase is made, and in addition, should be signed by the Chairman of the Purchasing Committee of Council and by one other member of Council: and further, that as to all purchases for an Depart- ment of the City which are in excess of 450.00, all copies of the purchase orders -should be signed as above stated before the purchase is made, but as to purchases which are in the amount of $50.00 or less, such lesser purchases of $50:00 or less may in cases of urgency be made in advance of the signing of the purchase orders by three members of Council,as here- in above stated, provided the proper signing of the City's copies of such lesser purchase orders as here- in set forth shall be accomplished promptly after such lesser purchases are made. Moved by Councilman Morden, seconded by Councilman Jumper that the Mayor and Deputy City Clerk were instructed to sign and deliver to Chief of Police five duplicate copies of a written agreement setting forth the terms for the placing of a fire truck in hands of City of Azusa for use in case of fires, said fire truck ordinarily stationed at or near Singleton, Ceci: M. & Zodilla W. Moved by Councilman Jumper, seconded by Councilman Morden that the Street Department be authorized to spend an amount not exceeding $500.00 for fertilizer, for the Cityss upper and lower groves. Carried by the following vote of the Council: ' Ayes: Councilmen: Owens, Jumper, Memmesheimer, Morden, Lamm. Noes: None. Absent: None: Moved by Councilman Memmesheimer, seconded by Council- man'Jumper the following requisitions be allowed: 2065- 2066-2067-2068-2069-3 L.W.100-L.W.101-L.W.102-L.W.103- L.W.104-L.W.105-L.W.106. Carried by the following vote of the Council: Ayes: Councilmen: Owens, Jumper, Memmesheimer, Morden, Lamm. Noes: None. Absent: None. Moved by Councilman Memmesheimer, seconded by Council- man Jumper the following Bills be allowed and warrants ordered drawn upon the Treasury for the same.
