The City Council of the City of Azusa met in regular session at the above time and place. Present at roll call: Councilmen: Nasser, Ortuno, Memmesheimer, Malone, Jumper, City Attorney Tscharner and City Cle rk. ROLL CALL Absent: None. Each member present acknowledged receipt of a written copy of the minutes of May 17, 1948. The Mayor asked if there were any objections ' MINUTES APPROVED or corrections to said minutes. There being none, the minutes of May 17, 1948 were approved as written. Mrs. Arrietta addressed Council relative to the erection of a building on Azusa Avenue between Third and Fourth Streets. REQUEST FOR BUSINESS Mayor Jumper advised Mrs. Arrietta that he would BUILDING ON AZUSA AVE. have an expression from Mr. Commons by the 21st of June, relative to the Master Plan. The Center Furniture Store offered a bid on the pride of paint for the American Legion Hall. No action taken in this matter. PAINT FOR LEGION HALL A letter of appreciation from the president of the Parent Teachers Association, was read and ordered placed on file. A letter from John F. Bender relative to the sale of tax deeded property described as a portion of Lot 53 of Sub. #2 Azusa Land and Water Company, was read. COMMUNICATION RELATIVE ' TO SALE OF LOT #53 Moved by Councilman Nasser, seconded by Council -OF SUB #2 AZUSA LAND man Malone the City Clerk be instructed to WATER CCM?ANY advise Mr. Bender to prepare the necessary Notice of Sale in order that the property may be sold on a quitclaim deed lZasis. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Ortuno, Memmesheimer, Malone, Jumper. Noes: None. Absent: None. A letter signed by Alfred M. Rulofson, City Auditor, relative to the inspection of account- ing records maintained by Carl's Cafe with AUDIT OF RECORDS respect,to city sales tax, was read. (CARL'S CAFE) Moved by Councilman Nasser, seconded by Council- man Ortuno that Council accept the recommendation of Mr. Rulofson and approve the application of Carl's Cafe for a refund of over -payment of city sales tax in the amount of $25.56. The City Clerk instructed to draw a check in favor of Carl's Cafe for said amount. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Ortuno, Memmesheimer, Malone, Jumper. Noes: None. Absent: None. Mr. Saul Winokur of the Center Furniture Store requested permission to place a bench on the south-east corner of Azusa Avenue and Foothill Blvd. for the convenience of passengers waiting for the Azusa Motor Bus. No action taken in this matter. Mr. Donald Buffington addressed Council relative to power leak developed adjacent to #777 West 8th Street. REQUEST TO PLACE A BENCH ON FOOTHILL BVD. It was unanimously agreed this matter be referred to Superintendent V. D. Smith to contact the Southern California Edison Company. 7SGEZ 00 cit 319 CITY HALL, AZUSA, CALIFORNIA. MONDAY, JUNE 71 1948. 7:30 P.M. Notification of Alcoholic Beverage License Application for Frank D. Stone and Peter J. Unruh were offered. No action taken. Mr. Anschell, representing the C & M Sales Company of Pasadena, addressed Council relative to selling on consignment to local merchants REQUEST TO INSTALL a semi punch board. PUNCH BOARD Moved by Mayor Jumper, seconded by Councilman ' Malone this matter be referred to the Police Committee and City Attorney to report back at the next regular meeting of Council. Carried by the following vote of the Council: Ayes: Councilmen; Nasser, Ortuno, Memmesheimer, Malone, Jumper. Noes: None. Absent: None. Mr, R. H. Wyatt, C. H. Farham and E. B. Ruling addressed Council relative to the petition on file requesting the improvement of North Vernon Avenue between First and Third Streets. Mayor Jumper explained the City's position in this matter and no further action was taken. A communication from The General Brewing Cor- poration relative to the construction of an 8"' diameter sanitary sewer and appurtenances from the property of the Brewerey site at Eighth Street and Georgia Avenue to Sixth Street and Virginia Avenue, was read. Moved by Councilman Malone, seconded by Council- man Memmesheimer the matter of drawing a con- tract between the City of Azusa and the General Brewing Corp. be referred to the City Engineer and City Attorney. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Ortuno, Memmesheimer, Malone, Jumper. Noes: None. Absent: None. Mayor Jumper appointed Mrs. Anna Spriggs and Mrs. Mattie Owens to serve on the Library Board, their term of office to expire as of June 309 1951. Moved by Councilman Memmesheimer, seconded by Councilman Malone Council approve the action of the Mayor. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Ortuno, Memmesheimer, Malone, Jumper. Noes: None. Absent: None. Councilman Malone offered an ordinance entitled: AN ORDINANCE PROHIBITING PERSONS OWNING OR HAVING CHARGE, CARE, CUSTODY OR CONTROL OF DOGS FROM ALLOWING THEM TO RUN AT LARGE. ' to be placed upon its second reading. The title of this ordinance was then read. Moved by Councilman Memmesheimer, seconded by Councilman Nasser Council waive the further reading of this ordinance. Councilman Nasser offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ' AZUSA, LOS ANGELES COUNTY, CALIFORNIA, APPROVING THE CONTRACT BETWEEN THE CITY OF AZUSA AND THE LOS ANGELES COUNTY HEALTH DEPARTMENT. Moved by Councilman Nasser, seconded by Council- man Memmesheimer, this resolution be adopted as read and numbered Resolution No. 2221. A copy of an ORDINANCE RELATING TO A CERTAIN HEALTH CODE AND CERTAIN REGULATIONS THEREIN SET FORTH REGULATING HOMES FOR THE AGED, MENTAL INSTITUTIONS, DAY NURSERIES, ETC. offered by Los Angeles County Health Department, was presented. Moved by Councilman Nasser, seconded by Council- man Ortuno this petition be placed upon the table until the completion of the Master Plan. ' The City Clerk submitted a report on the collection of sales tax for the year 1947-48. Moved and carried this matter be referred to the City Attorney to report back. The City Clerk announced that two bids had been received in answer to Notice Inviting Bids on a Fire Alarm System. Moved by Councilman Malone, seconded by Council- man Memmesheimer the bids be now opened, examined and publicly declared. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Ortuno, Memmesheimer, Malone, Jumper. Noes: None. Absent: None. 323 RESOLUTION NO. 2221 ADOPTED COUNTY ORDINANCE TABLED CITY ATTORNEY'S REPORT SPECIFICATIONS FOR STREET SIGNS PETITION FOR ZONE VARIANCE CITY SALES TAX BIDS ON FIRE ALARM Moved by Councilman Malone, seconded by Council- man Nasser and duly carried that same be tabled. City Attorney Tscharner reported on a meeting held in the office of City Attorney Noble of the City of Pasadena with County Assessor Quinn, members of the County Counsel and representatives ' of five cities in Los Angeles County being present. Mr. Tscharner explained the meeting was called due to the decision made by the Supreme Court on the assessing of bank vaults and fixtures. A copy of "Order Adopting Specifications for Street and -Highway Name Signs" under Chapter 790 of the Statutes of 1947, was read. Moved by Councilman Memmesheimer, seconded by Councilman Nasser and duly carried this matter be referred to the Chairman of Public Works. The petition for zone variance on lots 41,42,43 and 44 in Block 53 from an R-1 to an R-4 zone was offered by Dorothy P. and Walter H. Dawson. Moved by Councilman Nasser, seconded by Council- man Ortuno this petition be placed upon the table until the completion of the Master Plan.
