SUBJECT: APPROVAL OF AGREEMENT BETWEEN AZUSA PACIFIC UNIVERSITY (APU)
AND THE CITY OF AZUSA FOR UNIVERSITY RESOURCE OFFICER (URO)
SERVICES
SUMMARY:
Azusa Pacific University (APU) has contracted with the City for the past four (4) years for a full-time
police officer to serve as a University Resource Officer (URO). Unlike the School Resource Officer with
the school district, this is not a shared cost program, and APU pays for the assigned officer’s full salary
and benefits while he/she works in that capacity. The proposed action approves an agreement with APU
for a URO for the 2017-18 academic school year.
RECOMMENDATION:
Staff recommends that the City Council take the following action:
1) Approve the attached one year agreement between the City of Azusa and Azusa Pacific
University (APU) to provide a full-time police officer to serve as a University Resource Officer
(URO) for the 2017-2018 APU undergraduate academic school year; and
2) Adopt Resolution No. 2017-C50, authorizing Traffic Enforcement on certain Private Streets
within the City.
DISCUSSION:
The proposed agreement will mark the fifth year of the URO program between APU and the Police
Department. The function of the URO position is comparable to that of a traditional Student Resource
Officer (SRO). However, unlike the SRO where AUSD shares the cost with the City, APU is billed for
100% of the salary and benefits of the assigned officer while he/she works in that capacity.

APU and the Police Department have found the URO program mutually beneficial and recommend
entering into another one year agreement for the 2017-2018 undergraduate academic school year. The
attached agreement has been approved as to form by both the City Attorney and APU general counsel.
FISCAL IMPACT:
The General Fund budget will realize a net savings due to payment by APU for the assigned URO’s
salary and benefits while working in that capacity (approximately $80,000).

RESOLUTION NO. 2017-C50
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA,
CALIFORNIA, AUTHORIZING TRAFFIC ENFORCEMENT ON
CERTAIN PRIVATE STREETS WITHIN THE CITY
WHEREAS, California Vehicle Code section 21107.5 authorizes a City to adopt an
ordinance or resolution, following a public hearing, finding and declaring that certain privately
owned and maintained streets are so connected with public streets or highways that the public
cannot determine that the private streets are not public streets or highways, and upon adoption
of such an ordinance or resolution the provisions of the California Vehicle Code become
applicable to and enforceable on those private streets; and
WHEREAS, the City Council of the City of Azusa hereby intends to utilize such
authorization and thereby authorize (but not mandate) police officers of the City of Azusa to
enforce any and all California Vehicle Code regulations, including but not limited to traffic and
parking regulations, within the private streets;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Azusa as
follows:
Section 1. The City Council hereby finds and declares that, following ten days prior
notice to the owner thereof and the conclusion of a public hearing thereon, the following streets
and parking lots providing internal circulation depicted on the attached map are privately owned
and maintained and so connected with public streets and highways that the public cannot
determine that the streets are not public highways. Pursuant to California Vehicle Code section
21107.5, the City Council hereby authorizes (but does not mandate) police officer of the City of
Azusa to enforce any and all California Vehicle Code regulations, including but not limited to
traffic and parking regulations, within these specified private streets and parking lots:
1. University Way
2. Trinity Lane
3. Shire Way
4. Centennial Lane / Odell Lane
5. Sago Lane
6. Haggard Way / Carter Drive
7. Mary-Hill Lane
8. Parking Lot’s – A, C, D, E, F, G, H & I
Section 2. The City Council herby finds and determines that the adoption of this
resolution is exempt from the California Environmental Quality Act (CEQA) pursuant to Public
Resources Code section 21080(b)(8)(1) because this Resolution approves fees for the purpose of
meeting the operating expenses of the City.
The City Clerk shall certify the passage of this Resolution.
