The City Council of the City of Azusa met in regular session at the above time and place. Present at roll call: Councilmen: Owens, Jumper, ROLL CALL Memmesheimer, Morden, Lamm, City Attorney Tscharner and City Clerk. Absent: None. 267 Each member present acknowledged receipt of a written copy of the minutes of October 1, 1945. The Mayor asked if there were any objections or corrections MINUTES APPROVED to said minutes. There being none, the minutes of October 1, 1945 were approved as written. ' Moved by Councilman Memmesheimer, seconded by Council- man Jumper the City Clerk be authorized and instruct- CITY CLERK INSTRUC ed to advertise for Bids on 500 Chinese Elm Trees, ED TO ADVERTISE Bids to be opened November 5, 1945. FOR BIDS Carried by the following vote of the Council: Ayes: Councilmen: Owens, Jumper, Memmesheimer, Morden, Lamm. Noes: None. Absent: None. Moved by Councilman Memmesheimer, seconded by Council- man Owens the City Clerk be authorized and instructed to advertise for Bids on 2 - 3/4 to 1 ton Pick-up Trucks 1 - Tractor 1 - Street Sweeper Bids to be opened November 5, 1945. Carried by the following vote of the Council: Ayes: Councilmen: Owens, Jumper, Memmesheimer, Morden, Lamm. Noes: None. Absent: None. Mr. Rolla E. Clapp, an officer of the Assets Reconstruc- tion Corporation, addressed Council and made the state- ment that his Corporation was the owner of most of the lots in Tract 8507; that he knew of and had read the ROLIA E. CLAPP City's Notice Terminating the Right of Redemption on ADDRESSED lots in Tract 8507 and demanded that such Notice he COUNCIL rescinded. No action taken in this matter. The Los Angeles County Public Auction Sale #40A dated The Mayor announced that this is the time fixed for hearing any persons interested in, or objecting to, the proposed vacation of the Streets and Alleys in PROPOSED VACATION Tract 10,713 as provided in Ordinance #380 of the City OF STREETS IN of Azusa and in the Notices of Intention. C. A. TRACT NO. 10713 ' Griffith, was duly sworn and testified in favor of such vacation and abandonment and testified that such Streets and Alleys are unnecessary for present or prospective public street purposes. No one appeared in opposition to the abandonment and vacation. Councilman 14orden offered the Order to Abandon and Vacate such Streets and on motion made by Councilman Morden, seconded by Councilman Jumper the Order of Abandonment was unanimously adopted. Carried by the following vote of the Council: Ayes: Councilmen: Owens, Jumper, Memmesheimer, Morden, Lamm. Noes: None. Absent: None. Councilman Owens offered a Resolution entitled: A RESOLUTICN OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA ORDERING A CERTAIN ORDER DECLARING ITS INTENTION TO VACATE AND ABANDON FOR PUBLIC STREET PURPOSES CERTAIN STREETS AND ALLEYS. RESOLUTION NO. 1917 ADOPTED Moved by Councilman Jumper, seconded by Councilman Memmesheimer this Resolution be adopted as read and numbered Resolution Number 1917. Carried by the following vote of the Council: Ayes: Councilmen: Owens, Jumper, Memmesheimer, Morden, ' Lamm. Noes: None. Absent: None. Paul Bratton addressed Council relative to a nuisance REPORT ON RUBBISH created by the dunping of rubbish on West Third Street. ON THIRD STREET This matter was referred to Councilman Owens. Mr. Rolla E. Clapp, an officer of the Assets Reconstruc- tion Corporation, addressed Council and made the state- ment that his Corporation was the owner of most of the lots in Tract 8507; that he knew of and had read the ROLIA E. The Los Angeles County Public Auction Sale #40A dated 70HBX m CITY HALL, AZUSA, CALIFORNIA, MONDAY, OCTOBER 15, 1945 October 3, 1945 listing lots #34 and #35 in Block 7 of Tract 8507 was presented. Moved by Councilman Jumper, seconded by Councilman Owens this Notice be received and placed on file. Carried by the following vote of the Council: Ayes: Councilmen: Owens, Jumper, Memmesheimer, Morden, Lamm. Noes: None. Absent: None. A letter from the State Compensation Insurance Fund, Safety Engineer I,4r. V. R. Donahue requesting standard railing guards be erected at entrance to Police Depart- ment, was read. This matter was referred to Councilman Owens. A request for aid for the Azusa Youth Program was read and ordered placed on file. Mr. E. Rorabeck requested elm trees be planted on the South side of Crescent Drive. It was unanimously agreed the City Clerk advise Mr. Rorabeck the elm trees will be planted as he requested. A Notification of Alcoholic Beverage License Application to State Board of Equalization for transfer of on sale beer license from Carl J. Stokke and John R. Parr to Carl J. Stokke, was read. No action taken. Mr. Steifvater requested a refund on his business license. The City Attorney advised Council that Ordinance Number 365 regulating business licenses does not provide for a refund of the annual license. A communication, relative to the plan preparation of proposed postwar projects, from the Federal Works Agency, was read. City Engineer Kressly stated that in view of the fact ' the money, so advanced, would have to be paid back at a later date, in his opinion it would not be wise to enter into such an agreement. No action taken in this matter. The City Clerk announced that the State Department of Finance had approved Application #73 governing plans for improvement of Water System. The matter of County -wide Mutual Aid Plan for disaster relief was presented and discussed. This matter was referred to Councilman Memmesheimer for further study. The Firm of Coates and Herfurth, Consulting Actuaries, submitted their calculations on the approximate contribution which would be required of the City in the participation of the State Employees' Retirement System. The City Clerk was instructed to request Mr. Chapman to send out someone who could advise Council more fully on the details of the Plan. Mayor Lamm reported on the progress made toward plans ' for Veterans' Memorial Park. Also on the protest he had received against noise originating at the Aeroject Plant. Councilman Jumper reported that I'+Ir. Maag and Mr. Howland had inspected the old fire hall and would report later on the advisability of the Boy Scouts and other groups occupying it. The matter of rewriting the present ordinance regulat- ing the licensing of dogs was discussed and referred to the City Attorney. Moved by Councilman Memmesheimer, seconded by Council- man Jumper the City Judge be authorized to purchase 3 sets of Codes for use in the Police Court and Police 7:30 P.M. 269 NOTICE FROM L.A.
