BUTZLAFF, ICMA-CM, CITY MANAGER FROM: ADRIAN GARCIA, CMC, CHIEF DEPUTY CITY CLERK DATE: JUNE 5, 2017 SUBJECT: APPOINTMENTS TO CALIFORNIA JPIA BOARD OF DIRECTOR AND ALTERNATES FOR ANNUAL BOARD OF DIRECTORS MEETING SUMMARY: The Annual Board of Directors meeting for California Joint Powers Insurance Authority (JPIA) is scheduled for Wednesday, July 19, 2017 at 7:00 p.m. at the Authority’s campus in La Palma. To participate in this meeting, each City is required to designate a Director. This action will appoint one (1) Director which must be a member of the City Council and two (2) alternates to vote on the City’s behalf at the annual Board of Directors business meeting. RECOMMENDATION: Staff recommends that the City Council take the following actions: 1) Appoint one (1) Director to represent the City at the annual Board of Directors business meeting for California Joint Powers Insurance Authority; and 2) Appoint two (2) alternates the City Manager and Director of Human Resources to represent the City at the annual Board of Directors business meeting. DISCUSSION: Last year, the City joined the California Joint Powers Insurance Authority (JPIA) for general liability, property and workers compensation insurance coverage. The JPIA bylaws require that each respective City designate a Director and two alternates to represent the City at the annual Board of Directors business meeting. Such designation must be approved by the City Council and confirmation of the designation is to be provided to the JPIA in advance of the annual business meeting. Currently, Mayor Rocha serves as the City’s Director. In addition, the City Council appointed City Manager Butzlaff and former Director of Human Resources Ayala to serve as alternates.
