CITY HALL, AZUSA, CALIFORNIA. OCTOBER 209 1948. 7:30 P.M.
The City Council of the City of Azusa met in
regular adjourned session at the above time
and place.
Present at roll call: Councilmen: Nasser, Ortuno,
Memmesheimer, Malone, Jumper, City Attorney
Tscharner. Absent: City Clerk.
Mayor Jumper announced that this was the time and
place set by the City Council, and as per published
notice, to consider a recommendation of the City
Planning Commission that a new zoning plan and new
zoning ordinance be adopted by the City Council, and
requested all parties interested in said new zoning
plan and zoning ordinance to give testimony or
comments both for and against the recommendation of
the Planning Commission. The recommended plan, map
and ordinance were submitted for inspection and use
by the public and all who were present.

Mr. R. B. Bidwell, representing Mrs. Sprague, Mrs.
Hughes and Miss Durrell requested that their property
on the North side of Foothill Boulevard be zoned C-1 DURRELL RE -
for a depth of 400 feet. In consideration, they offer QUEST
to dedicate for street purposes an extension of
Cerritos Ave. north to 8th St. and 8th St. to East
line, also alleys. They ask that the 201 setback be
eliminated; the sideyards be eliminated, the plot
plan be eliminated and Section 14.9 -Signs be eliminated.
Dr. Larus, owner of property at 426 San Gabriel Ave.,
stated that he wishes to establish an Emergency
Hospital and a petition has been presented to zone DR. LARCUS
his property R-3.
Mr. Commons advised him an Emergency Hospital would
require a commercial zone.
George Blazer, owner of pro perty located at 713 San
Gabriel Ave. stated that his property was zoned C-4
and ask if 50% parking space was required.
He was advised his building is already established
and no change would be required. GEORGE BLAZER
Mr. Blazer also requested that the Manufacturing
District on the West side of North Vernon Avenue
be changed since his property on the East side at
10th St. and Vernon Ave. is located in the R-1 zone.
Alvin Lofthouse appeared regarding the
Paramount district.
Clark Lewis, owner of property on South side of
Foothill Boulevard and East of Cerritos Ave. stated
that his property is from 1801 to 3601 deep and the
S -C Zone extends only 1501 from Foothill Boulevard. CLARK LEMS
If he should divide his property into business lots,
could the property in the rear of the 1501 S -C Zone,
be used for parking.
Mr. Commons advised him that a Special Commercial
Zone requires 50% of the lot be used for parking.
The property in rear could not be used for parking
without applying for a variance.
Mr. Tincher, Minister of Methodist Church in Glendora
stated that he was interested in property at the N.E.
corner of Duell and Orange Ave., described as the MINISTER OF
E. V1 of Lot 53 and Lot 54, Tract 13736, if the METHODIST
property could be zoned for a church. CHURCH
He was advised to select a lot and then apply for a
variance.
Cornelius Smith reported on the Nursery Schools now
operating in R-1 zones.
Mr. Commons stated the owners of such property NURSERY SCHOOLS
should apply for a variance if they are not in

the proper zone.
Under the new zoning ordinance, it will be necessary
for them to apply for a zone variance to be placed
in the proper zone if additions or alterations are
made to existing buildings.
Cornelius Smith stated that Baron Kobeliatsky, owner
of the N. J of Lot 24, Block 33, requests the zoning
of his property be changed from an R-1 zone to C-2
zone.
Mr. C. A. Griffith, representing the Presbyterian
Church, owner of Lots 7 and 24, Block 34, requested
that these lots be changed from Parking Zone to
the same zone as other church property described as
Lots 1, 2, 3 in Block 34.
Ivan Chambers, owner of the N.W. 5 acres of Lot 51,
Subdivision No. 2 A. L. & W. Co., requested the
zoning of this property be changed from M-1 to an
R-1 zone.
Clark Lewis, owner of property on South side of East
Foothill Boulevard ask if this property could be
zoned for a hospital.
Mr. Commons advised that a hospital is included in
the Commercial Zone, which would include other
business not acceptable in this location.
Mr. Lewis could apply for a variance to establish
a hospital.
Mr. Francis Kievel appeared regarding apartment
house zoning and spot zoning for municipal purposes.
Mrs. Win. Klaushie, owner of Lot 8 and 9. Block 5,
requested this property be changed from R-1 zone
to multiple family zone.
Mrs. Haber, 256 W. 4th St., stated that all property
owners on Angeleno Ave. between 3rd and 4th Streets
signed and presented a petition to change this Block
to R-2 zone, and no change had been made.
Mr. Malim, Chairman of Planning Commission, advised
Council the change had not been considered due to
the fact that Angeleno Ave. between 3rd and 4th
.Streets is a half street only and the street had
not been dedicated.
Curtis Anderson asked that a permit and license be
granted for part time repair work in his garage
in an R-1 zone.
The Mayor advised Mr. Anderson C ouncil could not
grant business in R-1 zone.
The Mayor then announced that said comments and
testimony would be considered by the City Council
and its conclusions thereon and said plan and pro-
posed ordinance be again submitted to the City
Planning Commission for consideration and report.
' Moved by Councilman Memmeshelmer, seconded by
Councilman Malone Council adjourn to meet on
October 250 1948 at 7:30 P.M.
