SIERRA MADRE AVENUE STREET REHABILITATION PROJECT – CIP PROJECT

SUMMARY:
On May 15, 2017, the City Council awarded a contract to All American Asphalt for the Sierra Madre
Avenue Street Rehabilitation Project. The proposed action will authorize the City Manager to execute a
Task Order with HR Green to perform construction management and inspection services for the Sierra
Madre Avenue Street Rehabilitation Project.
RECOMMENDATION:
Staff recommends that the City Council take the following action:
1) Authorize the City Manager to execute a Task Order with HR Green for a not-to-exceed fee
amount of $57,500 to perform construction management and inspection services for the Sierra
Madre Avenue Street Rehabilitation Project.
DISCUSSION:
The Sierra Madre Avenue Street Rehabilitation Project will rehabilitate the pavement on Sierra Madre
Avenue from Todd Avenue to Azusa Avenue, approximately one mile in length. Additional
improvements include removal and replacement of damaged curb & gutter, sidewalk, and curb ramps at
various locations throughout the project limits.
Staff solicited proposals from all three of its on-call engineering consultants to perform construction
management and inspection services for this project. HR Green’s proposal and experience was the most
qualified for the desired services. Their approach and methodology are in line with the services needed
to successfully manage and inspect the improvements performed by the contractor, All American
Asphalt.

FISCAL IMPACT:
The proposed recommendation was included in the FY2016-17 approved budget under project 66117H
in the amount of $1,020,000. As of May 31, 2017, the available balance was $1,008,824.
The Task Order with HR Green for a not-to-exceed fee amount of $57,500 will be funded with Measure
R Funds stated above. Of the $1,020,000 project budget, $844,470 was recently awarded for
construction, leaving a balance of $175,530 to fund the Task Order with HR Green.

Dear Daniel,
HR Green California, Inc. (HR Green) will provide a seasoned construction management/inspection team to
oversee the critical rehabilitation of Sierra Madre Avenue between Todd Avenue and Azusa Avenue. HR Green
will provide full service construction management services and inspection for this project from the
preconstruction meeting through project close-out. Through our subconsultant, Ninyo & Moore, we will
provide materials testing services to ensure overall project quality.
Our staff possesses all the necessary qualifications and experience required to successfully complete this
pavement rehabilitation project. As the project Engineer of Record, we have a complete understanding of this
project. We will emphasize public safety, convenience, project quality and on-time completion.
FIRM & STAFF EXPERIENCE
HR Green has more than 100 years of consulting experience in service to public agencies. We have delivered
award-winning transportation-related projects throughout the country. We have a highly-qualified team of
construction managers and public works inspectors in southern California that can deliver your pavement
rehabilitation project in full compliance with the contract documents and applicable City standards and policies.
Recently, our staff has provided construction management/inspection of similar pavement rehabilitation
projects for various cities, such as Jurupa Valley, San Gabriel, Palos Verdes Estates, Laguna Hills and Lake
Elsinore, including the installation of rubberized pavement and other cost-effective and environmentally-
sensitive pavement applications.
Mike Myers, PE, QSD/QSP, will serve as Project Manager. Mike brings 35+ years of public works infrastructure
design and construction management experience. Chase Keys, EIT, who was the Design Project Engineer for this
project, will serve as the Office Engineer. He provides unparalleled project insight and continuity. Scott Gibson,
QSP, CISEC or Jasen Vanderwork, will serve as the Public Works Inspector and provide the on-site observation of
the project progress and the contractor’s work. Scott and Jasen each have 25+ years of construction experience.
Both inspectors are very proficient in this project’s scope of work, record keeping, measurement/payment,
public relations and safety. Ninyo & Moore, a highly-qualified geotechnical technical and materials testing firm
will provide soils and materials testing.

A professional civil engineer, Mike has over 35 years of experience in civil infrastructure planning, design, and
construction management, local government services, and business operations and management. He has held
senior engineering/construction management positions for 15+ Southern California cities, including some in Los
Angeles County. He has delivered pavement rehabilitation projects throughout Southern California, some of
which have involved innovative and environmentally friendly pavement applications. His experience also
includes land development and infrastructure planning, public works facilities design, construction management
and inspection and community service, including Chairman, City of Redlands Public Works Commission. He has
overseen the planning, design, and construction, of public infrastructure including transportation, water,
wastewater, and storm water.
Chase Keys, EIT – Office Engineer

Chase has well-round experience preparing plans, specifications, estimates, and construction documents and/or
construction oversight of pavement rehabilitation and parking lot projects for the Cities of Azusa, Palos Verdes
Estates, Lake Elsinore, and Jurupa Valley. He was the Design Project Engineer for Azusa’s Sierra Madre project.
Chase has provided both office and field construction engineering on street improvement and pavement
rehabilitation projects, and processed paperwork through Caltrans and regional stakeholder/approval agencies.
He has also been embedded at City offices processing permits, responding to public inquiries and utility
concerns, reviewing various utility plans, and utilizing permitting and database software to track public works
and development activity through a GIS interface.

Scott brings more than 25 years of experience in the construction industry, serving as a Senior Inspector on a

City, Lakewood, Manhattan Beach, Palos Verdes Estates, Placentia, Inglewood, and Jurupa Valley. His
experience includes paving, concrete structures, steel structures, Underground Storage Tanks (UST), pipeline,
electrical, and landscape construction. Related projects include road, highway and bridge widening; pavement

Jasen has 25+ years of infrastructure construction and inspection. Recently, he has inspected street
improvement and pavement rehabilitation projects for Jurupa Valley. His wide ranging experience
encompasses pre-project analysis, comprehensive review of plans, bid preparation, grading; installation of
sewer, water and storm drains; dry utilities; installation of curb and gutter; street paving, retaining walls,
perimeter walls, perimeter landscaping, signal lights, street lights, park work, project safety, erosion and dust
control. Jason has supervised, scheduled, monitored and directed multiple contractors with large staff
contingents. He has developed and led numerous group presentations and pre-construction meetings. He has
planned for and prepared meeting agendas, schedules and other communications. Jason has successfully
managed numerous jobs, ranging from simple dirt export projects to mass hillside grading for hundreds of
homes.
PROPOSED PROJECT SCOPE OF SERVICES / APPROACH
HR Green will provide Construction Management and Inspection services for the Sierra Madre Avenue Street
Improvement Project, Todd Avenue to Azusa Avenue (CIP Project No. 66117H) as shown on Attachment A.
PROPOSED FEE
HR Green proposes to provide construction management and inspection services for the Sierra Madre Avenue
Street Improvement Project, Todd Avenue to Azusa Avenue (CIP Project No. 66117H) in accordance with
Attachment A and for a project duration of sixty (60) working days for a lump sum, fixed fee not to exceed
$57,500.00
The fee for construction management and inspection services includes payment of prevailing wages, HR
Green/Ninyo & Moore vehicles, equipment and all consumables. Our lump sum fee is based on the contractor
working between the hours of 7:00 AM to 5:00 PM Monday through Friday per Article 31 General Provisions.
