The City Council of the City of Azusa met in regular session at the above time and place. Present at roll call: Councilmen: Nasser, Ortuno, Memmesheimer, Malone, Jumper, City Attorney Tscharner and City Clerk. Absent: None. Each member present acknowledged receipt of a written copy of the minutes of October 18, 20, 25 and -November 1, 1948. The Mayor asked if there were any objections or corrections to said minutes. There being none, the minutes of October 18, 20, 25 and November 1, 1948 were approved as written. A communication from the Planning Commission recommending that permission be granted to Mr. D. C. Jones to construct a 12 foot driveway with a 3 foot approach on either side at 255 W. Foot- hill Boulevard, was read. Moved by Councilman Malone, seconded by Council- man Memmesheimer this request be granted. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Ortuno, Memmesheimer, Malone, Jumper. Noes: None. Absent: None. A report of the Azusa meeting held November and read. Planning Commission 10, 1948 was presented Moved and carried same be placed on file. Councilman Memmesheimer offered an Ordinance entitled: AN ORDINANCE ESTABLISHING A ZONING AND DISTRICT- ING PLAN WITHIN THE CITY OF AZUSA, CREATING FOUR- TE101 USE ZONES; REGULATING THE USE OF PROPERTY, HEIGHT AND AREA OF STRUCTURES AND OPEN SPACES FOR LIGHT, AIR AND VENTILATION; ADOPTING A MAP OF SAID ZONES; DEFINING TERMS USED; PROVIDING FOR THE ADJUSTMENT, ENFORCEMENT, AND AMENDMENT THEREOF; PRESCRIBING PENALTIES FOR VIOLATION; AND REPEALING ALL ORDINANCES IN CONFLICT THEREWITH. be placed upon its first reading The title of this ordinance was then read. Moved by Councilman Nasser, seconded by Council- man Malone, Council waive the further reading of this ordinance. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Ortuno, Memmesheimer, Malone, Jumper. Noes: None. Absent: None. Moved and carried the zoning map accompanying the zoning ordinance be placed on file in the City Clerk's office. Mr. and Mrs. Blatchley offered a request for a zone variance. Mrs. Blatchley was instructed to present the request to the Planning Commission for their recommendation. Mrs. Holbert offered a request for a zone variance. Mayor Jumper advised Mrs. Holbert to present her request to the Planning Commission for their recommendation. Invitation to the League dinner was read and ordered placed on file. A communication from the American Legion Post No. 180 requesting that a waste paper container be placed on the corner of Foothill Blvd, and Azusa Avenue, was read. MONDAY, NOVEMBER 15, 1948. 7:30 P.M. Moved and carried this matter be referred to the Chairman of Public Works with powerto act. An agreement offered by Omart Investment Company, Ltd. relative to the construction of four houses OMART INVEST - at the Easterly end of Hollyvale Street, was read. MENT COMPANY Moved by Councilman Memmesheimer, seconded by Councilman Ortuno that the request of Omart Investment Company to construct four houses at the easterly end of Hollyvale Street be granted ' and the agreement placed on file. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Ortuno, Memmesheimer, Malone, Jumper. Noes: None. Absent: None. A written request for permission to solicit funds CANCER PREVEN- in Azusa through the medium or Mail, Press, Radio TION SOCIETY and personal solicitations for the Cancer Pre- vention Society, was read. Moved by Councilman Malone, seconded by Council- man Nasser and duly carried this matter be referred to the Police Department, with power to "act. Mayor Jumper announced that it was imperative that he be excused from further attendance at this meeting and appointed Councilman Memmesheimer MAYOR JUMPER to act as Mayor pro tem during his absence. ASKED TO BE Moved by Councilman Malone, seconded by Council - EXCUSED man Nasser the Mayor be excused and Councilman Memmesheimer act as Mayor pro tem during the Mayor's absence. Carried by the following vote of the Council: ' Ayes.: Councilmen: Nasser, Ortuno, Malone, Jumper. Noes: None. Absent: None. Councilman Memmesheimer not voting. The Employees Retirement Act was discussed with no action taken. Mr. Kresslyts report on the meeting held in the City of Covina for the purpose of discussing sewage disposal problems of the respective cities SYNAGE DISPOSAL and unincorporated territory of the East San Gabriel Valley, was presented. It was agreed to take action -on this matter at a later date. The matter of bonding Mrs. Wheelehan as Deputy City Treasurer and Deputy Tax Collector, was introduced. BONDS CANCELLED Moved by Councilman Nasser, seconded by Council- man Malone the bonds be returned to Mr. Blanchard with instructions to have them cancelled. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Ortuno, Malone, Memmesheimer. Noes: None. Absent: Councilmen Jumper. Mr. Alex Watkins addressed Council relative to LIBRARY the rapid growth of the Public Library and the EXPANSION need of room for expansion in the not too distant future. Mr. Hanna addressed Council relative to a business license for the manufacture of wooden toys at his home address. MR. HANNAH Council advised him to secure a location in a ADDRESSED business zone as his home address is zoned R-1. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROVING CONSUMERS AGREEMENT AND APPLICATION FOR WATER SERVICE BETWEEN THE CITY OF AZUSA AND GENERAL FELT PRODUCTS OF CALIFORNIA AND AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO ATTEST SAME. 429 7:30 P.M. Councilman Malone offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, ACCEPTING AN EASEMENT DEED FROM OMART INVESTMENT COMPANY, LTD., DATED NOVEMBER 1, 1948 AND AUTHORIZING THE SAME TO BE RECORDED. Moved by Councilman Nasser, seconded by Council- RESOLUTION NO. man Ortuno this resolution be adopted as read 2269 ADOPTED and numbered Resolution No. 2269. Councilman Malone offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROVING "AGREEMENT FOR ELECTRIC SERVICE" BETWEEN THE CITY OF AZUSA AND DAMON C. JONES AND AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO ATTEST SAME. Moved by Councilman Nasser, seconded by Council- man Ortuno this resolution be adopted as read and numbered Resolution No. 2271. Moved by Councilman Nasser, seconded by Council- man Ortuno the City Clerk be authorized and instructed to advertise for two 1/2 ton trucks; one for use in the Water Dept. and one for use in the Light Dept. Absent: Councilman Jumper. the matter of increasing the time limit on all street lights was discussed. Moved and carried this matter be referred to the STREETLIGHTS ' Superintendent of Light Department and the Chief of Police, with power to act. Moved by Councilman Malone, seconded by Council- man Nasser the following requisitions be allowed: 1178-1194, 2689-2690.
