The City Council of the City of Azusa met in regular session at the above time and place. Present at roll call: Councilmen: Nasser Jumper, Memmesheimer, Malone, Lamm, City Ittorney Tscharner, Special City Attorney John F. Bender and City Clerk. Absent: None. Each member present acknowledged receipt of a written copy of the minutes of November 3, 1947. The Mayor asked if there were any objections or ' corrections to said minutes. There being none, the minutes of November 3, 1947 were approved as written. Special Attorney John F. Bender presented a tax deed from H. L. Byram Los Angeles County Tax Collector on Lot 35, Alock 20 and Lot 194 of Tract 10660 all in the City of Azusa. Councilman Memmesheimer offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, ACCEPTING TAX DEED EXECUTED BY H. L. BRYAM, TAX COLLECTOR, COUNTY OF LOS ANGELES, PURSUANT TO THE PROVISIONS OF CHAPTER 8, PART 6, DIVISION 1 OF THE REVENUE AND TAXATION CODE, CALIFORNIA. Moved by Councilman Malone, seconded by Coun- cilman Nasser this resolution be adopted as read and numbered Resolution No. 2153. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Jumper, Memmesheimer, Malone, Lamm. Noes: None. Absent: None. ' Councilman Jumper offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, AUTHORIZING THE CITY ATTORNEY AND SPECIAL CITY ATTORNEY TO CLEAR TITLE TO CITY OWNED REAL PROPERTY THEREIN DESCRIBED. Moved by Councilman Memmesheimer, seconded by Councilman Nasser this resolution be adopted as read and numbered Resolution No. 2154. Byram, Los Angeles County Tax Collector, on certain lots in Tract 8507. Councilman Malone offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, ACCEPTING TAX DEED EXECUTED BY H. L. Inviting Bids or Offers Therefor.", dated the 17th day of November, 1947, be placed on file in the office of the City Clerk of said City for the purpose of identification and reference; and BE IT FURTHER RESOLVED, that the City Council hereby approves said form of notice and does hereby invite bids or offers for the real properties therein described, as therein contemplated; and BE IT FURTHER RESOLVED, that the City Council hereby elects to sell said properties as described in said notice by private sale and on the terms and conditions as set forth in said notices; and BE IT FURTHER RESOLVED, that the City Clerk be, and she is hereby authorized to instruct to cause said notice to be published in the official newspaper of said City, to -wit: Azusa Herald and Pomotropic, in the time, form and manner required by law; and BE IT FURTHER RESOLVED, that the said "Notice No. Nine of Intention to Sell City of Azusa Owned Real Property and Inviting Bids or Offers Therefor.", which is on file as aforementioned and open to public inspection is hereby referred to and by this reference expresAly incorporated herein and made a part hereof. Clapp addressed Council relative to the condition of Motor Avenue and asked that same be cleared of rubbish. Moved and carried this matter be referred to Councilman Malone and Street Superintendent Wolfe, with power to act. Jere Stair addressed Council relative to a weed -control project. Moved and carried this matter be taken under advisement. Councilman Malone offered an Ordinance entitled: AN ORDINANCE OF THE CITY OF AZUSA, GRANTING TO REVEL FANARA AND JOHN LICAUSE, DOING BUSINESS UNDER THE FICTITIOUS NAME AND STYLE OF AZUSA MOTOR BUS COMPANY, THEIR SUCCESSORS AND ASSIGNS, A FRANCHISE TO ESTABLISH AND TO CONDUCT', MAIN- TAIN AND OPERATE A BUS LINE UPON AND ALONG CERTAIN STREETS AND AVENUES AS THE SAME NOW OR MAY HEREAFTER EXIST IN THE CITY OF AZUSA, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA. This Ordinance was then read for the first time. Mr. Devorak addressed Council relative to the problem of storm water drainage on East First Street. ' Moved and carried the City Attorney and City Engineer meet with Mr. Devorak and work out a plan for the disposal of this water. Mr. Glaister addressed Council relative to the condition of Vernon Avenue between First and Third Streets. No action taken in this matter. A communication addressed to the City Council and signed by John M. Pon, Treasurer of the Kiwanis Club of Azusa relative to the erection of signs for the Kiwanis Club, was read. No action taken in this matter. CLEANING OF MOTOR AVENUE REFERRED COUNCILMAN MALONE AND STREET SUPT. MATTER OF WEED - CONTROL TO BE TAKE UP LATER ORDINANCE READ FOR FIRST TIME STORM WATER DRAINAGE REFERRED TO CITY ENGINEER AND CITY ATTORNEY 7SGEZ 167 CITY HALL, AZUSA, CALIFORNIA. MONDAY, NOVEMBER 17, 1947. 