T he City Council of the City of Azusa met in regular session at the above time and place. Present at roll call: Councilmen: Nasser, Memmesheimer, Lamm, City Attorney Tscharner and City Clerk. Absent: Councilmen: Jumper and Malone. Each member present acknowledged receipt of ' a written copy of the minutes of the regular meeting of June 2nd and the Special Meeting of June 5, 1947. The Mayor asked if there were any objections or corrections to said minutes. There being none, the minutes of June 2nd and June 5, 1947 were approved as written. Mr. Rulofson addressed Council relative to the preparation of the budget for the fiscal year 1947-48, stating that in his opinion the tax rate could be reduced 10 or 12 cents. The Clerk announced that three bids had been received in answer to the Notice calling for bids on the collection of garbage. Moved by Councilman Memmesheimer, seconded by Councilman Nasser and duly carried the bids be now opened, examined and publicly declared. M. J. HAYDEN AND SON ROLL CALI, MINUTES APPROVED AUDITOR ADDRESSED COUNCIL BIDS ON COLLECTION OF REFUSE We submit our bid for the removal of garbage in the City of Azusa as'of notice for the sum of $200.00 per month. H. S. CONRAD AND E. M. RICHARDSON We hereby submit our bid of 129.50 per month for the pick up and disposal of all garbage in the City limits of -Azusa two (2) collections per week for the period of one year. It was unanimously agreed the bids be referred to Councilman Nasser and the City Attorney to check and report. Lyle Meyer requested permission to sell hot dogs >.:R. MEYER REQUESTED at the base ball park. PERMISSION TO SELh This matter was referred to the Health Officer. HOT DOGS AT PARK Dr. Benson addressed Council relative to a suit- able location in which to establish a Sanitorium. Mayor Lamm suggested to Dr. Benson that he check REQUEST FOR the Zoning map and be prepared to make formal SANITORIUM SITE application after the site has been selected. The Clerk announced that one bid has been received in answer to Notice calling for bids on the pur- chase of a new sedan for use in the Police Dept. Del Ford Fordor, Black for - - $1624.19 Moved by Councilman Memmesheimer, seconded by Mayor Lamm the Chairman of Purchasing Committee, Councilman Nasser, be authorized to purchase a new Ford Fordor Black Sedan for use in the Police Department on the basis of exchange nie. The used Hudson and $150.00 in cash. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Memmesheimer, Lamm. Noes: None. Absent: Councilmen: Jumper, Malone. The Clerk announced that one bid had been received in answer to Notice calling for bids on a Power Scythe. 7:30 P.M. 47, BIDS ON POF'XR SCYTHE Moved by Councilman Memmesheimer, seconded by Councilman Nasser and duly carried this bid be now opened, examined and publicly declared: S. C. BIERBU ER I submit my bid for one power scythe, full price $20.00. Enclosed find check for same. Moved by Councilman Memmesheimer, seconded by Councilman Nasser, Council accept the bid of S. C. Bierbower# Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Memmesheimer, Lamm. Noes: None. Absent: Councilmen: Jumper, Malone. A recommendation by the Planning Commission that the Omart Investment Co. be granted permission to erect a mountain cabin on Lot 17, Chester R. Pyle's Mountain View Tract, was read. Moved by Councilman Nasser, seconded by Council- man Memmesheimer this request be referred back to the Planning Commission and the Planning Commission be advised Council are not in favor of this type of dwelling being erected in any residential area. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Memmesheimer, Lamm. Noes: None. Absent: Councilmen: Jumper, Malone. A Notification of Alcoholic Beverage License Application from the State Board of Equalization for Frank D. Stone of 813 West Broadway, was read and no further action taken. Moved by Councilman Memmesheimer, seconded by Councilman Nasser and duly carried the matter of amending the zoning ordinance to prohibit the ' erection of mountain cabins and quonset huts in residential areas be referred to the City Attorney to report back. A letter signed by Wm. J. Holden advising Council of the condition of Eleventh Street in front of his property and requesting information relative to the abatement of the mosquito menace in the north west portion of the city, was read. The matter of the Pacific Electric Railway Company RENEWAL OF LEASE with City Engineer's recommendation that same be approved, was offered. 