Present at roll call: Councilmen: Owens, Jumper, Memmesheimer, Lamm, City Attorney Miller and City Clerk Absent: Councilmen Morden. Each member present acknowledged receipt of a written copy of the minutes of February 4, 1946 and the adjourned meeting; of February 11, 1946. The Mayor asked if there were any objections or corrections to said minutes. There being none, the minutes of February 4th and 11, 1946 were approved as written. 1 Mr. John Lund, Kasparek, Kellogg and Cambos appeared before Council and withdrew their consent to the arrangement proposed by the Planning Commission, relative to the Map of Tract No. 13,810 submitted by the Omart Investment Company, stating they had m1scon- ceived their rights and the owners' duties. Moved by Councilman Menmesheimer, seconded by Council- man Jumper the Map of Tract Ido. 13,810 be approved by the City Council upon the condition however, that the Owner of Lands in said Subdivision consent to the immediate Re -zoning of said lands from an R-3 Zone to an R-1 Zone. Carried by the following vote of the Council: Ayes: Councilmen: Owens, Jumper, 1','Iemmesheimer, Lamm. Noes: Alone. Absent: Councilman Morden. Mr. Dandy appeared befcre Council recuestintT permis- sion to convert a two car garage into living quarters. The Mayor advised Mr. Dandy to take this matter up with the Planning Commission. A letter, signed by Wesley Hertenstein, Superintendent of Buildings and Grounds for the California Institute ' of Technology expressing appreciation for the use of the old fire hall as temporary storage space, was read and ordered placed on file. A letter from the Southern Counties Gas Company of California, relative to the contract for the installa- tion of a 2" main South on Angeleno Avenue, was read and ordered placed on file. Decision No. 38674 before the Railroad Commission of the State of California, Application No. 27218 relative to contract with Southern California Edison Company, Ltd., was read and ordered placed on file. The Committee reported on the Bids for water pipe and fittings. Moved by Councilman Memmesheimer, seconded by Council- ^ian Qwens that in the matter of bids received Feb- ruary 11, 1946 for furnishing steel pipe, gate valves, etc. for reconstruction of a portion of the distribu- tion system of the Cuter Department contracts be awarded to the Southern Pipe and Casing Company for Items 1 to 9, both inclusive, 11 to 26, both inclusive, and Items 39 to 44, both inclusive, at the unit prices specified in its proposal, at a total cost of $23,023.45; to the Crane Company for Items 27 to 38, both inclusive, and Items 45 to 56, both inclusive, at the unit prices specified in its proposal, at a total cost of J,2,440.83; and to the Grinnell Company of the Pacific, for Item 10 at the unit price specified in its proposal, at a total cost of $354.56. A communication from the State Compensation Insurance REPORT ON MARLOWE Fund relative to the liability of the City in the MADISON case of Marlowe Madison, was read and ordered placed on file. A recommendation filed by the Planning Commission relative to the request of E. L. Osborn to construct E.L. OSBORN GRANT - an Automobile Court on his property described as Lot ED PFRMTS SION TO 7, Block 84, was read. ERECT A COURT Moved by Councilman Jumper, seconded by Councilman Memmesheimer Council accept the recommendation of the Planning Commission granting Mr. Osborn permission to erect an Auto Court. Carried by the following vote of the Council: Ayes: Councilmen: Owens,. Jumper, Memmesheimer, Lamm. Noes: None. Absent: Councilman Morden. A communication of the Planning Commission recommend - Ing Council grant Mr. Hartzell permission to construct a garage with living quarters over the garage on his MR. HARTZELL property located on the West 70 feet of Lot 23, Block GRANTED PERM?SSION C, Azusa Heights Tract, was read. TO BUILD GARAGE Moved by Councilman Memmesheimer, seconded by Council- man Jumper Council accept the recommendation of the Planning Commission. Carried by the following vote of the Council: Ayes: Councilmen: Owens, Jumper, Memmesheimer, Lamm. Noes: None. Absent: Councilman itiorden. A communication from the