Present at roll call: Councilmen: Nasser, Ortuno, Memmesheimer, Malone, Jumper, City Attorney Tscharner and City Clerk. ROLL CALL Absent: None. 7:30 P.730 Each member present acknowledged receipt of a written copy of the minutes of August 16, 1948. The Mayor asked if there were any objections or corrections to said minutes. There being ' none, the minutes of August 16, 1948 were MINUTES APPROVED approved as written. Councilman Malone offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROVING THE FORM OF THE "MEASURE TO BE SUBMITTED TO THE VOTERS" ON THE QUESTION OF WHETHER OR NOT THE CITY OF AZUSA SHALL PARTICI- PATE IN THE STATE EMPLOYEES' RETIREMENT SYSTEM OF THE STATE OF CALIFORNIA, MAKING THE EMPLOYEES OF SAID CITY MEMBERS OF THE STATE EMPLOYEES RETIREMENT ACT, AS AMENDED. RESOLUTION NO. 2252 ADOPTED Moved by Councilman Memmesheimer, seconded by Councilman Ortuno this resolution be adopted as read and numbered Resolution No. 2252. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Ortuno, Memmesheimer, Malone, Jumper. Noes: None. Absent: None. A letter from Ben K. Kazarian relative to the facilities of the recently opened rubbish disposal dump operating in the vicinity of ' Duarte, was read. COMMUNICATION ON RUBBISH DISPOSAL Moved and carried the City Clerk be instructed to write Mr. Kazarian to secure disposal rates and method of collection. The Clerk submitted an Air Pollution Notice served by P. S. Tow on August 26, 1948. This matter was referred to the Chief of Police. AIR POLLUTION Councilman Malone offered a resolution entitled: NOTICE FILED A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROVING "AGREEMENT FOR ELECTRIC SERVICE" BETWEEN THE CITY OF AZUSA AND FABRISTAMP COR- PORATION AND AUTHORIZING THE -MAYOR TO SIGN AND THE CITY CLERK TO ATTEST SAME. Moved by Councilman Memmesheimer, seconded by Councilman Nasser this resolution be adopted as read and numbered Resolution No. 2253. RESOLUTION NO. Carried by the following vote of the Council: 2253 ADOPTED Ayes: Councilmen: Nasser, Ortuno, Memmesheimer, Malone, Jumper. Noes: None. Absent: None. ' Mr. Kilmer addressed Council relative to the RE -ZONING OF re -zoning of the property on the corner of PROPERTY LOCATED 0 Third St. and Orange Ave. CORNER OF THIRD A letter addressed to Mayor Jumper and signed by STREET AND ORANGE E. J. Calvert and an agreement signed by Mrs. AVE. Ruth W. Fennessy mid one sigm d by F. 0. Kammer - diener and Ethel H. Kammerdiener, withdrSwing further objection to the construction of a house on the corner lot, were read. Mr. Kilmer then requested a "Stop Sign" be placed on the corner of Third Street and Angeleno Ave. REQUEST FOR This matter was referred to the Chief of Police, "STOP SIGNS" with power to act. 7SDEZ _ _ - _ 00 c� 379 CITY HALL, AZUSA, CALIFORNIA. TUESDAY, SEPTEMBER 7, 1948. 7:30 P.M. A request to alter and use as a dwelling a building now standing at #138 San Gabriel Ave., was offered. Mr. William Thomas was advised this property MR. TRONAS REQUEST is located in an R-1 zone and could not be used as an R-2 zone. DENIED Councilman Malone offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, LEVYING SOLUTION N0.2254 TAXES AND FIRING THE RATE OF ALL PROPERTY IN SAID CITY FOR ALL INDEBTEDNESS AND INTEREST ON ADOPTED THE SAME FOR THE FISCAL YEAR 1948-49. Moved by Councilman Memmesheimer, seconded by Councilman Ortuno this resolution be adopted as read and numbered Resolution No. 2254. Councilman Malone offered a resolution entitled: RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, ACCEPTING DEED. Moved by Councilman Memmesheimer, seconded by Councilman Ortuno this resolution be adopted as read and numbered Resolution No. 2256. Councilman Malone offered a resolution entitled: Moved by Councilman Memmesheimer, seconded by Councilman Ortuno Council waive the further reading of this ordinance. