CITY HALL, AZUSA, CALIFCRNIA. MONDAY, JANUARY 17, 1949. 7:30 P.M.
The City Council of the City of Azusa met in regular
session at the above time aid place.
Present at roll call: Councilmen: Nasser, Ortuno,
Memmesheimer, Malone, Jumper, City Attorney Tscharner ROLL CALL
and City Clerk. Absent: None.
Each member present acknowledged receipt of a written copy
of the minutes of January 3s 1949. The Mayor asked if
there were any objections or corrections to said minutes.
There being none, the minutes of January 3, 1949 were MINUTES APPROVED
' approved as written.
A notice of monthly meeting of the League of California
Cities was read and ordered placed on file.
Mr. Saturnino Rosales offered a written agreement accepting
the conditions required in the granting of a zone variance
on property described as Lots 7 and 8 in Block 69. MR. S. ROSALES
OFFERED WRITTEN
Moved and carried this agreement be accepted and placed AGREEMENT
on file and the Building Inspector notified.
A notification of Alcoholic Beverage License Application
from the State Board of Equalization requested by
Davidowitz, B. H. and Bernard L. Saxon, was read and
no fruther action taken.
A request to hold a tag day sale in Aa:sa for the Indoor
Sports Club, Inc., was read and ordered placed on file. REQUEST TO HOLD
TAG DAY
A letter signed by Walter Dyers, Fourth Assistant Post-
master General relative to the offer by the City of
Quarters for the Post Office, was read and ordered COMMUNICATION ON
placed on file. NEW POST OFFICE
' A report from Cornelius Smith, Secretary of the Azusa
Chamber of Commerce together with a check in the amount of
$255.00, the Merchants contribution toward the Christmas
decorations, was presented. $255.00 TOWARD
CHRISTMAS
Moved and carried the repert be placed on file and the DECORATIONS
check for $255.00 deposited in the General Fund.
The Clerk reported that the City now owns the property
described as Lot 1, Block 59, City of Azusa and that the CITY TO COLLECT
tenant, Mr. Lopez, will pay a rental fee of $12.00 per RENTAL FROM UITY
month until such time as this property is offered for sale. OWNED PROPERTY
A letter signed by Frank E. Helfrey, Administrative Officer
for the City of Covina relative to the Police radio broad-
casting agreement between the City of Azusa and City of
Covina, was read. POLICE RADIO
BROADCASTING
Moved by Councilman Malone, seconded by Councilman Nasser AGREEMENT WITH
this matter be referred to Councilman Memmesheimer and CITY OF COVINA
the Chief of Police, with power to act.
Carried by the following vote of the Council:
Ayes: Councilmen: Nasser, Crtuno, Memmesheimer, Maloney
Jumper. Noes: None. Absent: None.
' A report on the Azusa City Industrial Waste Survey,
submitted by the Office of County Engineer, was presented. REPORT ON INDUST-
RIAL WASTE
Moved by Councilman Malone, seconded by Councilman
Memmesheimer this report be accepted and placed on file.
Carried by the following vote of the Council.
Ayes: Councilmen: Nasser, Ortuno, Memmesheimer, Malone,
Jumper. Noes: None. Absent: None.
The Clerk announced that she had received one bid in
answer to Notice Inviting Bids for the annual supply of BIDS ON'GASOLINE
gasoline.
Moved by Councilman Malone, seconded by Councilman
Memmesheimer and duly carried the bid be now opened,
examined and publicly declared:

We quote Seller's posted Federal Tax excluded tank wagon prices for like commodity,
time and place of each delivery less $.01 per gallon; said Seller's posted Federal
tax excluded tank wagon prices less 8.01 per gallon for minimum 40 -gallon
deliveries to your storage this date being as follows:
7600 Gasoline $.203 per gallon, f.o.b. Azusa
76 Gasoline $.178 per gallon, f.o.b. Azusa
Prices shown less State Tax of $U45 per gallon will not be exceeded by more
than 25% plus applicable taxes during the term of this agreement.
Moved by Councilman Malone, seconded by Councilman
' Memmesheimer this bid be referred to Councilman Nasser and
the City Attorney to report back at the next regular
meeting of Council.

