Present at roll call: Councilmen: Nasser, Jumper, Memmesheimer, ROLL CALL Malone, Lamm, City Attorney Miller and City Clerk. Absent: None. Each member present acknowledged receipt of a written copy of the :minutes of January 69 1947. The Mayor asked if there were any objections or corrections to said minutes. There being none, the minutes of January 6, 1 1947 were approved as written. Mrs. William Gross appeared before Council requesting a permit to hold public dances in the rooms above her Cafe. Moved by Councilman Malone, seconded by Councilman Jumper, this matter be referred to the Chairman of Police Committee, with power to act. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Jumper, Malone, Lamm. Noes: None. Absent: None. Councilman Memmesheimer not voting. The matter of a zone variance granted to Mr. and Mrs. Leonard Netzley to operate a trailer court was introduced, additional petitions of protest and otter evidence was considered by Council. Moved by Councilman Memmesheimer, seconded by Councilman Malone, Council rescind the former resolution granting a zone variance to Mr. and Mrs. Leonard Netzley for the operation of a trailer court on their property located on ' Azusa Avenue. Moved by Councilman Memmesheimer, seconded by Councilman Jumper, Council deny a variance applied for by Mr. and ?airs. Leonard Netzley for the operation of a trailer court on.prop- erty described as the South 183 feet and the East 358 feet of North 100 feet of South 283 feet of Lot 10, Block C of Subdivision #1, Azusa Land and Water Company in the City of Azusa. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Jumper, Malone, Memmesheimer, Lamm. Noes: None. Absent: None. The matter of the State Disaster Council was presented. City Attorney advised that this matter be taken up at a later date. Mean- while the City to ascertain what service it has subscribed to. Councilman Memmesheimer offered an Ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA,. REPEALING OzDINANCE NO. 360 OF SAID CITY. be placed upon its second reading. The Title was then read. Moved by Councilman Memmesheimer, seconded by Councilman Malone and duly carried, Council waive the further reading of this ordinance. Councilman Malone offered an Ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, AMENDING ORDINANCE NO. 335 OF SAID CITY BY STRIKING THERE- FROM SECTION 5 THEREOF, AND WITHOUT DISTURBING, LIMITING OR AMENDING ANY OTHER PROVISIONS OF SAID ORDINANCE. be placed on its second reading. The Title was then read. Moved by Councilman Malone, seconded by Council- man Jumper and duly carried, Council waive the further reading of this ordinance. Councilman Memmesheimer offered an ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, ES- TABLISHING A CURFEW FOR PERSONS UNDER THE AGE OF EIGHTEEN YEARS AND PRESCRIBING PENALTIES FOR VIOLATION. be placed upon its second reading. The Title was then read. Moved by Councilman Malone, seconded by Council- man Jumper and duly carried, Council waive the further reading of this ordinance. Moved by Councilman Jumper, seconded by Council- man Memmesheimer, the City Clerk be authorized and instructed to advertise for bids on the cityts annual supply of gasoline. Bids to be opened on February 3, 1947. Carried by the following vote of the Council: Ayes: Councilman: Nasser, Jumper, Memmesheimer, Malone, Lamm. Noes: None. Absent: None. City Attorney Miller reported on the matter of a proposed alley running north from 11th Street in the rear of property facing on Orange Avenue. Moved by Councilman Memmesheimer, seconded by Councilman Jumper, the City Clerk be authorized and instructed to advertise for sale certain par- cels of land in Lot No. 66 of Subdivision #2 Azusa Land and Water Company owned by the City of Azusa lying easterly of said proposed alley. The terms to be sealed or oral bids, the success- ful bidder to pay cash and in the case of a written bid, a certified check in the amount of 10% of the bid must be enclosed. 