The City Council of the City of Azusa met in regular session at the above time and place. Present at roll call: Councilmen: Nasser, Jumper, Memmesheimer, Dickerson, Malone, City ROLL CALL Attorney Tscharner and City Clerk. Absent: None. Each member present acknowledged receipt of a written copy of the minutes of April 5, 1948. The Mayor asked if there were any objections or MINUTES APPROVED ' corrections to said minutes. There being none, the minutes of April 5, 1948 were approved as written. The petition for zone variance on Lots 21-22-23 and 24 in Block 13, Map of Azusa, offered by Mrs. R. M. Follows was read. The Planning Commission recommended a zone variance be granted Mrs. Follows from a C-3 to an M -1 -Zone. Mr. Beehman addressed Council explaining that he would like to see the Master Plan adopted MRS FOLLOWS REQUEST= before the variance is granted. ED A ZONE VARIANCE It was unanimously agreed that this matter be carried over until the adjourned meeting, Tuesday, April 20, 1948. A request was presented to Council to solicit pupils for the California Musical Institute. No action taken in this matter. Mr. Thompson, representing Mr. Wright of the ' Azusa Herald, requested permission to distribute hand bills advertising a sale for the Alpha DISTRIBUTING HAND Beta Store. BILLS No action taken in this matter. A letter from the Regional Planning Commission, signed by Wm. J. Fox relative to an amendment No. 112 to the Master Plan of Highways of Los Angeles County effecting highways within the AMENDMENT TO MASTER City, was read. PLAN OF HIGIB11AYS The City Clerk was instructed to write Mr. Fox requesting an explanation of the map accompany- ing his letter. A letter from Governor Earl Warren relative to the Disaster Program was read. Moved and carried this letter be referred to the Mayor. Councilman Memmesheim3r offered an Ordinance entitle d: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY ' OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, "RELATING TO THE DISASTER". to be placed upon its first reading. This Ordinance was then read for the first time. Councilman Memmesheimer offered -an Ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING ORDINANCE NO. 326 OF THE SAID CITY OF AZUSA ENTITLED, "AN ORDINANCE OF THE CITY OF AZUSA LICENSING FOR THE PURPOSE OF REVENUE AND REGULATION, ILL AND EACH KIND OF BUSINESS CARRIED ON IN SAID CITY; PRESCRIBING THE PENALTY FOR VIOLATIONS OF THIS ORDINANCE, AND REPEALING AS OF JULY 11 1937, ORDINANCE NO. 284, ORDINANCE NO. 290, ORDINANCE NO. 3100 ORDINANCE NO. 315 AND ALL OTHER ORDINANCES, COMMUNICATION ON DISASTER PROGRAM ORDINANCE,NO.401 READ FOR FIRST TIME ORDINANCE NO. 400 ADOPTED 7S6EZ - _ _ 281. Moved by Councilman Dickerson, seconded by Councilman Nasser Council waive the further reading of this ordinance. Councilman Nasser offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROVING FIRST SUPPLEMENTAL MEMORANDUM OF AGREEMENT FOR EXPENDITURE OF 1/4 CENT GAS TAX ALLOCATED FOR STATE HIGHWAYS. Moved by Councilman Dickerson, seconded by Councilman Memmesheine r this resolution be adopted as read and numbered Resolution No.2209. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Jumper, Memmesheimer, Dickerson, Malone. Noes: None. Absent: None. A petition, with 23 signatures attached thereto representing the owners of property on the east and west sides of Angeleno Avenue between 5th and 6th streets, requesting the necessary steps involved to contract, build and assessthe owners for curbing, was read. Moved by Councilman Nasser, seconded by Council- man Dickerson that the petition be referred to the City Engineer to give the cost of curbs and to add the cost of extending the paved street to the curb, and report at the next regular meeting of Council. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Jumper, Memmesheimer, Dickerson, Malone. Noes: None. Absent: None. RESOLUTION NO.2209 AD')PTED PETITION FILED Mr. Malim and others addressed Council relative to the installation of telephones or fire alarms boxes in the southwest portion of the City, to provide additional fire protection. Mayor Malone advised those present that work had been started on a project of this type. A letter to Street Superintendent Wolfe, expressing appreciation for work done on the Memorial Park, was read and ordered placed on file. A request to use the Auditorium, offered by the Duncan Brothers, was read and ordered placed on file. A letter -from Mrs. E. F. Davies suggesting that services be held at the Memorial Park on Memorial Day, was read. Moved by Councilman Memmesheimer, seconded by Councilman Nasser the City Clerk be instructed to advise Mrs. Davies that this matter had been referred to the.American Legion and Veterans of Foreign Wars. A letter from the Young Women's Christian WORK STARTED ON FIRE PROTECTION FOR SOUTIMTEST PORTION OF CITY LETTER FILED CITY CLERK INSTRUCTE1 TO WRITE MRS DAVIES 7SaE7, aq 00 cq 283 CITY HALL, AZUSA, CALIFORNIA. MONDAY, APRIL 199 1948. 