Planning Commission recommend- ing; Council grant Mrs. Follows a variance from an R-1 Zone to a 1.4-1 Zone to accomodate the manufacture of kitchen cabinets on property owned by her and located on North side of Pacific Electric Right-of-way, was offered. Moved by Councilman Jumper, seconded by Councilman Memmesheimer, Council accept the recommendation of the Planning Commission. Carried by the following vote of the Council: Ayes: Councilmen: Owens, Jumper, Memmesheimer, Lamm. Noes: None. Absent: Councilman Morden. A communication from the Planning; Commission recommend- ing Council grant George Meier's request for a variance on Lots 107-108-109- and 110 in Tract 13,824 from an R-1 to C-2 Zone, was read. Moved by Councilman Memmesheimer, seconded by Council- man Jumper the recommendation be accepted. Carried by the following vote of the Council: Ayes: Councilmen: Owens, Jumper, Memmesheimer, Lamm. Noes: None. Absent: C ouncilman Morden. A communication from the Planning Commission recommend- ing that Mr. George M. Koch's request to reduce Lots 4-5-6-7 Tract No. 6604 from 75' to 60' be denied, was read. Moved by Councilman Memmesheimer, seconded by Council- man Jumper Council accept the recommendation of the Planning Commission. MRS FOLLOWS GRANTED PERMISSION TO RE -ZONE GEORGE MEIER GRANTED PERMISSION TO RE -ZONE MR. KOCH'S REQUEST DENIED CITY HALL, AZUSA, CALIFORNIA, MONDAY, FEBRUARY 18, 1946 7:30 P.M. 341. A communication from the Planning Commission recommend- ing that Lot 44 of Subdivision #2 Azusa Land and Water Company be rezoned M-2 to comply with the request of the Azusa Foothill -Citrus Company, was read. AZUSA FOOTHILL - Moved by Councilman Memmesheimer, seconded by Council- CITRUS REQUEST man Jumper the recommendation of the Planning Commission GRAT-TED be accepted. Carried by the following vote of the Council: Ayes: Councilmen: Owens, Jumper, Memmesheimer, Lamm. Noes: None. Absent: Councilman Morden. A communication from the Planning Commission recommend- ing the request of Lois A. McBride of #433 Virginia Avenue to raise ornamental plants and shrubs and to re- tail such stock together with cut flowers, from her residence, be granted, was read. MRS MCBRIDEIS Moved by Councilman Memmesheimer, seconded by Council- RE^NEST man Owens Council accept the recommendation of the GRANTED Planning Commission upon the condition the variance be granted only to Lois A. McBride and it be understood the same is not transferable. Carried by the following vote of the Council: Ayes: Councilmen: Owens, Jumper, Dlemmesheimer, Lamm. Noes: None. Absent: Councilman Morden. A petition, with 26 signatures of City Employees attached thereto, recuesting Council not to place a proposition on the ballot for the General Municipal Election to be held on the 9th day of April, 1946, adking the electorate whether or not the City participate in the State Employees Retirement Act, was PETITION presented. GRANTED Moved by Councilman Owens, seconded by Councilman 1qernmesheimer and duly carried the petition be granted. Councilman Memmesheimer offered a Resolution entitled: A RESOLUTION OF TIIE CITY COUNCIL OF THF CITY OF AZUSA, LOS ANGELES CCUNTY, CALIFORNIA, CALLING A GENERAL MUNICIPAL ELECTION TO BE HELD IN SAID CITY ON THE 9th DAY OF APRIL, 1946, AND GIVING A GENERAL DESCRIPTION RESOLUTION NO. OF TI'E VOTING PRECINCTS AND LOCATION OF THE POLLING 1971 ADOPTED PLACES; FIXING THE TIME THE"POLLS SHALL BE OPEN; APPOINTING THE ELECTION OFFICERS THEREFOR AND DIRECT- ING NOTICE TO 9E GIVEN OF SUCH ELECTION AS REQUIRED BY LAW. Moved by Councilman Jumper, seconded by Councilman Owens this Resolution be adopted as read and numbered Resolution Number 1971. Councilman Owens reported on the purchase of a bull- dozer for Street Department and venetian blinds for the Library. Moved by Councilman Owens, seconded by Councilman Jumper the Street Superintendent, Arthur Wolfe, be ARTHUR WOLFE authorized to act as Purchasing Agent for the City AUTHORIZED TO to purchase necessary Street equipment from the Pear ACT AS PURCHAS- Assets Corporation, ING AGENT 'Carried by the following vote of the Council: Ayes: Councilmen: Owens, Jumper, Memmesheimer, Lamm.