7:30 P.M. A communication addressed to the City Council and signed by Clyde A. Blanchard, President of the Kiwanis Club of Azusa offering help in the development of the grounds and equipment for the Memorial Park, was read. Moved and carried the City Clerk be instructed to express Council's appreciation and to ask Mr. Blanchard to contact the City Engineer for in- formation concerning the placing of play ground equipment. Moved and carried the City Clerk be instructed to write Benjamin Paroulek expressing Council's appreciation for the splendid work well done in the role of moderator. A letter of appreciation from the Azusa Branch of the American Red Cross was read and ordered placed on file. A communication from Jesse R. O'Malley relative to irrigation water standing on his lawn, was read. Moved and carried this matter be referred to the City Attorney. KIWANIS CLUB OFFEREI HELP IN DEVELOPMENT OF MEMORIAL PARK LETTER OF APPRECIA- TION TO REV. Saxon, NO ACTION TAKEN ON was read. APPLICATION FOR No action taken in this matter. LIQUOR LICENSE A communication from W. A. Smith, Supervisor of County of Los Angeles addressed to Paul E. Kressly, relative to the proceedings necessary to disincorporate from a City, territory used as a street, on the boundary of Azusa, was read. CITY ENGINEER IN- STRUCTED TO SECURE Moved by Councilman Jumper, seconded by Council- SOUTHERLY 30' OF man Malone the City Engineer be instructed to LOT 6 BLOCK 84 secure the south 30 feet of Lot 6 in Block 84 and have an easement written providing for the opening of the southerly one-half of Eighth Street, extending East 415". The City Attorney to draw an agreement providing for the work to be done by the City and same to be reimbursed by the property owners. Rowe addressed Council requesting per- mission to operate an off -sale liquor store at 418 West Foothill Blvd. The Mayor explained to Mr. Rowe that Council had no jurisdiction over liquor permits; however at the present time they had no objection to such a place of business. TION ACCEPTED Moved by Councilman Memmesheimer, seconded by Councilman Jumper and duly carried this resignation be accepted, with deep regret. Moved by Councilman Jumper, seconded by Council- man Memmesheimer that Councilman Malone be appointed acting Mayor. Carried by the following vote of the Council: COUNCILMAN MALONE Ayes: Councilmen: Nasser, Jumper, Memmesheimer. APPOINTED MAYOR Noes: None. Absent: None. Councilmen Malone not voting. With Councilman Malone presiding as Mayor, it was moved by Councilman Memmesheimer, seconded by Councilman Jumper that Claude H. Dickerson CLAUDE H. DICKERSON be appointed a member of the Azusa City Council APPOINTED COUNCILMAN to fill the vacancy caused by the resignation of Raymond J. Lamm. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Jumper, Memmesheimer, Malone. Noes: None. Absent: None. Mr. Dickerson being present came forward, took and subscribed to the constitutional oath of office and was seated at the Council table. Moved by Councilman Jumper, seconded by Council- man Memmesheimer that Councilman Malone be appointed Mayor of the City of Azusa. City Engineer Kressly reported on the disincor- poration of a portion of Sierra Madre Avenue and CITY ENGINEER'S submitted a map together with description of the REPORT ON DISINCORPOR- land to be excluded. ATION ACT Council took no action in the matter. The matter of erecting STOP signs on Virginia Avenue from Third Street north to Foothill Blvd. and on Vernon Avenue from Third Street south to Broadway Road was discussed and the City Attorney STOP SIGNS FOR VERNON was instructed to prepare an ordinance. AND VIRGINIA AVENUES The City Attorney was instructed to prepare a resolution setting forth the salary raise schedule for officers in the Police Department. Councilman Jumper offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ' AZUSA APPROVING AN AGREEMENT DATED, DECEMBER 1, 1947 BETWEEN THE CITY OF AZUSA AND THE SOUTHERN CALIFORNIA EDISON COMPANY, A CORPORATION, A COPY OF WHICH AGREEMENT IS NOW IN THE OFFICE OF THE CITY CLERK AND AUTHORIZING THE MAYOR TO SIGN THE SAME AND THE CITY CLERK TO ATTEST THE SAME. Moved by Councilman Nasser, seconded by Council- man Memmesheimer this resolution be adopted as read and numbered resolution No. 2160.
