The City Council of the City of Azusa met in regular session at the above time and place. Present at roll call: Councilmen: Nasser, Jumper, Memmesheimer, Dickerson, Malone, City Attorney Tscharner and City Clerk. Absent: None. Each member present acknowledged receipt of a written copy of the minutes of March 15, 1948 and the regular adjourned meeting of March 23, 1948. The Mayor asked if there were any objections or corrections to said minutes. There being none, the minutes of March 15, 1948 and March 23, 1948 were approved as written. The Clerk announced that two bids had been received in answer to Notice Inviting Bids on a 2J ton truck for use in the Street Department. Moved by Councilman Memmesheimer, seconded by Councilman Jumper the bids be now opened, examined and publicly declared. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Jumper, Memmesheimer, Dickerson, Malone. Noes: None. Absent: None. A. J. Moved by Councilman Jumper, seconded by Council- man Memmesheimer the bids be referred to Council- man Dickerson, Chairman of Public __Works and Superintendent of Streets Arthur -Wolfe, with power to act. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Jumper,--Memmesheimer, Dickerson, Malone. Noes: Nona. Absent: None. A petition with 15 signatures attached thereto, requesting Council to repair the sidewalks on East Tenth Street, damaged by the roots of elm trees, was read. It was unanimously agreed that this matter be referred to the Street Superintendent and the City Clerk instructed to advise Mrs. Cora E. Bream of 324 E. 10th Street of the action taken by Council. A communication signed by V. D. Smith and A. L. Sonderegger suggesting that the Water Super- intendent be authorized to purchase water stock of the companies which serve areas within the BIDS REFERRED TO CHAIRMAN OF PUBLIC IAORKS AND STREET SUPERINTENDENT PETITION REQUESTING REPAIR TO SIDRYALK 7SaEZ CITY HALL, AZUSA, CALIFORNIA. MONDAY, APRIL 59 1948. 7:30 P.M. City limits; that an ordinance be adopted to make City -water service on any area definitely contingent upon the deeding to the City of any water rights appertaining to the area, was read. Councilman Memmesheimer offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, DECLARING ITS INTENTION NOT TO ACCEPT ANY SUBDIVISIONS, PLATS OR ADDITIONS TO THE CITY OF AZUSA WITHOUT t FIRST HAVING OBTAINED FROM SUCH SUBDIVIDOR OR OWNER OF THE PREMISES A CONVEYANCE TO THE CITY OF ALL WATER RIGHTS WHICH MAY BE APPURTENANT TO THAT LAND OR WHICH MAY BE USED THEREON OR WHICH HAS BEEN USED THEREON AT ANY TIME WITHIN A YEAR PRIOR TO SUCH CONVEYANCE. Moved by Councilman Dickerson, seconded by Coun- cilman Jumper this resolution be adopted as read and numbered Resolution No. 2206. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Jumper, Memmesheimer, Dickerson, Malone. Noes: None, Absent: None. A notice of the snnual meeting of the San Gabriel Valley Protective Association was read and ordered placed on file. A communication from the State Compensation Insurance Fund complimenting the City Employees on their accident prevention activities, was read and ordered placed on file. A request for the erection of a "No Thru ' Street" sign on the corner of Angeleno Avenue and First Street, was offered. Moved by Councilman Memmesheimer, seconded by Councilman Dickerson this matter be referred to the Street Superintendent, with power to act. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Jumper, Memmesheimer, Dickerson, Malone. Noes: None. Absent: None. It was unanimously agreed the Street Super- intendent be instructed to erect a sign at the Intersection of Azusa Land and Azusa Avenue to the effect that Azusa Lane is not a dedicated street and not the responsibility of the City. A notice of the League of California Cities meeting to be held in Lynwood was read and ordered placed on file. A Notification of Alcoholic Beverage License Application from the State Board of Equalization for "Off Sale General", requested by Walter B. and Sally B. Rowe, was read and no action taken. ' A communication addressed to the Mayor and signed by J. A. Beek, Secretary of the Senate State of California, was read. Moved and carried the matter be referred to the City Attorney to prepare a resolution on Senate Joint Resolution No. 12, Councilman Memmesheimer offered an Ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING ORDINANCE NO. 326 OF SAID CITY OF AZUSA ENTITLED, "AN ORDINANCE OF THE CITY OF AZUSA LICENSING FOR THE PURPOSE OF REVENUE AND REGULATION, ALL AND EACH KIND OF BUSINESS CARRIED ON IN SAID CITY; PRESCRIBING THE PENALTY FCR VIOLATION OF THIS 273. RESOLUTION NO. 2206 ADOPTED NOTICE OF MEETING COMMUNICATION FROM STATE COMPENSATION INSURANCE FUND ERECTION OF STREET SIGNS REFERRED TO STREET SUPERINTEN- DENT STREET SUPERINTEN- DENT INSTRUCTED TO ERECT SIGN NOTIFICATION FILED ' SENATE JOINT RESOLUTION NO.12 REFERRED TO CITY ATTORNEY ORDINANCE READ FOR FIRST TI1TE 7SGEZ _ _ CITY HALL, AZUSA, CALIFORNIA. ORDINANCE, AND REPEALING AS OF JULY 1, 19370 ORDINANCE NO. 2849 ORDINANCE NO. 290, ORDINANCE NO. 310, ORDINANCE NO. 315 AND ALL OTHER ORDINANCE OR PARTS OF ORDINANCES, INSOFAR ONLY AS ANY OF THE PROVISIONS OF SAME CONFLICT HEREWITH. to be placed upon its first reading. This Ordinance was then read for the first time. Councilman Jumper recommended all those who took part in the "Park in a Day activitytt be ' congratulated. Councilman Memmesheimer offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, CON- GRATULATING CIVIC ORGANIZATIONS AND OTHERS WHO TOOK AN ACTIVE PART IN THE BUILDING OF A PARK IN A DAY. Moved by Councilman Memmesheimer, seconded by Councilman Dickerson this resolution be adopted as read and numbered Resolution No. 2207. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Jumper, Memmesheimer, Dickerson, Malone. Noes: None. Absent: None. A request for material to repair the roof of the American Legion Club House, was offered. Moved by Councilman Memmesheimer, seconded by Councilman Jumper the City Council authorize the Chairman of Public Works to obtain the necessary material for the repair of the roof; ' the bill for the material to be presented to the City for payment. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Jumper, Memmesheimer, Dickerson, Malone. Noes: None. Absent: None. Councilman Nasser offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, EMPLOYING THOMAS LOPEZ, RICHARD MIRANDA AND EDGAR WOODS AND FIXING THEIR SALARY OR COMPENSATION. Moved by Councilman Dickerson, seconded by Councilman Memmesheimer this resolution be adopted as read and numbered Resolution N0.2208. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Jumper, Memmesheimer, Dickerson, Malone. Noes: None. Absent: None. Mr. Sedley Peck addressed Council relative to the rezoning of property now owned by Mrs. Follows, requesting that it be rezoned from a C-3 to M-1. ' Council advised Mr. Peck they could not take action in this matter until the Planning Commission filed a recommendation. Moved by Councilman Nasser, seconded by Councilman Memmesheimer the following requisitions be allowed: 2582-2586, 968-1003 LW.
