HomeMy WebLinkAboutMinutes - May 19, 1947 - CCCITY HALL, AZUSA, CALIFORNIA. MAY 190 1947. 7:30 P. M. The City Council of the City of Azusa met in regular session at the above time and place. Present at roll call: Councilmen: Nasser, Jumper, Memmesheimer, Malone, Lamm, City Attorney Tscharner and City Clerk. Absent;None. Each member present acknowledged receipt of a written copy of the minutes of May 5, 1947 and Special Meeting of May 9, 1947. The Mayor asked if there were any objections or corrections to said minutes. There being none the minutes of May 5, 1947 and Special Meeting of May 9, 1947 were approved as written. 27 ROLL CALL MINUTES APPROVEI Mr. Corey, representing the California Prohibitionist Group, addressed Council requesting Council adopt an ordinance providing for certain restrictions MR. COREY AD - in the operation of cocktail bars. DRESSEP COUNCIL No action taken in this matter. Mr. Robert Simpson addressed Council relative to the moving of a transformer station cancelling out the Simpson Engineering Company as the owner and establishing the Jumbo Manufacturing Company as the new owner. Councilman Nasser offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA APPROVING THE TRANSFER OF TRANSFORMER STATION FROM SIMPSON ENGINEERING COMPANY TO THE JUMBO MANUFACTURING COMPANY. Moved by Councilman Jumper, seconded by Council- man Memmesheimer this resolution be adopted as read and numbered Resolution No. 2073. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Jumper, Memmesheimer, Malone, Lamm. Noes: None. Absent: None. Mr. Jack Eckley addressed Council relative to the peddling of ice cream from a scooter, requesting the adoption of an ordinance placing the business license for this type of business at $200.00 per year. Mayor Lamm advised Mr. Eckley Council would take the matter under advisement. Mr. Jack Way addressed Council relative to the construction and operation of a trailer court to be located at 720 No. Loren Ave. No action taken in this matter. A communication from the American Bench Adver- tising Company relative to the location of ' benches in the City. It was unanimously agreed the City Clerk advise Mr. Stearman that Council feel the benches are not necessary at this time. A letter of appreciation from the Chamber of Commerce for prompt action on the part of Council in the erection of street signs, was read and ordered placed on file. A communication from Rev. J. L. Pleasant of the E1 Monte Foursquare Church, requesting permission to hold a united rally in this city was read. It was unanimously agreed the City Clerk contact Rev. Pleasant to secure further information as to his plans concerning the rally. MR. SIMPSON ADDRESSED COUNCIL RESOLUTION NO. 2073 ADOPTED PUBLIC ADDRESS SYSTEM BUSINESS LICENS: FOR ICE CREAM SCOOTER TRAILER COURT AMERICAN BENCH C OMP ANY LETTER OF APPRECIATION FOUR SQUARE CHURCH REQUESTE: PERMISSION TO HOLD RALLEY 7SDEZ m _ - CITY HALL, AZUSA, CALIFORNIA. MAY 19, 1947. A communication from Ray E. Lee, Chief Clerk of the County of Los Angeles Board of Super- visors together with a copy of a letter to the Board signed by Col. Vim. J. Fox, Chief Engineer of the Regional Planning Commission was read and ordered placed on file. The County program on Disaster Relief was presented. Moved by Councilman Memmesheimer, seconded by ' Councilman Malone this matter be referred to the City Attorney and the Heads of Departments to report back at the next regular meeting of Coun- cil. