The City Council of the City of Azusa met in
regular session at the above time and place.
Present at roll call: Councilmen: Nasser,
Jumper, Memmesheimer, Malone, Lamm, City
Attorney Miller and City Clerk. Absent: None. ROLL CALL
Each, member present acknowledged receipt of
a written copy of the minutes of December 16,
1946. The Mayor asked if there were any ol6-
jections or corrections to said minutes.
There being none, the minutes of December 16,
1946, were approved as written.
' Mr. Clyde Blanchard addressed Council relative
to the blanket coverage in fire protection for
all City owned property, with certain exceptions.
Moved by Councilman Jumper, seconded by Council-
man Memmesheimer, that Council tentatively
accept Mr. Blanchard►s plan subject to approval
of policy when same is submitted.
Carried by the following vote of the Council:
Ayes: Councilmen: Nasser, Jumper, Memmesheimer,
Malone, Lamm.
Noes: None. Absent: None.
Mr. E. Roy Dickson addressed Council relative
to the damage to his car caused by an open
ditch on First Street. -
Moved by Councilman Memmesheimer, seconded by
Councilman Malone, this matter -be referred to
Councilman Nasser with power to act,'in as much
as the excavation had been made by -the City.
Carried by the following vote of the Council:
Ayes: Councilmen: Nasser, Jumper, Memmesheimer,
Malone, Lamm.

A petition dated December 23, 1946, with
eighteen signatures attached thereto, protest-
ing the granting of a zone variance to Mr. and
Mrs. Leonard Netzley for a Trailer Camp to be
located on their property on south Azusa Avenue,
was read.
Mr. A. J. Downard and others were present to
protest verbally in support of the written
petition.
Moved by Councilman Memmesheimer, seconded by
Councilman Jumper, Council take this matter
under advisement.
Carried by the following vote of the Council:
Ayes: Councilmen: Nasser, Jumper, Memmesheimer,
Malone, Lamm.
Noes: None. Absent: None.
A request, signed by Luella Smith of the THE
BROW SCHOOL FOR GIRLS to place a sign at the
intersection of Azusa Avenue and Sierra Madre
Avenue, was read.
' Moved by Councilman Nasser, seconded by Council-
man Memmesheimer, this matter be referred to
Councilman Malone and the City Engineer, with
power to act.
Carried by the following vote of the Council:
Ayes: Councilmen: Nasser, Jumper, Memmesheimer,
Malone, Lamm.
Noes: None. Absent: None.
A request for license for installations upon
right-of-way presented by the War Department,
U.S. Engineers, was offered.

Moved by Councilman Malone, seconded by Council-
man Memmesheimer, the Mayor be authorized to
sign this license and the Clerk attest same.

A Quitclaim Deed offered by the Omart Investment
Company requesting the City to Quitclaim that
portion of the Easterly 15 feet of Lot 389 Tract
No. 13790, was presented.
Moved by Councilman Malone, seconded by Council-
man Memmesheimer, this matter be referred to the
City Attorney to report back.
Carried by the following vote of the Council:
Ayes: Councilmen: Nasser, Jumper, Memmesheimer,
Malone, Lamm.
Noes: None. Absent: None.
Councilman Malone offered a Resolution entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AZUSA, CALIFORNIA, AUTHORIZING THE PURCHASE OF
CERTAIN TAX DEEDS FROM THE COUNTY TAX COLLECTOR,
COUNTY OF LOS ANGELES, AND AUTHORIZING THE ISSU-
ANCE OF A WARRANT FOR THE PAYMENT THEREOF.
Moved by Councilman Jumper, seconded by Council-
man Nasser, this Resolution be adopted as read
and numbered Resolution No. 2052.
Carried by the following vote of the Council:
Ayes: Councilmen: Nasser, Jumper, Memmesheimer,
Malone, Lamm.
Noes: None. Absent: None.
A communication from the Regional Planning
Commission requesting certain lots in Tract
8507 be withheld from the sale of Tax Deeded
Property, was read.
Moved and carried, same be referred to Special
Attorney Bender.
A communication signed by Frank F. Tarble,
Community Betterment Chairman for the Canyon
City Post No. 180, relative to the condition
of the new homes recently constructed in Tract
No. 13824, was read and ordered placed on file.
V. A. Owens offered to request reconveyance of
that certain parcel of land heretofore conveyed
to the City for public street purposes by grant
deed, upon certain conditions.
Moved and carried, this matter be referred to the
City Attorney and City Engineer to report at next
regular meeting of Council.
A letter addressed to Mayor Raymond J. Lamm
relative to the legal stems necessary to establish
an "Accredited Disaster Council" signed by Burton
Washburn, Secretary for the California State
Disaster Council, was read.
It was unanimously agreed to take this matter up
at the next regular meeting of Council.
A letter from H. E. Hedger, Chief Engineer for
the Los Angeles County Flood Control District
relative to the Little Dalton Wash, was read and
ordered placed on file.

The matter of regulation and control of dogs

Councilman Memmesheimer offered an Ordinance
entitled:

ORDINANCE NO. 335 OF SAID CITY BY STRIKING THERE- ORDINANCE NO. 390
FROM SECTION 5 THEREOF, AND WITHOUT DISTURBING, READ FOR FIRST TIME
LIMITING OR AMENDING ANY OTHER PROVISIONS OF SAID
ORDINANCE.

' Moved by Councilman Memmesheimer, seconded by
'Councilman Malone, the City Clerk be instructed
*to advertise for bids on a four door sedan for
use in the Police Department. Bids to be opened on
January 20, 1947.

At this point Council took up and thoroughly
discussed the matter of the zone variance granted
Mr. and Mrs. Leonard Netzley which had been taken
under consideration.

Moved by Councilman Nasser, seconded by Council-
man Jumper, Council reconsider the adoption of a
Resolution and action taken by Council December
16, 1946, in granting a zone variance to Mr. and
Mrs. Leonard Netzley for the installation and
operation of a Trailer Camp located on South Azusa
Avenue.
Carried by the following vote of the Council:
Ayes: Councilmen: Nasser, Jumper, Memmesheimer,
Malone, Lamm.
Noes: None. Absent: None.
Moved by Councilman Malone, seconded by Council-
man Memmesheimer, the following requisitions be
