CITY HALL, AZUSA, CALIFORNIA, MONDAY, MARCH -17v 1947. 7:30 P.M495 The City Council of the City of Azusa met In r©gular session at the above time and place. Present at roll call: Councilmen: Nasser, Jumper, Memmesheimer, Malone, Lamm, City Attorney Miller and City Clerk. Absent: None. Each member present acknowledged receipt of a written copy of the minutes of March 3, 1947. The Mayor asked if there were any objections or corrections to said minutes. There being none, the minutes of March 3, 1947 were approved as written. Mr. John F. Bender, Special Attorney, adc dressed Council relative to the purchase of tax deeded lots in Tract 8507, from Los Angeles County stating that he had contacted Supervisor Smith who referred him to Hal Kennedy. Councilman Memmesheimer offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, AUTHORIZING AND INSTRUCTING THE MAYOR AND CITY CLERK OF SAID CITY TO EXE- CUTE AGREEMENT OF SAID CITY AND THE BOARD OF SUPERVISORS, LOS ANGELES COUNTY, FOR PURCHASE OF STATE'S INTEREST IN TAX DEEDED PROPERTY. Moved by Councilman Nasser, seconded by Council- man Jumper, this resolution be adopted as read and numbered Resolution No. 2061. Carried by the following vote of the Council: 'Ayes: Councilmen: Nasser, Jumper, Memmesheimer, Malone, Lamm. Noes: None. Absent: None. Some of the property owners adjacent to the property known as Tract 13,810 addressed Council relative to the re -zoning of the property in this Tract, and presented to Council petitions with seventy names attached thereto objecting to the property being used for any purpose other than that of an R-1 Zone. Said petitions were ordered placed on file. A petition for exception and variance on Lots 22-23-24 in Block 11 was presented by Albert H. and Helen B. Miller. A petition signed by 12 property owners adjacent to this property objecting to the granting of the variance, was offered. The Secretary of the Planning Commission sub- mitted a report to the effect that the variance Is not recommended by the Planning Commission. Moved by Councilman Memmesheimer, seconded by Councilman Jumper, the action of the Planning 'Commission be accepted as stated. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Jumper, Memmesheimer, Malone, Lamm. Noes: None. Absent: None. The Secretary of the Planning'Commission sub- mitted report on the hearing relative to the request of John V. Fry to establish a Market on the corner of Azusa Avenue and First Street, stating that he did not think additional busi- ness structures along Azusa Avenue advisable. OF TRACT N0. 13,810 PETITION FOR VARIANCE DENIED HEARII;G ON PETITION FOR VARIANCE SET FOR MONDAY MARCH 24, 1947 496 CITY HALL, AZUSA, CALIFORNIA, MONDAY, MARCH 17, 1947. Moved by Councilman Memmesheimer, seconded by Council- man Malone, the City Council conduct a Hearing on variance effecting property facing on Azusa Avenue between First Street and BroadWay Road. The City Clerk to nbtify as many property owners as possible, facing on Azusa Avenue from First Street south to Broadway Road of this Hearing to be held in the City Auditorium on Monday, March 24, 1947 at 7:00 P.M. The Chief of Police to deliver a written copy of the Notice to each property owner where the ownerts name and address are known. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Jumper, Memmesheimer, Malone, Lamm, Noes: None. Absent: None. Councilman Jumper offered an Ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, PROHIBITING THE BURN- ING OR ACCUMULATION OF COMBUSTIBLES OUTSIDE OF ANY BUILDING IN FIRE ZONE NO. ONE, IN FIRE ZONE NO. TWO IN SAID CITY, AND PRESCRIBING PENALTIES FOR THE VIO- LATIONS THEREOF. Be placed upon its first reading. This ordinance was then read for the first time. A letter of appreciation from George Hahn was read and ordered placed on file. Letters from the Chamber of Commerce relative to posting Street Names and supplying a list of names of the new residents in the City, were read and ordered placed on file. Councilman Nasser reported on the progress being made in the construction of Azusa Signs also recom- mended that the City accept the survey made by Mr. Blanchard on the Insurance Policies and the Heads of the Departments meet with Mr. Blanchard so that he may give a brief outline of the benefits offered the city through this insurance. Moved by Councilman Memmesheimer, seconded by Council- man Nasser, the City Clerk be instructed to contact the California Sanitation Service and ordered four portable toilets delivered to the Slauson Memorial Park on Tuesday, March 25, 1947 to be set up under the supervision of the Park Superintendent. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Jumper, Memmesheimer, Malone, Lamm. Noes: None. Absent: None. The matter of painting a pedestrian lane near the Slauson School for the protection of the school children was referred to the Chairman of Public Works. The matter of the City offering for sale a certain amount of scrap metal was discussed. Moved by Councilman Jumper, seconded by Councilman Memmesheimer, this matter be referred to the Chair- man of Public Works and Chairman of Purchasing to report back at next regular meeting of Council: Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Jumper, Memmesheimer, Malone, Lamm. Noes: None. Absent: None. City Attorney Miller reported that he had written to Mr. Hedger of the Los Angeles County Flood Control and read Mr. Hedgerb answer to his letter relative 7:30 P.M. ORDINANCE READ FOR FIRST TIME COUNCILMAN NASSER REPORTED ' ON SIGNS SANITATION SERVICE FOR BALL PARK PAINTING OF PEDESTRAIN LANE SALE OF SCRAP ' METAL CITY HALL, AZUSA, CALIFORNIA, MONDAY, MARCH '17s. 1947. 7:30 P.M.497 to the condition of the Little Dalton Wash where it crosses Azusa Avenue CORRESPONDENCE RELATIVE TO LITTLE DALTON WASH FILED This correspondence was filed with the City WITH CITY ATTORNEY Attbrney. 11 Superintendent V. D. Smith presented an offer made by the General Orange Products Company to grant the City an easement over their prop- erty on Angeleno Avenue between Second and First Street. 'Moved by Councilman Jumper, seconded by Council- man Memmesheimer, that the acceptance of this easemen.t be referred to the City Engineer with instructions to the Superintendent of Light and Power to delay construction of pole line until a properly signed agreement has been received and' filed. Carried by the following vote of the Council: Aye's: Councilmen: Nasser, Jumper, Memmesheimer, Malone, Lamm. Noes: None. Absent: None. Mr. Smith requested Council action in respect to the installation of a new lighting system in the Library. It was unanimously agreed the Library Board pur- chase the necessary lights and the city light department install them. Moved by Councilman Malone, seconded by'Councilman Nasser, the following requisitions.be allowed: 2410 -2411 -2412 -2413 -2414 -2415 -2416 -2417 -2418 -LW 672=673-674-675-676-677-678-679.