The matter of securing a Highway Deed from Robert Woods HIGHWAY DEED FROM
for the purpose of widening Vernon Avenue between First ROBERT WOODS
and Third Street, was discussed.
Chief of PQlice Hawkins reported to Council that he had
granted Officer Walter E. Lovelace and Officer Carl C. SICK LEAVE GRANTED
Kimbrell each an additional one week sick leave and
requested that Council further grant an extension of one
month.
Moved by Councilman Nasser, seconded by Councilman Ortuno
that Officer Walter E. Lovelace and Officer Carl C.
Kimbrell be granted a further extension of thirty days
sick leave under and by virtue of Resolution No. 2265 j- c
passed and adopted by the City Council October 189 1948•
Carried by the following vote of the Council:
Ayes: Councilmen: Nasser, Ortuno, Memmesheimer, Malone,
Jumper. Noes: None. Absent: None.
' Councilman Malone offered an ordinance entitled:
AN ORDINANCE PROVIDING LOCAL REGULATIONS FOR THE SUB-
DIVISION AND MAPPING OF LAND WITHIN THE CITY OF AZUSA
PURSUANT TO CHAPTER 22 PART 2 OF DIVISION 4 OF THE ORDINANCE NO. 410
BUSINESS AND PROFESSIONS CODE OF THE STATE OF CALIFORNIA. ADOPTED
to be placed upon its second reading.
The title of this ordinance was then read.
Moved by Councilman Malone, seconded by Councilman Ortuno
Council waive the further reading of this ordinance.
Carried by the following vote of the Council:
Ayes: Councilmen: Nasser, Ortuno, Memmesheimer, Malone,
Jumper. Noes: None. Absent: None.
Moved by Councilman Malone, seconded by Councilman
Memmesheimer this ordinance be adopted as read and
numbered Ordinance No. 410.

Councilman Memmesheimer offered a resolution entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA,
LOS ANGELES COUNTY, CALIFORNIA, ACCEPTING AN EASEMENT RESOLUTION NO.2283
FROM THE AZUSA FOOTHILL CITRUS COMPANY, OMART INVESTMENT ADOPTED "
COMPANY AND J. W. BELCOE AND HELEN BELCOE AND
AUTHORIZING THE RECORDING.
Moved by Councilman Malone, seconded by Councilman Nasser
this resolution be adopted as read and numbered
Resolution 2283.

Councilman Memmesheimer offered an ordinance entitled:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA,
AUTHORIZING THE CITY COUNCIL OF THE CITY OF AZUSA TO
REGULATE TRAFFIC] UPON THE STREETS IN THE CITY OF AZUSA
WHICH ARE UNDER THE JURISDICTION OF SAID CITY AND
FIXING A PENALTY FOR VIOLATION OF SUCH REGULATION.
to be placed upon its first reading.
This ordinance was then read for the first time.
The construction of the Armory, the proposed building for
' church purposes at the corner of First and Vernon,
traffic on Angeleno Avenue were discussed.
Councilman Memmesheimer recommended that Fred E. Williams
be appointed Captain of the Police Department.
Councilman Malone offered a resolution entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA..
LOS ANGELES COUNTY, CALIFORNIA, APPOINTING FRED E.
WILLIAMS TO THE OFFICE OF CAPTAIN OF THE POLICE
DEPARTMENT AND FIXING HIS SALARY.
Moved by Councilman Nasser, seconded by Councilman Ortuno
this resolution be adopted as read and numbered
Resolution No. 2284.
Carried by the following vote of the Council:
Ayes: Councilmen: Nasser, Ortuno, Memmesheimer, Malone,
Jumper. Noes: None. Absent: None.
Councilman Memmesheimer recommended that Volunteer
Firemen be designated by Resolution to serve during a
Disaster so that they may participate in State
Compensation Insurance Benefits.
' Moved by Councilman Malone, seconded by Councilman
Memmesheimer the City Clerk be instructed to advertise
for bids on a sedan for use in the Police Department.

Malone, Jumper. Noes: None. Absent: None.
Mayor Jumper appointed Gale Mason a member of the Azusa
City Planning Commission to serve until June 30, 1949.
Moved by Councilman Memmesheimer, seconded by Councilman
Malone Council approve the action of the Mayor.
Carried by the following vote of the Council:
Ayes: Councilmen: Nasser, Ortuno, Memmesheimer, Malone,
Jumper. Noes: None. Absent: None.
Mayor Jumper announced that he would have tentative
plans for the proposed addition to the City Hall to
present to Council at the neat regular meeting thereof.
V. D. Smith presented prices on fence for the well site,
warehouse, substations, etc.
Moved by Councilman Memmesheimer, seconded by Councilman
Malone the following requisitions be allowed:

Moved by Councilman Memmesheimer., seconded by Councilman
Malone the following bills be allowed and warrants
ordered drawn upon the Treasury for the same.
