The City Council of the City of Azusa met in
regular session at the above time and place.
Present at roll call: Councilmen: Nasser,
Ortuno, Memmesheimer, Malone, Jumper, City
Attorney Tscharner and City Clerk.
Absent: None.
Each member present acknowledged receipt of a
written copy of the minutes of November 15,
1948. The Mayor asked if there were any
objections or corrections to said minutes. There
being none, the minutes of November 15, 1948 were
approved as written.

ROLL CALL
Ordinance No. 409 was offered for its second
reading.
Moved by Councilman Malone, seconded by Council-
man Ortuno that further consideration of Ordinance
No. 409 be postponed until December 20, 1948 to
give those interested in zoning an extension of
time to consult the zoning map.
Carried by the following vote of the Council:
Ayes: Councilmen: Nasser, Ortuno, Memmesheimer,
Malone, Jumper. Noes: None. Absent: None.
The Clerk announced that she had received one bid
in answer to Notice inviting bids on installation
of equipment for Well No. 4.
Moved by Councilman Malone, seconded by Councilman
Ortuno this bid be now opened, examined and
publicly declared.
Carried by the following vote of the Council:
Ayes: Councilmen: Nasser, Ortuno, Memmesheimer,
Malone, Jumper. Noes: None. Absent: None.

OF ORDINANCE NO.
409 POSTPONED
BIDS ON WELL
JAS R. MATHEWS EXCAVATING CO.
Jas. R. Mathews Excavating Co. hereby proposes an agrees to con-
struct the pump house, settling and storage basins, and appurten-
ances at Well No. 4 on Paramount Avenue, furnishing all materials,
labor, supervision, equipment, tools, machinery, etc. necessary and
required to complete the same in accordance with the plans and
specifications adopted therefor, and execute the contract therefor
to the satisfaction and under the supervision of the City Engineer
and Water Superintendent of said City, complete for the total sum
of $13,290.00 and agree to enter into a contract therefor within
10 days from the date of award thereof, commence work within 10
days from the date of the contract and complete the same within
days from the date of the contract.
Moved by Councilman Malone, seconded by Councilman
Ortuno this bid be rejected and the City Clerk
instructed to return the check that accompanied
the bid.

Ayes: Councilmen: Nasser, Ortuno, Memmesheimer,
Malone, Jumper.
Noes: None. Absent: None.
The Clerk announced that one bid had been received
in answer to Notice Inviting Bids on 2 1%2 ton
pickup trucks for use in the Water and Light
Departments. BID ON TRUCKS
Moved by Councilman Memmesheimer, seconded by
Councilman Malone and duly carried that the bid
be now opened, examined and publicly declared.

Moved by Councilman Malone, seconded by Council
man Memmesheimer the bid of $1410.28 for each
pickup truck be accepted subject to the provision
that Stumpf Chevrolet Company deliver one truck
In January and one in February, 1949.

A letter from Clarence M. Hunter, City Clerk of
Covina, relative to a resolution adopted by the
City of Covina requesting proceedings by the Board
of Supervisors to form a County Sanitation District
to include the cities of Azusa, Glendora, Covina,
West Covina and also unincorporated area of Los
Angeles County, together with a report on the
subject submitted'by Consulting Engineer, Paul E.
Kressly, was read.
Moved and carried this matter be taken up with
Engineer Paul E. Kressly.
Mr. Filby addressed Council requesting an adjust-
ment on the assessed value placed on improvements
on the Easterly 55 feet of Lot 52 of Tract No.
13736.
Reginald P. Paget requested an adjustment on the
assessed value placed on improvements on property
described as the Easterly 60t of Lot 45 of Tract
13736.
The matter was referred to the City Clerk for
checking and report.
Mr. Robert Simpson and Mr. Ballard of the Jumbo
Steel Company addressed Council relative to the
assessed value placed on the personal property
located on North Vernon Ave.
No action w as taken in this matter.
Councilman Malone offered an Ordinance entitled:
AN ORDINANCE PROVIDING LOCAL REGULATIONS FOR THE
SUBDIVISION AND MAPPING -OF LAND WITHIN THE CITY OF
AZUSA PURSUANT TO CHAPTER 29 PART 2 OF DIVISION 4
OF THE BUSINESS AND PROFESSIONS CODE.
to be placed upon its first reading.
This Ordinance was then read for the first time.
Councilman Malone asked to be excused and left
the meeting.

