MONDAY, OCTOBER 21, 1946. 7:30 P.M 439 The City Council of the City of Azusa met in regular session at the above time and place. The City Clerk announced that three bids had been received in answer to Notice calling for bids on an elevated water BIDS ON TANK tank and appurtenances thereto. Moved by Councilman Memmeshelmer, seconded by Councilman Jumper and duly carried, the bids be now opened, examined and publicly declared: PITTSBURGH-DESMOINES STEEL COMPANY 1 100,000 gallon welded elevated steel tank..$ 17,600.00 and tower Present at roll call: Councilmen: Nasser, Jumper, Memmesheimer, Malone, Lamm. City Attorney Miller, ROLL CALL City Clerk. Absent: None. Each member present acknowledged receipt of a written copy of the minutes of October 7, 1946. The Mayor asked if there were any objections or corrections to said minutes. There being none, the minutes of October MINUTES APPROVED 7, 1946, were approved as written. 'Mr. William "Van" Den Akker, representing the Stainless Steel Products Company, addressed Council relative to 1;087.63 the erection of a Plant south of the A. T. & S., F. R. R. MR. VAR' DEN AKKER tracks and east of Virginia Avenue. ADDRESSED COUNCIL Council took no action in this matter. Bender, Special Attorney addressed Council relative to the purchase of tax deeded Lots located in Tract No. 8507. Councilman Jumper offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, AUTHORIZING AND INSTRUCTING THE MAYOR AND 'CITY CLERK -OF SAID CITY TO EXECUTE AGREEMENT OF SAID CITY AND THE BOARD OF SUPERVISORS, LOS ANGELES COUNTY, FOR PURCHASE OF THE STATE'S INTEREST IN TAX DEEDED PROPERTY. Moved by Councilman Memmesheimer, seconded by Council- man Malone, this resolution be adopted as read and numbered Resolution No. 2038. MONDAY, OCTOBER 21, 1946. 7:30 P.M Councilman Jumper offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, APPROVING M$DRANDUM OF AGREEMENT FOR EX- PENDITURE OF 1/4 CENT GAS TAX ALLOCATED FOR STREETS RESOLUTION NO. 2039 OF MAJOR IMPORTANCE. ADOPTED Moved by Councilman Malone, seconded by Councilman Memmesheimer, this resolution be adopted as read and numbered Resolution No. 2039. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Jumper, Memmesheimer, Malone, Lamm. Noes: None. Absent: None. Mr. Joseph W. Charlton requested a Zone Variance on Lots 25-26-27-26-30-31-32-33-34-35 and 36 in Block 43 from an R-2 to an R-3 zone. The Planning Commission recommended this request be granted. Councilman Jumper offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, AUTHORIZING AN EXCEPTION AND VARIANCE UNDER SECTION 16 OF ORDI- NANCE NO. 342 AND APPLICABLE TO LOTS 25-28 AND LOTS 30-36 IN BLOCK 43. Moved by Councilman Memmesheimer, seconded by Council- man Jumper, this resolution be adopted as read and numbered Resolution No. 2040. The Omart Investment Company, Ltd., requested a zone variance on Lots 36-37-42 and 43 in Tract 13810 from a C-2 zone to an R-3 zone. The Planning Commission recommended that this request be granted. Councilman Jumper offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, AUTHORIZING AN EX- CEPTION AND VARIANCE UNDER SECTION 16 OF ORDINANCE NO. 342 AND APPLICABLE TO LOTS 36, 37, 42 and 43 IN TRACT 13810 OF THE CITY OF AZUSA. Vosburg, representing the Heirs of James Slauson, requested the City grant a variance on a parcel of land described as a portion of Lot 53 of Sub # 2 Azusa Land and Water Company, 2001 long and 1271 wide, located at the northwest corner of Fifth Street and Virginia Avenue. The Planning Commission recommended this request be granted. Councilman Jumper offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, AUTHORIZING AN EX - RESOLUTION NO. 2040 ADOPTED RESOLUTION NO. 2041 ADOPTED CEPTION AND VARIANCE UNDER SECTION 16 OF ORDINANCE NO. RESOLUTTON N0. 