SUBJECT: APPROVAL OF BID AND AWARD OF CONTRACT TO THE CALIFORNIA
SURFACING CO. FOR ATHLETIC COURT RESURFACING PROJECT #41017A
AT MEMORIAL, NORTHSIDE, SLAUSON AND GLADSTONE PARKS
SUMMARY:
The Athletic Court Resurfacing Project at Memorial, Slauson, Northside and Gladstone Parks is a
budgeted FY 2016-17 CIP Project. The Project consists of the resurfacing of basketball, volleyball
courts, tennis courts (Northside Park only) and handball courts with a colored non-slip surfacing. The
CIP Project will be funded with $55,000 of Rosedale Contribution Funds. In addition, $4,750.00 will
be added to the project with Quimby funds increasing the total project costs to $59,750. This action
approves the bid and awards a contract to The California Surfacing Co. in the amount of $59,750.00 for
athletic court resurfacing.
RECOMMENDATION:
Staff recommends that the City Council take the following action:
1) Approve bid and award a contract to The California Surfacing Co. in the amount of $59,750.00.
DISCUSSION:
The City’s park system and specifically the athletic courts are valued community assets. This project
would allow for the resurfacing of the courts at Memorial Park, Northside Park, Gladstone Park and
Slauson Park respectively, in turn repairing cracks and thus reducing liability. The project will also
improve the aesthetics of the courts by adding a new vibrant color surface material. Overall, this project
will complement the City’s exemplary playground equipment and other park amenities.
On June 20, 2016, the Athletic Court Resurfacing Project was approved and adopted as part of the FY
2016-17 CIP Budget Program. The Recreation and Family Services Parks Division has performed an

informal sealed bid process and solicited bids from several reputable athletic court resurfacing
contractors. Only one bid was received which is outlined in the table below.

The California Surfacing Co. $59,750.00
Staff recommends that the contract be awarded to The California Surfacing Co. in the amount of
$59,750.00.
FISCAL IMPACT:
Of the total Athletic Court Resurfacing project cost of $59,750, $55,000 was included in the FY 2016-17
CIP budget under account #06-80-000-410-7120/41017A-7120. The difference of $4,750 ($59,750-
$55,000) will be added to the project with Quimby Funds increasing the total project costs to $59,750,
and there is available Quimby fund balance of $25,274.17 under Account # 19-25-420-000 as of June
12, 2017. Upon Council approval, Staff will prepare a budget amendment to add $4,750 of Quimby
funds to this project.
