The City Council of the City of Azusa met in
regular session at the above time and place.
Present at roll call: Councilmen: Nasser, ROLL CALL
Jumper, Memmesheimer, Malone, -Lamm, City
Attorney Miller and City Clerk. Absent: None-.
Each member present acknowledged receipt of a
written c opy of the minutes of the regular meet-
ing of November 4, and the regular adjourned
meetings of November 6 and 12, 1946. The Mayor
asked if there were any objections or corrections
to said minutes. There being none, the minutes
of the regular meeting of November 4, and the
regular adjourned meetings of November 6 and 12,
1946, were approved as written.
The Clerk announced she had received one bid -to
purchase Lot 10 Tract 7448 advertised in Notice
No. Three.
Moved by Councilman Jumper, seconded by Council-
man Malone and carried, this bid be opened and
duly considered:
Councilman Malone offered a Resolution entitled:
A RESOLUTION OF THE CITY COUNCIL, CITY OF AZUSA,
CALIFORNIA, ACCEPTING BID QUITCLAIM DEED ONLY, TO
CITY OWNED REAL PROPERTY.
Moved by Councilman Jumper-, seconded by Council-
man Memmesheimer, this resolution be adopted as
read and numbered Resolution No. 2051.
Carried by the following vote of the Council:
Ayes: Councilmen: Nasser, Jumper, Memmmesheimer,
Malone, Lamm.
Noes: None. Absent: None.
Councilman Malone offered a Resolution entitled:
A RESOLUTION OF THE CITY COUNCIL, CITY OF AZUSA,
CALIFORNIA, ACCEPTING BID QUITCLAIM DEED ONLY, TO
CITY OWNED REAL PROPERTY.

A communication from Robert S. Taylor objecting
to the establishment of a trailer court on property
owned by Mr. and Mrs. Leonard W. Netzley described
as the East 3581 of the south 1001 of the north
1471 and south 1631 of Lot 10, Block C, Subdivision
# 1, Azusa Land and Water Company, also
A communication from the Planning Commission rela-
tive to the above mentioned property, were read.
The Planning Commission recommended that Council
deny the zone variance requested by Mr. and Mrs.
Netzley due to the fact that two property owners
objected to the establishment of a trailer court
at this location.

Moved by Councilman Jumper, seconded by Councilman
Memmesheimer, Council accept the recommendation of
the Planning Commission and the petition of Mr. and
Mrs. Leonard Netzley for a zone variance on the
property described above for the purpose of establish-
ing a trailer court, be denied.
Carried by the following vote of the Council:
Ayes: Councilmen: Nasser, Jumper, Memmeshelmer,
Malone, Lamm.

A communication signed by A. L. Clapp, Treasurer
for Assets Reconstruction Corporation, Ltd., re-
questing the City to refund $48.50, which he
claims was an overpayment of taxes under U. S.
Case Civil 0'C 1530, was read.
Moved by Councilman Malone, seconded by Council-
man Jumper, this matter be referred to City
Attorney Tscharner to make recommendation.
Carried by the following vote of the Council:
Ayes: Councilmen: Nasser, Jumper, Memmesheimer,
Malone, Lamm.
Noes: None. Absent: None.
A request for permit to hold a Christmas dance
party at the Azusa Womenis Club House on Decem-
ber 20, 1946, was offered by J. P. Warr, Manager
General Office of the Aerojet Engineering Corpo-
ration.
Moved by Councilman Malone, seconded by Council-
man Jumper and duly carried, this request be
referred to Councilman Memmesheimer and Chief of
Police with power to act.
A letter from Lee G. Paul of Paul, Hastings &
Edmonds, relative to their clientfs application
for a business license, was read.
Moved by Councilman Malone, seconded by Council-
man Jumper and duly carried, this matter be
referred to the City Attorney for recommendation.
The Clerk announced one bid had been received in
answer to Notice Inviting Bids "One -combination
single cycle multiple print public utility billing
and accounting machine."
Moved by Councilman Memmesheimer, seconded by
Councilman Malone and duly carried, this bid be
now opened, examined and publicly declared:

Councilman Malone offered an Ordinance entitled:

COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, TO VALIDATE
CERTAIN ACTS OF OFFICERS OF THE CITY OF AZUSA RELATING
TO TAXATION OF PROPERTY, ASSESSMENT OF PROPERTY, EQUAL-
IZATION OF PROPERTY, LEVY OF TAXES, TAX SALES, CERTIFI-
CATE OF TAX SALES, TAX DEEDS, AND TERMINATION OF RIGHT
OF REDEMPTION FROM TAX SALES OR TAX DEEDS.
to be placed upon its second reading.
This Ordinance was then read.
Moved by Councilman Jumper, seconded by Councilman
Memmesheimer this Ordinance be adopted as read and
numbered Ordinance No. 388.

A QUITCLAIM DEED from the City of Azusa to the
Omart Investment Company, Ltd., relative to the
westerly 3.5 feet of Lot 119 and the westerly 3.5
feet of the southerly 60 feet of Lot 118 in Tract
No.,13736, was presented.
Moved by Councilman Malone, seconded by Councilman
Memmesheimer, this deed be referred to the City
Engineer; upon his approval, the Mayor and City
Clerk be authorized and instructed to sign same
and -deliver to the Omart Investment Company, Ltd.
Carried by the following vote of the Council:
Ayes: Councilmen: Nasser, Jumper, Memmesheimer,
Malone, Lamm.

The -Clerk reported in writing on the collection
of unsecured personal property tax.
Moved by Councilman Malone, seconded by Councilman
Jumper, the unsecured personal property tax re-
maining uncollected be referred to the City Attorney
and -Chief of Police with power to enforce collection
on the part of the City of Azusa and to file suit
if necessary.
Carried by the following vote of the Council:

Malone, Lamm.
Noes: None. Absent: None.
It was unanimously agreed that the matter of erect-
ing a "City of Azusa" neon sign be referred to
Councilman Nasser as a Committee of one.

Mr. -Watkins addressed Council requesting the in-
stallation of electric lights, and shelving and
the -purchase of typewriter for the Public Library.
No action taken in this matter.
Mr. -Smith, Superintendent of Light Department,
reported that the Edison Company pole line extended
into the street.
Moved by Councilman Malone, seconded by Councilman
Memmesheimer, the City Clerk be instructed to advise
the -Southern California Edison Company itis lineof
poles on First Street between Vernon and Virginia
Avenues are within the dedicated street and Council
will appreciate the Edison Company checking with
theā¢Superintenderitof Light to work out a suitable
method of moving the poles so they will be outside
the -dedicated street.

Malone, Lamm.
Noes: None. Absent: None.
City Attorney Miller reported to Council that the
City Treasurer had received a letter from the Assets
' Reconstruction Corporation offering to pay the cur-
rent tax and delinquent tax on seven lots located
in Tract No. 8507. The Treasurer replied that
inasmuch as the seven lots were in litigation and
the City had taken a tax deed and claimed ownership
and had terminated the right of redemption, the
Treasurer could'fiot accept payment on taxes.
No further action taken in this matter.