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ' AZUSA REQUESTING THAT THE DEPARTMENT OF PUBLIC WORKS, DIVISION OF HIGHWAYS, OF THE STATE OF CALIFORNIA, APPROVE THE INCLUSION OF VERNON AVENUE AND OTHER STREETS WITHIN THE "SYSTEM OF MAJOR CITY STREETS" WITHIN SAID CITY. Moved by Councilman Memmesheimer, seconded by Councilman Ortuno this resolution be adopted as read and numbered Resolution No. 2255. RESOLUTION N0.2256 ADOPTED Councilman Malone offered an ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING SECTION 3 OF ORDINANCE NO. 344 ENTITLED "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, REQUIRING TRAFFIC TO STOP BEFORE ENTERING CERTAIN INTERSECTIONS; REQUIRING THE ERECTION OF STOP SIGNS AND PROVIDING PENALTIES FOR VIOLATION" DULY PASSED ON THE 1ST DAY OF MAY, 19392 AND DULY ' APPROVED ON THE 1ST DAY OF MAY, 1939. to be placed upon its second reading. ORDINANCE NO. 408 The title of this ordinance was then read. ADOPTED Moved by Councilman Memmesheimer, seconded by Councilman Ortuno Council waive the further reading of this ordinance. A letter signed by George Shader of the New York Giants, requesting the use of the base- ball diamond for practice, was read. Moved and carried this matter be referred to Councilman Nasser and City Attorney Tscharner, with power to act. ' A written request for clerical assistance in the typing of tax bills and the collection of tax, was offered by T. L. Munson. Moved by Councilman Nasser, seconded by Council- man Ortuno, Mr. Munson be authorized to employ clerical help for approximately three months, beginning September 13, 1948 at the rate of $1.10 per hour.. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Ortuno, Memmesheimer, Malone, Jumper. Noes: None. Absent: None. A request, from the Azusa Ministerial Union, signed by B. J. Paroulek, President, that Mayor Jumper issue a proclamation calling the residents of Azusa to prayer on September 19th in a world- wide demonstration in the cause of World Peace, was read. Moved and carried the proclamation be written and published. REQUEST OF THE NEW YORK GIANTS GRANTED MR. MUNSON GRANTED HELP WITH TAX ROLLS PROCLAMATION CALLING RESIDENTS TO PRAYER A request offered by Mrs. Mattie Owens for the title to property purchased by Mr. Owens and referred to City Attorney Miller on the 3rd of March 1947, was read and referred to City MRS OWNES RE UEST Attorney Tacharner. FOR DEED TO PROPERTY A communication from the Planning Commission recommending that the Council approve the erection of a barbecue pit on the property owned by Mr. Alfred Hoffineiscer of #428 Virginia Ave., was read. Moved by Councilman Memmesheimer, seconded by Councilman Malone, Council accept the recommendation of the Planning Commission and the Building Inspector so notified. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Ortuno, Memmesheimer, Malone, Jumper. Noes: None. Absent: None. A communication signed by Howard E. Earl, Assistant Administrative Officer for Wayne Allen, Chief Administrative Officer of Los Angeles County advising Council that the Countyts policy is to distribute gasoline tax moneys only to cities paying engineering ' employees in their departments handling street maintenance,etc. at rates not in excess of those paid by the County for comparable positions, was read. Moved by Councilman Memmesheimer, seconded by Councilman Malone this matter be referred to the City Attorney to investigate and report back at the next regular meeting of Council. Moved by Councilman Memmesheimer, seconded by Councilman Ortuno the City Attorney be advised to instruct the Omart Investment Co. that Council approve their request upon the following conditions; That their written proposal is considered by Council to be a definite statement that single family residences are to be built upon the property and the property maintained as an R-1 zone. Moved by Councilman Malone, seconded by Council- man Memmesheimer the City Clerk be instructed to advertise for bids on the necessary materials for the construction of new water mains, 12,000 volt line to supply the Fibrastsmp Corporation, and a 12,000 volt line to supply the new well at Paramount Ave. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Ortuno, Memmesheimer, Malone, Jumper. Noes: None. Absent: None. Moved by Councilman Memmesheimer, seconded by Councilman Malone the City Clerk be instructed to advertise for a new police car for use in the Police Department. Major Moss addressed Council relative to the removal of palm trees on West Foothill Blvd. ' Moved by Councilman Memmesheimer, seconded by Councilman Malone Council ep prone the removal of two palm trees that interfere with the east and west driveways of the Butts Lumber Company. Moved by Councilman Memmesheimer, seconded by Councilman Malone that Mayor Jumper be given authorization to instruct Mr. Powell of the firm of Marsh, Smith and Powell, architects, to submit to Council estimates on additions or a new structure to alleviate the crowded con- dition in the present City Hall offices.