49 ' Moved by Councilman Memmesheimer, seconded by Councilman Nasser the Renewal of Lease dated May 9, 1947 between the Pacific Electric Railway Company MAYOR AUTHORIZED and the City of Azusa covering location of a 45 TO SIGN RENEWAL foot pole, be approved and the Mayor authorized OF LEASE to sign same on behalf of the City. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Memmesheimer, Lamm. Noes: None. Absent: Councilmen: Jumper, Malone. Mr.'F. L. Delmeter of 804 Dalton Avenue requested MR. DELMTER'S permission to manufacture trailers on the property just east of the old fire hall. REQUEST REFERRED TO PLANNING COM - Council took no action in this matter due to PAISSION absence of proper application. Councilman Nasser offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, OBJECTING TO THE SALE BY THE COUNTY TAX COLLECTOR OF LOS ANGELES COUNTY OF TAX RESOLUTION NO. DEEDED PROPERTY PURSUANT TO THE PROVISIONS OF 2091 ADOPTED CHAPTER 7, PART 6, DIVISION 1 OF THE REVENUE AND TAXATION CODE. ' Moved by Councilman Nasser, seconded by Council- man Memmesheimer this resolution be adopted as read and numbered Resolution No. 2091. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Memmesheimer, Lamm. Noes: None. Absent: Councilmen: Jumper,14alone. Councilman Nasser offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, AUTHORIZING AND INSTRUCTING THE MAYOR AND CITY CLERK OF SAID CITY OF AZUSA TO RESOLUTION NO. EXECUTE AGREEMENT OF SAID CITY AND THE BOARD OF 2092 ADOPTED SUPERVISORS, LOS ANGELES COUNTY, FOR PURCHASE OF THE STATE'S INTEREST IN TAX DEEDED PROPERTY. Moved by Councilman Nasser, seconded by Council- man Memmesheimer this resolution be adopted as read and numbered Resolution No. 2092. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Memmesheimer, Lamm. Noes: None. Absent: Councilmen: Jumper, Malone. The application of the Nobell Resins Company for re -zoning from an R-1 to M-2 Zone in order to REQUEST FOR ZONE permit the manufacture of Bakelite type plastics, VARIANCE BY phenol and allied chemicals, was presented. NOBELL RESINS CO REFERRED TO CITY Moved and carried this matter be referred to the ATTORNEY City Attorney to report back. A letter from the Nobell Resins Company requesting the street department to clean shrubs, brush, etc. from the street and walks located between the Plant and Irwindale Avenue, was read and referred to the Street Superintendent. A letter from the Planning Commission relative to the request of Mr. P. C. Bradshaw to enlarge the present building housing the laundry located at 235 San Gabriel Avenue, was read. ' No action taken in this matter. The matter of the adoption of an ordinance regulating the lighting and type of windows used in bars, was offered. Moved and carried this matter be referred to the City Attorney to report back. Councilman Nasser presented to Council the problem of clearing the Little Dalton Wash of debris near the Azusa Avenue bridge. Moved and carried this matter be referred to the City Attorney to take up with Mr. Hedger of the Los Angeles County Flood Control District. Moved by Councilman Nasser, seconded by Council- man Memmesheimer, the following requisitions be allowed: 2460, 24619 755-758 LW. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Memmesheimer, Lamm. Noes: None, Absent: Councilmen: Jumper, Malone. Moved by Councilman Nasser, seconded by Council- man Memmesheimer Council authorize the Chief of Police to issue permits for sale and use of fire works in accordance with Ordinance No. 312, and upon compliance with the requirements of the State Law controlling such sale and use. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Memmesheimer, Lamm. Noes: None. Absent: Councilmen: Jumper, Malone. Moved by Councilman Nasser, seconded by Council- man Memmesheimer the following bills be allowed and warrants ordered drawn upon the Treasury for the same.