2042 342 APPLICABLE TO A PORTION OF BLOCK 53 IN SAID CITY. ADOPTED v CITY HALL,-AZUSA, CALIFORNIA. MONDAY, OCTOBER 21, 1946. Moved by Councilman Malone, seconded by Councilman Memmesheimer, the City Clerk be authorized and in- structed to advertise for Bids for supplying materials and theerection of a building to be used as a recreation building on Lots 40 and 41 in Block 29. Bids to be opened November 4, 1946, at 7:30 P.M. Mr. Milton Hollingsworth requested a crossing over the Pacific Electric main line and siding from Crescent Drive to the Ford -Charlton property, lo- cated on the south side of the Pacific Electric Railway R/W at the intersection of Orange Avenue and Crescent Drive. Moved by Councilman Memmesheimer, seconded by Councilman Malone, this matter be referred to the City Engineer to contact the Pacific Electric Railway Company and make application for the crossing. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Jumper, Memmesheimer, Malone, Lamm. Noes: None. Absent: None. The Merit Finance Corporation filed an application with the Planning Commission for a variance on Lots 1 and 2, Block 46, except the East 67 2/3 feet of said lots, from zone R-1 to Zone C-3 to accomodate Rest Homes or Convalescent Homes. The Planning Commission recommended this application be denied, due to the objection 'of such an enter- prise by the property owners in this locality. It was unanimously agreed Council accept the recom- mendation of the Planning Commission -and request for a variance be denied. -Mr. R. B. Nunn of 432 North Old Ranch Road, Arcadia, California, advised Council that he granted the City an easement over the east 5? of Lots 1 to 18; the west 5' of Lots 55 to 72, and the east 51 of Lots 73 to 90 in Tract No. 13824 and requested a letter from the City to .the Associated Telephone Company, Ltd., granting them permission to use the same easement. City Engineer, Paul E. Kressly, recommended that Council grant this request. Moved by Councilman Malone, seconded by Councilman Memmesheimer, the City Engineer's recommendation -be accepted. The Omart Investment Company offered a QUITCLAIM DEED to the following described property: The easterly 7.51 of Lot 119 and the Easterly 7.5f of the southerly 60� of Lot 118 of Tract No. 13736 in the City of Azusa. Moved by Councilman Jumper, seconded by Councilman Memmesheimer, this deed be referred to the City Attorney. Absent: None. 7:30 P.M.441 CITY CLERK INSTRUCT ED TO ADVERTISE FOR BIDS REQUEST FOR CROSS- ING OVER PACIFIC ELECTRIC R/W REFERRED TO CITY ENGINEER REQUEST FOR ZONE VARIANCE DENIED MR. NUNN'S REQUEST GRANTED QUITCLAIM DEED REFERRED TO CITY ATTORNEY 442 CITY HALL, AZUSA, CAMIFORNIA. MONDAY, OCTOBER 21, 1946. A communication from the Planning Commission relative to the construction of a stone or brick fence on the property owned by Louis Zatinsky located on the south side of Foothill Boulevard, was read. Moved by Councilman Jumper, seconded by Council- man Memmesheimer, this matter be referred to the City Attorney, Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Jumper, Memmesheimer, Malone, Lamm. Noes: None. Absent: None. A tentative map of proposed Tract No. 14540 was presented for approval. The City PAAnning Com- mission and the City Engineer recommend the map of Tract No. 14540 be approved. Moved by Councilman Malone, seconded by Council- man Memmesheimer, the tentative map of Tract No. 14540 be approved. Kressly, reported on the request of John M. Pon that he be permitted to deposit with the City $525.00 in payment of labor and material for the improvement of an alley in rear of Azusa Avenue and north of Paramount Avenue. Moved by Councilman Memmesheimer, seconded by Councilman Malone, the City Clerk be instructed to accept on behalf of the City the payment of $525.00 for the improvement of the alley in rear of Azusa Avenue, north of Paramount Avenue, and to issue Mr. Pon a receipt for same upon receipt of money. Z CC COMMUNICATION FROM PLANNING COMMISSION RELATIVE TO STONE OR BRICK FENCE. TENTATIVE MAP OF TRACT NO. 14540 APPROVED CITY ENGINEER RECOMMENDED CITY ACCEPT $525.00 FOR IMPROVEMENT OF ALLEY. A communication from Roy 0. Gilbert M.D., Los Angeles County Health Officer, was read and ordered placed COMMUNICATION ORDERED on file. PLACED ON FILE The report of Bankruptcy on Ogle Incorporated was offered. Councilman Jumper offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, DECLARING AND DETERMINING THAT IN THE OPINION OF THE CITY COUNCIL OF SAID CITY A QUONSET TYPE OF BUILDING MAY BE MORE ECONOMICALLY FUNNISHED AND ERECTED AT A LOWER PRICE -I N THE OPEN MARKET.