7:30 P.M. The matter of establishing a city sales tax on certain merchandise purchased with- in the city limits, was discussed. WATER DEPARTMENTS It was unanimously agreed that Council accept the recommendation of Councilman Jumper. Moved by Councilnan Nasser, seconded by Councilman Memmesheimer, the Consolidated Rock Products Company be granted permission to renew the present railroad crossing on west Foothill Boulevard; the City Engineer CONSOLIDATED ROCK PRODUCTS to draw necessary plans and specifications CO. TO RENEW CROSSING and the work to be done by the Consolidated Rock Products Company,under the supervision of the City Engineer. The City Clerk announced there were no bids 1\70 BIDS IN' ."NSIRJER TO NOTIC filed in answer to Notice Calling for Bids C,A.LLING FOR BIDS ON POLICE on a new four door sedan for use in the Police CAR Department. Moved by Councilman Me=esheimer, seconded by Councilman Malone and duly carried, be it resolved that in the opinion of Council this automobile may be obtained at a lower price in the open market. Moved by Councilman Malone, seconded by Council- man Jumper, the purchase of a new car for the Police Department be referred to the Purchasing PURCHASE OF N01 CAR Committee with power to act. Moved by Councilman Malone, seconded by Council- man Memmesheimer, the City Clerk be authorized and instructed to advertise for bids on a motor grader with a 12 foot blade; bids to be opened on February 3, 1947. Members of the Civitan Club appeared before Council to request that sanitation facilities be erected in the new memorial park. Moved by Councilman Malone, seconded by Coundil- man Nasser, this matter be referred to Council- RE::UEST FOR ERECTION OF man Memmesheimer to report back at next regular SANITATION FACILITIES meeting of Council. Councilman Memmesheimer offered the following Resolttion: RESOLUTION NO. 2053 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, INSCRIBING IN THE MINUTES OF SAID CITY COUNCIL A TESTIMONIAL IN MEMORY OF AUGUST L. MEIER. The City Council of the City of Azusa does resolve as follows: WHEREAS death has removed from our midst August L. Meier, one of our most respected citizens and former Mayor of this city,,and the City Council of I said city desires to publicly acknowledge the dept of gratitude which said city owes to its departed friend: NOW THEREFORE BE IT RESOLVED that the following testimonial be inscribed in the minutes of the City Couhcil of the City of Azusa, and copies thereof and of this resolution furnished the family: August L. Meier was one of the most respected, honored and loved citizens of the city of Azusa. He was born in St. Louis, Missouri, January 3, 18820 and died January 8, 1947, in the City of Azusa. He was a resideit of Azusa for many years, having come to this city in 1907. On May 161 1921 he was appointed to the City Council of the city of Azusa, and served to April 15, 1926. On November 27, 1938 he was again appointed to the City Council, elected Mayor, and served as Mayor of the city of Azusa to April 16, 1934. He remained as a member of council until February 4, 1938, ori which'date he resigned. He served on the City Council with distinction and honor. During the time of his service the City Hell and grounds were laid out and built, streets paved, utilities extended, and a foundation laid for the progress of the city of Azusa throughout the following years. Gus Meier, as we all loved to call him, was capable in business, loyal in friendships, constant in the home. No matter what press of work was upon. ' him, he always had time to turn aside and assist a friend, or to dismiss the cares of the world and renew his strength and vision by communion at home with his wife and family. In 1911 he married Alvina Lepley, one of our local and highly esteemed girls. Two children blessed their marriage, Barbara and Philip. The son, as did his sister, inhereited the splendid qualities of both father and mother. He entered the military service in the great war just ended, served with distinc- tion as a Captain and then Major in the Army in the Philippines, and lost his life in that war. The untimely death of the son was a great loss to us, and an untold bereavement to the family. Now the Grim Reaper who took the son, returns for the father. Our lives have been blessed by this family. The City of Azusa has had untold benefits to come to it through the life of Gus Meier. And in this departed official of the City of Azusa, this friend, this,husband and father, we now subscribe our enduring faith and confidence. The world has been better through the life of Gus Meier, and we have all suffered a great loss in his passing. Moved and carried the correspondence and copy of agreement relative to the above mentioned matter be placed on.file. Superintendent V. D. Smith presented to Council the matter of light and water service for the House of Neighborly Service. No action taken in this matter.
