SUBJECT: AWARD A CONTRACT FOR THE SIERRA MADRE AVENUE STREET
REHABILITATION PROJECT – CIP PROJECT 66117H
SUMMARY:
On March 6, 2017, the City Council approved plans and specifications to perform street improvements
on Sierra Madre Avenue between Todd Avenue and Azusa Avenue and authorized Staff to solicit bids.
Sealed bids were received on April 18, 2017. The proposed action awards a contract to All American
Asphalt as the lowest and responsible bidder to make the much needed improvements on Sierra Madre
Avenue.
RECOMMENDATION:
Staff recommends that the City Council take the following actions:
1) Award a contract for a total not-to-exceed amount of $844,470, which includes a 10%
contingency for potential change orders as needed to All American Asphalt for the Sierra Madre
Avenue Street Rehabilitation Project; and
2) Authorize the City Manager to execute a contract, in a form acceptable to the City Attorney, on
behalf of the City.
DISCUSSION:
The proposed project will rehabilitate the pavement on Sierra Madre Avenue from Todd Avenue to
Azusa Avenue, approximately one mile in length. The rehabilitation method consists of a 2¾ inch mill
and pave operation. Additional improvements include removal and replacement of damaged curb &
gutter, sidewalk, and curb ramps at various locations throughout the project limits.

Sealed bids were received and opened on April 18, 2017. Results are as follows:

The lowest, responsive bid was submitted by All American Asphalt, a general engineering construction
company which has been in business for over 47 years and has recently completed projects of similar
scope in several Southern California cities.
ENVIRONMENTAL CLEARANCE:
This action is categorically exempt from the requirements of the California Environmentally Quality Act
(CEQA) pursuant to Section 15301(c) Existing highways, streets, sidewalks, and gutters. Staff is
directed to file a Notice of Exemption with the Los Angeles County Clerk’s Office upon project
approval.
FISCAL IMPACT:
The recommended actions award a contract to All American Asphalt in the amount of $767,700, and
further authorizes Staff to amend the contract up to 10% or $76,770 for a total not-to-exceed price of
$844,470. The project will be funded with Measure R funds. Project 66117H was budgeted in the
current fiscal year at $1,020,000 and so sufficient funds are available to cover the cost of the project.