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Jumper, Memmesheimer, Malone, Lamm. Noes: None. Absent: None. A request for a donation of $25.00, from the U.S. 66 Highway Association to provide booklets, maps, and general advertising to U.S. 66 Travelers, was read. It was unanimously agreed this matter be tabled until the adjourned meeting of May 26, 1947. The matter of revising Ordinance No. 393 was again discussed. It was agreed that City Attorney Tscharner write the president of the Azusa Chamber of Commerce and the Chief of Police address the Chamber at its next meeting with regard to the burning of rubbish in the business district. ' Moved by Councilman Malone, seconded by Council- man Memmesheimer the City Clerk be instructed to advertise for bids on the collection of garbage, bids to be opened June 16, 1947. The Clerk announced that one bid had been received in answer to the notice calling for bids for the purchase of a sedan for use in the Police Department. Moved and carried that same be opened, examined and publicly declared. FOOTHILL FORD BALES 1947 Super Del. Moved by Councilman Malone, seconded by Council- man Jumper the City Attorney be instructed to write Mr. H. Ringer, Building Inspector, advising him that he must require a written statement from all new Industries as to the chemical analysis of waste water and also re -check existing Indus- tries and obtain from them a similar statement. COMMUNICATION RELATIVE TO RE -ZONING CITY DISASTER RELIEF PROGRAM REFERRED TO HEADS OF DEPARTMENTS RE!;UEST FOR A DONATION POSTPONED REVISING OF ORDINANCE NO. 393 REFERRED TO CITY ATTORNEY AND CHIEF OF POLICE CITY CLERK INSTRUCTED TO ADVERTISE FOR BIDS ON COLIECTION OF GARBAGE ONE -BID RECEIVED ON POLICE CAR CITY ATTORNEY TO WRITE MR. RINGER RELATIVE TO CHEMICAL WASTE WATER 30 CITY HALL, AZUSA, CALIFORNIA. MAY 19, 1947. The City Clerk announced there were no bids received in answer to the Notice calling for bids on the sale of a two-way radio. 7:30 P.M. Councilman Memmesheimer offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA AUTHORIZING THE SALE TO CERTAIN CITIES AND COUNTIES, USED RADIO EQUIPMENT. ' Moved by Councilman Nasser, seconded by Council- man Jumper this resolution be adopted as read and numbered Resolution No. 2074. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Jumper, Memmesheimer, Malone, Lamm. Noes: None. Absent: None. Coun d lman Nasser reported on progress made in the development of Neon Signs for the City. Councilman Jumper reported on the matter of the protest of the property owners along the south side of Third Street between Orange Avenue and Vernon Avenue. City Engineer Kressly reported in writing in the same matter. City Attorney Tscharner read a letter which he had written to Louis H. Burke concerning the same matter. No further action taken by Council. City Attorney Tscharner read a letter received from Special Attorney John F. Bender, reporting on the Quiet Title action on Lots 19-20 in ' Block 29, the case of John Lund vs City of Azusa and the case of Joann Cummings vs City of Azusa. Moved by Councilman Malone, seconded by Council- man Nasser the City Clerk be instructed to cancel the contract with the California Sani- tation Service as of May 25, 1947. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Jumper, Memmesheimer, Malone, Lamm. Noes: None. Absent: None. City Attorney Tscharner read Mr. Miller's report in the matterof unsecured personal property tax assessed against Simpson Steel Company and the Davenport Mfg. Co. Moved and carried that the City Clerk be instructed to cancel unsecured personal property tax assess- ment against Simpson Steel Co. and Davenport Mfg. Co. for the reason that Robert Simpson stated to Council that said companies did not possess per- sonal property in Azusa on the first Monday of March, 1946. ' Councilman Malone offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROVING AGREEMENT BETWEEN THE CITY OF - AZUSA AND GEORGE R. PAUL AND AUTHORIZING THE -MAYOR TO SIGN AND CITY CLERK TO ATTEST SAME. Moved by Councilman Nasser, seconded by Council- man Jumper this resolution be adopted as read and numbered Resolution No. 2075. Mr. Watkins addressed Council and presented Mr. Oliver who is the newly appointed Recreational Director. 31 RESOLUTION NO. 2074 ADOPTED REPORT ON PROTEST OF PROPERTY OWNERS ON SOUTH SIDE OF THIRD STREET COMMUNICATION FROM JOHN F. MAY 19, 1947. Mr. Oliver requested the use of the City auditorium one afternoon a week for Youth activities during the months of July and August. It.was unanimously agreed to grant this request with the understanding that Mr. Oliver make application each week.
