SUBJECT: APPROVE PURCHASE OF SIXTY-FIVE (65), REPLACEMENT POLICE BALLISTIC
HELMETS
SUMMARY:
The City issues its Police Officers ballistic helmets as part of their basic safety equipment. The ballistic helmet
manufacturer recommends a seven (7) year replacement cycle for ballistic protection. The helmets currently
issued by the Police Department were purchased in 2002 and are in need of replacement. This action approves
the purchase of sixty-five (65), Delta 4 ballistic helmets, face shields and helmet bags from Aardvark Tactical.
The cost to replace the ballistic helmets is $29,027.29, paid for utilizing asset forfeiture funds with no impact on
the general fund.
RECOMMENDATION:
Staff recommends that the City Council take the following actions:
1) Waive the competitive bidding process as authorized under Azusa Municipal Code Section 2-521 (a)
under the General Services Administration (GSA) provision;
2) Authorize the purchase of ballistic helmets for a not to exceed price of $29,027.49; and
3) Authorize the City Manager to execute a Purchase Agreement with Aardvark Tactical, in a form
acceptable to the City Attorney, on behalf of the City.
DISCUSSION:
In 2002, the Police Department utilized asset forfeiture funds to issue all police officers ballistic helmet
protection. These helmets have a life expectancy of about seven (7) years. The ballistic helmets issued and in
inventory are fifteen (15) years old and in need of replacement. Ballistic helmets are considered mandatory
safety equipment by the Department. They are used to offer protection to officers during civil unrest situations
as well as calls involving firearms. The purchase of this equipment is in compliance with the Federal guidelines
involving the use of asset forfeiture funds.

The City’s Municipal Code (Section 2-521 [a]) allows for cooperative purchasing of products and services
through other governmental agencies. The selected vender, Aardvark Tactical, has been awarded a GSA
contract (#GS-07F-141DA) for ballistic helmets. The helmet bags included in this purchase are not part of the
GSA contract. However, the total amount of that portion falls under the dollar amount requiring quotes.
The ballistic helmets take up to 90 days to be delivered from the manufacturer and will not be received until FY
2017/2018. If approved, the order will be placed during FY 2016/2017 with delivery occurring in August 2017
(FY 2017/2018). Upon Council approval, the funds needed to complete this purchase will be carried forward in
the FY 2017/2018 budget.
FISCAL IMPACT:
There is no impact to the General Fund for this purchase. Funds are available in the current fiscal year in the
Asset Forfeiture Account 28-20-310-041-6201 to cover the cost of $29,027.29 for the helmets. Since delivery of
the helmets is not expected until the coming fiscal year, funds will likely need to be carried forward from FY
2016/17 into FY 2017/18 through the budget process.