7:30 P.M. Association inviting a member of Council to attend a Buffet Supper Sunday, April 25 at 6:00 P.M., was read. Moved and carried Councilman Nasser and his wife attend this function. Mr. Dawes, Superintendent of Azusa City Schools informed the City Engineer that the District owned 15 shares of water stock and would be willing to transfer the shares to the City if the City agree to perform grading and such other work for the District to the amount of $75.00, according to a letter addressed to Superintendent of Water Department V. D. Smith, and signed by the Engineer. Moved by Councilman Jumper, seconded by Council- man Dickerson Council accept the proposal of Mr. Dawes provided the work already completed for the School District be included in the figure of $75.00. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Jumper, Memmesheimer, Dickerson, Malone. Noes: None. Absent: None. TENTATIVE PROPOSAL ON CONSTRUCTION OF SANITARY SEVER APPROVED PURCHASE OF WATER STOCK FROM AZUSA SCHOOL DISTRICT A letter addressed to the City and signed by Robert L. Chass, Assistant Chief Inspector for CITY ATTORNEY TO the County of Los Angeles Air Pollution Control CHECK COMPLAINT ON District, relative to the smoke from City dump, SMOKE EMITTED FROM was read. CITY DUMP The City Attorney said he had requested further information in this matter. A letter addressed to City Engineer Kressly signed by W. L. Fahey, Asst. Dist., Engr., Maintenance for State Division of Highways, relative to encroachment permits, was read. Moved by Councilman Memmesheimer, seconded by Councilman Dickerson the Mayor and City Clerk be instructed to sign the two attached copies of the letter from the State Division of Highways. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Jumper, Memmesheimer, Dickerson, Malone. Noes: None. Absent: None. Councilman Memmesheimer offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, ACCEPTING EASEMENT DEED FROM DE ROY F. COBB AND NELLIE M. COBB TO THE CITY OF-AZUSA AND AUTHORIZING THE RECORDING THEREOF. Moved by Councilman Jumper, seconded by Council- man Dickerson this resolution be adopted as read and numbered Resolution No. 2210. MAYOR AUTHORIZED TO SIGN LETTERS RELATIVE TO ENCROACHTMENT PERMITS RESOLUTION NO.2210 ADOPTED A letter addressed to Meyers and Evers of San Francisco and signed by Paul E. Kressly, City Engineer, relative to the construction of an 811 dia. sanitary sewer and appurtenances from ' the property of the General Brewing Corp, at 8th Street and Georgia Avenue to 6th Street and Virginia Avenue, was read. Moved by Councilman Jumper, seconded by Council- man Memmesheimer the City Clerk be instructed to advise Mr. Kressly the tentative proposal as presented to Council, is agreeable. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Jumper, Memmesheimer, Dickerson, Malone. Noes: None. Absent: None. Councilman Memmesheimer offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, ACCEPTING EASEMENT DEED FROM COE F. HAWTHORNE AND GERTRUDE LUCILLE MURRELL TO THE CITY OF AZUSA AND AUTHORIZING THE RECORDING THEREOF. Moved by Councilman Memmesheimer, seconded by Councilman Dickerson this Resolution be rescinded upon the failure of Hawthorne & Murrell to file a Deed providing for paving and curbs at their expense. A Notification of Alcoholic Beverage License application from the State Board of Equalization for "off sale beer and wine", was read. Moved and carried this matter be referred to Officer Magnell. The request for two pick-ups per month on cans, ' at the Jack Trailer Lodge, was referred to Superintendent of Streets Arthur Wolfe. Moved and carried the City.Clerk be instructed to advise Mrs. Strong of 946 Dalton Avenue that the removal of trees on 11th Street should be taken up with the Planning Commission. Moved by Councilman Jumper, seconded by Council- man Memmesheimer the purchase of a lawn mower be referred to the Chairman of Purchasing, with power to act.
