City Council. of the City df Azusa met .in_ regular session at the above..time and_ place. Present at roll call: Councilmen: Nasser, Jumper, Memmesheimer, Malone, Lamm, City Attorney Tscharn_er ROLL CALL and City Clerk. Absent: None. Each member present acknowledged receipt of a written copy of the minutes of June 3, 1946. The Mayor asked if there were any objections or corrections to said minutes. There being none, the minutes of June 3, 1946 MINUTES APPROVED were approved as written. Mr. M. E. Wilson employed in Wayne�Allenvs office of the County of Los Angeles Disaster Relief Administra- tion addressed council relative to the affiliation DISASTER RELIEF with the County -as well as the State in a Disaster PROGRAM Relief program. Two gentlemen addressed council relative to the leasing, renting or purchase of the old fire hall. No action taken 1n this matter. OLD FIRE HALL The City Clerk stated that one bid for the purchase of City owned property had been received, following which it was moved by Councilman Malone, seconded by Councilman Memmesheimer that the bid be opened and publicly declared. TAX DEEDED The bid was as follows: PROPERTY NAME OF BIDDER LOT BLOCK AMOUNT OF BID Martha M. Guiterriz 4 4 Councilman Malone offered a.Resolution entitled: $88.25 ' A RESOLUTION OF THE CITY COUNCIL, CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, ACCEPTING FID, QUIT CLAIM DEED ONLY, TO CITY OWNED REAL PROPERTY. Moved by Councilman Malone, seconded by Councilman Memmesheimer this resolution be adopted as read and numbered Resolution No. 2003. Carried by the following vole of the Council: Ayes: Councilmen: Nasser, Jumper, Memmesheimer, Malone, Lamm. Noes: None. Absent: None. A note of appreciation from J. 0. Durrell and his family was read and ordered placed.on file. City Engineer Paul E. Kressly submitted a written report on Mr. A. M. Rulofson's request, which was referred to the City Engineer at the last regular meeting of Council. It was unanimously agreed that the City Clerk acquaint Mr. Rulofson with the contents of the report and secure from him an expression as to his willingness to comply with the conditions set forth by the Engineer. ' The City Engineer reported on the proposed alley west of V. A. Owens property and requested Instruc- tions concerning the opening of 12th street; also whether or not Council wished to reconvey to Mr. Owens the deed to alley accepted by the City Council at a previous meeting. It was unanimously agreed that Mr. Kressly contact Mr. Owens and obtain from him in writing his agree- ment to the opening of an alley over city -owned property located west of his property and if this is done by the City, that he will in his letter authorize the City to reconvey to him and his wife the property heretofore deeded by him to the City for Public street purposes on November 15, 1945; RESOLUTION NO. 2003 ADOPTED CITY ENGINEER REPORTED ON MR. RULOFSONIS REQUEST TO OPEN DALTON AVE. CITY ENGINEER REPORTED ON PRO- POSED ALLEY WEST OF ORANGE AVE. 398 CITY HALL, AZUSA, CALIFORNIA MONDAY JUNE 17, 1946 7:30 P.M. Alto tO gk&PArb thrL necessary papers to open an alley on city property providing Mr. Owens 1s agreeable therewith, described as a. portion of Lot 66 of sub- division No. 2, Azusa Land and Water Co. extending inaa straight line from the north side of 11th Street to the south side of proposed 12th Street. The exten- sion of 12th Street westerly, at this time was deemed impracticable. A letter from P. J. Ronan, Resident Manager of the American Cyanamide & Chemical Corporation, relative to the installation by the Southern Counties Gas Company, of a regulator, meter, and other appurten- ances in, on and under city property described as a portion of Lot 66 of Subdivision No. 2 Azusa Land & Water Company, was read. Mr. Smith, Superintendent of Light and Water Depart- ments was requested to contact the Southern Counties Gas Company to secure information as to just why this particular piece of property was selected for this use and further information concerning the installation together with a sketch showing the size of regulator, the excavation, etc. A letter from the State Compensation Insurance Fund relative to the premium earned by the City was read and ordered placed on file. The matter of Fred Kraft's request for a refund of $62.50 submitted with his bid on Lot 9 Block 39, was discussed and no further action taken. Mr. Henry Hiebert offered his resignation as Captain in the Police Department. Moved by C ouncilman Memmesheimer, seconded by Council- man Jumper council accept this resignation. Carried ey the following vote of the Council: Ayes: Councilmen: Nasser, Jumper, Memmesheimer, Malone, Lamm. Noes: None. Absent: None. Councilman Memmesheimer offered a Resolution entitled: MR. RONAN REQUEST PERMISSION TO INSTALL.REGULATOR ON CITY PROPERTY I FRED KRAFT REQUESTED RETURN OF DEPOSIT ON BID. H. HEIBERTIS RESIGNA- TION ACCEPTED I A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA APPOINTINs ROBERT NICHOLS PATROLMAN IN THE POLICE DEPARTMENT AND FIXING HIS SALARY. RESOLUTION NO. 2004 Moved by Councilman Malone, seconded by Councilman Jumper ADOPTED this resolution be adopted as read and numbered Resolution No. 2004. Councilma_ Memmesheimer offered an Ordinance entitled: AN ORDINANCE REGULATING THE LICENSING OF DOGS, MUZZLING AND RESTRAINT OF DOGS AT CERTAMN TIMES PROVIDING FOR THE CONTROI, AND ERADICATION OF RABIES IN THE CITY OF AZUSA AND REPEALING ORDINANCES NOS, 304 AND 306, AND ORDINANCE =READ REPEALING ALL OTHER ORDINANCES AND PARTS OF ORDINANCES FOR FIRST TIME IN CONFLICT HEREWITH. to be placed upon its first reading. This Ordinance was then read for the first time. Councilman Jumper offered an ordinance entitled: AN ORDINANCE PROVIDING FOR THE ALLEVIATION OF AIR POLLUTION AND PROVIDING PENALTIES FOR VIOLATIONS OF THE TERMS AND CONDITIONS OF THIS ORDINANCE. ORDINANCE READ FOR to be placed upon its first reading. This ordinance FIRST TIME was then read for the first time. Councilman Jumper offered an ordinance entitled: CITY HALL, AZUSA, CALIFORNIA MONDAY JUNE 179..1946 7:30 P.M. 39 9" AN ORDINANCE OF THE CITY COUNCIL OF VIE CITY OF AZUSA, LOS ANGELES CCUNTY,.CALIFORNIA ESTABLISITTNO THE RATES TO BE CHARGED BY THE CITY OF AZUSA FOR ORDINANCE SUPPLYING WATER AND INSTALLING WATER SERVICE CONNEC- READ FOR FIRST TIONS: PROVIDING METERS AND REGULATORS FOR THE USE TIP„E OF WATER SUPPLIED: PROVIDING A PENALTY FOR THE 'VIOLATION OF THE PROVISIONS OF THIS ORDINANCE AND -REPEALING ORDINANCES NO. 178-255 AND 337 AND ALSO 'REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES INCONSISTENT TEEREWITH. ' to be placed upon its first reading. -The title of this ordinance was then read. Moved by Councilman Jumper, seconded by CBuncilman Malone the further reading of this ordinance be waived until the regular meeting of Council to be held July 1, 1946.