Councilman Nasser offered a resolution entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AZUSA REQUESTING THAT THE DEPARTMENT OF PUBLIC
WORKS, DIVISION OF HIGHWAYS, OF THE STATE OF
CALIFORNIA, APPROVE THE'INCLUSION OF VERNON RESOLUTION NO.
AVENUE AND OTHER STREETS WITHIN THE "SYSTEM OF 2272 ADOPTED
MAJOR CITY STREETS" WITHIN SAID CITY, AND THE
EXCLUSION OF PASADENA AVENUE AND OTHER STREETS
' FROM SAID SYSTEM.
Moved by Councilman Memmesheimer, seconded by
Councilman Ortuno this resolution be adopted as
read and numbered Resolution No. 2272.
Carried by the following vote of the Council:

The assessed value placed on the property owned SAN GABRIEL
by the San Gabriel Valley Spreading Corporation VALLEY SPREADING
was discussed and no action taken. CORPORATION
The matter of dogs running at large and the
enforcement of the dog ordinance was discussed ENFORCEMENT OF

Mr. Malim reported that the old fire truck

Street Superintendent Arthur Wolfe reported that
the cement walks now being constructed in the

Memorial Park would soon be finished.

Moved and carried that the Street Superintendent
be authorized to set curb stakes on the north
side of 6th Street between Lemon and Orange Avenues.

Moved by Councilman Memmesheimer, seconded by
Councilman Ortuno, Council accept the

Councilman Memmesheimer offered a resolution
entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AZUSA, LOS ANGELES COUNTY, CALIFORNIA REJECTING
ALL BIDS ON THE FURNISHING OF MATERIAL FOR THE
CONSTRUCTION OF A PUMP HOUSE AND AUTHORIZING
THE PURCHASE IN THE OPEN MARKET.
Moved by Councilman Memmesheimer, seconded by
Councilman Nasser this resolution be adopted as
read and numbered Resolution No. 2274.
Carried by the following vote of the Council: RESOLUTION NO.
Ayes: Councilmen: Nasser, Ortuno, Memmesheimer, 2274 ADOPTED
Jumper. Noes: None. Absent: Councilman Malone.
City Attorney Tscharner reported that he had
contact Jack Palo, who had raised a question on
the payment of City Sales Tax.'
No action taken in this matter.
Councilman Memmesheimer recommended that Council-
man Nasser be appointed custodian of the Scout COUNCILMAN
Hall to direct the use of the building, with the NASSER CUSTODIAN
assistance of the Police Dept. OF SCOUT HALL
Mayor Jumper appointed Councilman Nasser to the
office of custodian of the Scout Hall.
Moved by Councilman Memmesheimer, seconded by
Councilman Ortuno, Council approve the action
of the Mayor.
Carried by the following vote of the Council:
Ayes: Councilmen: Ortuno, Memmesheimer, Jumper.
Noes: None, Absent: Councilman Malone.
Councilman Nasser not voting.
The matter of servicing the City dump was CITY DUMP
discussed and no further action taken.
Councilman Memmesheimer offered a resolution
entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AZUSA APPROVING AGREEMENT BETWEEN THE CITY OF
AZUSA AND THAMS AND WARFIELD AND AUTHORIZING
THE MAYOR TO SIGN AND THE CITY CLERK TO ATTEST
SAME.

Councilman Nasser this resolution be adopted as 2275 ADOPTED
read and numbered Resolution No. 2275.
Carried by the following vote of the Council:

It was unanimously agreed that Mr. Becker be
given the use of the City Auditorium three USE OF'AUDITORIUM
nights every two months, beginning December 22.

man Memmesheimer the Chief of Police be
authorized to purchase the necessary badges -for
the Volunteer Firemen, CHIEF OF POLICE
