HomeMy WebLinkAboutMinutes - March 3, 1947 - CCCITY HALL, AZUSA, CALIFORNIA, MONDAY, MARCH 3, 1947. 7:30 P.M.489 The City Council of the City of Azusa met in regular session at the above time and place. Present at roll call: Councilmen: Nasser, Jumper, Memmesheimer, Malone, Lamm, City Attorney Miller and City Clerk. Absent: None. Each member present acknowledged receipt of a written copy of the minutes of Feb- ruary 17'; 1947. The Mayor asked if there were any objections or corrections to said ' minutes. There being none, the minutes of February 179 1947 were approved as written. The City Clerk stated that bids for the pur- chase of City Owned property had been re- ceived. Moved by Councilman Memmesheimer, seconded by Councilman Malone and duly carried, the sealed bids be opened and publicly dedlared. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Jumper, Memmesheimer, Malone, Lamm. Noes: None. Absent: None. ' Victor Hodge and others addressed Council relative to the erection of duplex units on Tract No. 13810, stating that the owners of adjacent property had requested a re -zoning of said property from an R-3 to an R-1 zone and were of the opinion that the requeAt had been complied with. No action taken by Council in this matter. William N. and Billie C. Timmons presented a request for permission to erect a garage on their property located on the North 1/2 of Lot 8 and Lot 9, Tract 8161. A communication from the Planning Commission recommending that this request be granted, was read. RE -ZONING OF TRACT NO. 13810 MR AND MRS TIMMONS GRANTED PERMISSION TO ERECT GARAGE 490 CITY HALL, AZUSA, CALIFORNIA, MONDAY, MARCH 3, 1947. 7:30 P.M. Moved by Councilman Memmesheimer, seconded by Councilman Malone, Council acceptrthe recom- mendation of the Planning Commission. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Jumper, Memmesheimer, Malone, Lamm. Noes: None. Absent: None. The petition of John V. Fry for a zone variance on Lot 190 Block 76, from an R-1 zone to a C-2 zone to permit the operation of a super -market of foods, meats and all articles ordinarily carried in the retail super -market, was read. Mr. Fry addressed Council in support of his request to erect a market at the northwest cmarner of Azusa Avenue and First Street. The Planning Commission recommended that Council deny this application. Moved by Councilman Jumper, seconded by Council- man Memmesheimer, the petition be referred back to the Planning Commission for reconsideration and report. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Jumper, Memmesheimer, Malone, Lamm. Noes: None. Absent: None. After reconsideration the Planning Commission recommended to Council that the plans offered by Omart Investment Company for the improvement of a portion of Lot 68 of Subdivision No. 2, Azusa Land and Water Company, located on the north side of Foothill Boulevard and west of Sunset Avenue, be accepted. Moved by Councilman Malone, seconded by Council- man Memmesheimer, Council accept the recommenda- tion of the Planning Commission. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Jumper, Memmesheimer, Malone, Lamm. Noes: None. Absent: None. A communication from the Southern California Edison Company, Ltd. requesting permission, under the terms of the contract now existing between the City of Azusa and the Edison Company, to supply electric service to the property on the Southwest corner of Irwindale and McKinley, was read. Moved by Councilman Malone, seconded by Council- man Memmesheimer, this matter be referred to Mr. Smith, Superintendent of Light Department, with power to act. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Jumper, Memmesheimer, Malone, Lamm. Noes: None. Absent: None. The Planning Commission recommended that Council, deny the request of Mr. and Mrs. Torres to erect a duplex on their property located at 435 Alameda Avenue. Moved by Councilman Memmesheimer,vsec- onded by Councilman Jumper, Council accept the recommendation of the Planning Commission and Mr. Torres request be denied. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Jumper, Memmesheimer, Malone, Lamm. Noes: None. Absent: None. Councilman Memmesheimer offered a Resolution entitled: MR. FRY REQUESTED A ZONE VARIANCE COUNCIL ACCEPTED RECOMMENDATION OF PLANNING COMMISSION RELATIVE TO IMPROVEMENT OF PORTION OF LOT 68 OF SUB. #2 AZUSA LAND , AND WaTF.R COMPANY RECUEST OF SOUTHERN Ct_LIF ORNIA EDISON COMPANY TO SUPPLY SERVICE REFERRED TO V. D. SMITH MR AND MRS TORRES ' DENIED RERMISSION TO CONSTRUCT DUPLEX CITY HALL, AZUSA, CALIFORNIA, MONDAY, MARCH 3, 1947. 