LACASELLA, MANAGEMENT ANALYST DATE: JUNE 5, 2017 SUBJECT: QUARTERLY LEGISLATIVE UPDATE SUMMARY: On March 6, 2017, the City Council adopted a Legislative Platform and 2017 State and Federal Legislative Priorities. Over the past months, Staff has submitted position letters on various legislative proposals that would have a direct impact to the City and its residents. This report summarizes the position letters submitted and the current status of the legislative proposals. RECOMMENDATION: Staff recommends that the City Council take the following action: 1) Receive and file the Quarterly Legislative Update. DISCUSSION: Every year members of the California State Assembly and Senate introduce hundreds of bills. In addition, other government agencies or elected boards introduce policy issues of regional significance that may impact the City. On occasion, the City is requested to comment upon or indicate a position on a particular bill or policy issue. With the adoption of the 2017 Legislative Platform, Staff has submitted position letters on ten (10) legislative proposals this legislative session. The following, summaries position letters submitted to date and the current status of the legislative proposals: LEGISLATION POSITION STATUS ATTACHMENT AB 1180 (Holden) Stormwater Permit Compliance Fund Support In committee: Set, first hearing. Referred to Appropriations Committee. Bill placed in suspense file. 1 APPROVED CITY COUNCIL 6/5/2017 Received and Filed Quarterly Legislative Update June 5, 2017 Page 2 AB 1250 (Jones-Sawyer) Counties and Cities: Contracts for Personal Services Oppose Amended in Appropriations Committee and set to Assembly Floor. Ordered to third reading 2 SB 1 and ACA 5 Transportation Funding Support Approved by the Governor. Chaptered by Secretary of State. 3 SB 231 (Hertzberg) Local Government: Fees and Charges Support Referred to Com. on L. GOV. 4 SB 541 (Allen) Stormwater Guidelines for School Support Ordered to third reading. 5 SB 589 (Hernandez) Municipal Separate Strom Sewer System: Financial Capability Analysis Support Held in committee and under submission. 6 SB 649 (Hueso) Wireless and Small Cell: Telecommunications Facilities Oppose Ordered to third reading. 7 SB 711 (Hill) Local-State Sustainable Investment Incentive Program Support Passed Senate and ordered to the Assembly. 8 Prop. 64 Trailer Bill Implementing the Adult Use of Marijuana Act Oppose The Administration’s proposed trailer bill, is set to be adopted by the June 15th budget deadline. 9 SB 268 (Mendoza) Los Angeles County Metropolitan Transportation Authority Oppose Ordered to third reading. 10 As requested by Councilmember Gonzales at the May 15th City Council meeting, positions letters and past quarterly legislative updates are now available for the public to view on the City’s website under City Council, Legislative Platform. Position letters for all the legislation referenced above are attached to this report. FISCAL IMPACT: There is no fiscal impact associated with the recommended action.