7:30 P.M 491 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, PROTESTING THE USE OF THE STATE NARCOTIC HOSPITAL PROPERTY AT SP,ADRA, CALIFORNIA, RESOLUTION NO. 2059 FOR ANY PURPOSE OTHER THAN A SITE FOR MT. ADOPTED SAN ANTONIO JUNIOR COLLEGE. Moved by Councilman Nasser, seconded by Councfl- man Malone, this resolution be adopted as read and numbered Resolution No. 2059. The City Engineerpresentedto Council an - agreement between the City of Azusa and the Allied Builders, Inc.+dated February 25, 1947, relative to the improvements in along and upon streets in Tracts Nos. 14472 and 14638 and along streets bordering thereon. Moved by Councilman Malone, seconded by Council- man Memmesheimer, the Mayor and City Clerk be authorized and instructed to sign this agreement. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Jumper, Memmesheimer, Malone, Lamm. Noes: None. Absent: None. Superintendent of Light Department, V. D.'Smith, offered for Councilts approval two contracts; one with the McGraw Electric Company and one with the Stockwell Company. Moved by Councilman Jumper, seconded'by Council- man Malone, the Mayor and City Clerk be author- ized to sign the contracts upon approval of City Attorney. Carried by the following vete of the Council: Ayes: Councilmen: Nasser, Jumper, Memmesheimer, Malone, Lamm. Noes: None. Absent: None. Councilman Jumper reported on an agreement entered into with the Linemen and other employees in the Light and Water Departments as follows: The City to pay two men each week -end a Standby rate as follows: 16 hours at one-half the pro- portionate regular salary of each man in case they are not called out. If they are called out they will receive in addition to the regular Standby rate, time and one-half for every hour on the job. If a man is called out who is not on Standby, he is to be allowed time and one-half of his regular salary"with a minimum of two hours. Councilman Memmesheimer offered a Resolution entitled: AGREEMENT WITH ALLIED BUILDERS ACCEPTED CONTRACT FORMS APPROVED AGREEMENT WITH LINEMEN AND OTHER EMPLOYEES OF LIGHT AND WATER DEPT. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, APPOINTING JOHN C. MOSLEY TO THE OFFICE OF PATROLMAN AND RESOLUTION NO. 2060 FIXING HIS SALARY OR COMPENSATION. ADOPTED �d%2 CITY HALL, AZUSA, CALIFORNIA, MONDAY, MARCH 3, 1947. Moved by Councilman Nasser, seconded by Council- man Jumper, this resolution be adopted as read and numbered Resolution No. 2060. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Jumper, Memmesheimer, Malone, Lamm. Noes: None. Absent: None. Councilman Memmesheimer recommended that the City enforce the ordinance whereby property owners are required to clean vacant lots. Moved by Councilman Jumper, seconded by Council- man Malone and duly carried, Council accept the recommendation of Councilman Memmesheimer. Moved by Councilman Memmesheimer, seconded by Councilman Jumper and duly carried, the matter of drawing a suitable ordinance governing and controlling the burning of rubbish in the busi- ness district be referred to the City Attorney and Chief of Fire Department. Mr. Victor Hodge again appeared before Council stating that the present plans for duplex being built in Tract 13810 were not the same as the plans offered previously and he wished to enter a protest against their erection and a plea to obligate the owners of the property to observe the action taken by Council on February 18, 1946, as to the zoning of this property. George Meier, being present, agreed to circulate a petition of property owners consenting to R-3 zoning, and file same with Council. 7:30 P.M. CLEANING OF VACANT LOTS OaDINANCE GOVERNING AND CONTROLLING BURNING TIN BUSINESS DISTRICT VICTOR HODGE ADDRESSED COUNCIL RELATIVE TO THE RE-ZONI*'G OF TRACT NO 13810 George Rodecker, Francis Tyck and P. E. Calvert appeared before Council requesting further in- DISCUSSTON ON SALES formation relative to the contemplated collection, TAX ' by the City, of the 1/2% sales Tax. These matters were discussed but no action taken. Moved by Councilman Malone, seconded by Council- man Memmesheimer, the following requisitions be allowed: 2402-2403-2404-2405-2406-2407-2408-2409. Moved by Councilman Malone, seconded by Council- man Memmesheimer, the following bills be allowed and warrants ordered drawn upon the Treasury for the same.
