The City Council of the City of Azusa met in regular session at the above time and place. Present at roll call: Councilmen: Nasser, Ortuno, Memmesheimer, Malone, Jumper, City ROLL CALL Attorney and City Clerk. Absent: None. Each member present acknowledged receipt of,a written copy of the minutes of January 17, 1949. The Mayor asked if there were any objections or corrections to said minutes. There being none, the minutes of January 17, 1949 were approved as written. Mrs. Snyder, representing the Ser Viens Club, addressed Council relative to the improvement and use of the Azusa Memorial Park. The Mayor assured this group that plans would be formulated and a Park Commission appointed to work out the details in this matter. Mr. Thos. L. Munson offered, in writing, his resignation as City Treasurer and Tax Collector. Mr. Rulofson, the City Auditor, was present and reported to Council that he had examined Mr. Munson's records and found numerous errors and asked that Mr. Munson be given additional time to make the corrections and then have the books audited again. Council accepted Mr. Rulofson's recommendation. Dr. Dale Cook addressed sewer connection for his north Pasadena Avenue. No action taken in this Council relative to a property located on matter. Mr. George E. Hahn requested permission to use the City Auditorium on the 14th of March. This request was granted, by unanimous consent. A Notification from the State of Transfer of liquor license at 231 Soldano Avenue was read. No action taken in this matter. Mr. Bartlett requested the gutter be repaired on the corner of Ninth Street and Alameda Avenue. Moved and carried this matter be referred to the Street Superintendent, with power to act. A written report on the Los Angeles County Air Pollution Control District was presented to Coun- cil by William A. Smith, Chairman of the Los Angeles County Board of Supervisors. Moved and carried that the report be accepted and placed on file. The Clerk reported that one bid had been received in answer to Notice Inviting Bids on a new sedan, for use in the police department. Moved by Councilman Memmesheimer, seconded by Councilman Malone the bid be now opened, examined and publicly declared. COUNTY AIR POLLUTION CONTROL ORDERED PLACED ON FILE ONE BID ON AUTO FOR USE IN POLICE DEPARTMENT We wish to place our bid for a New 1949 Ford, V-8 Fordor Sedan. Moved by Councilman Memmesheimer, seconded by Councilman Nasser the bid of the Foothill Ford Sales Company, be accepted. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Ortuno, Memmesheimer, Malone, Jumper. Noes: None. Absent: None. Councilman Memmesheimer offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, COMMENDING t THE RESERVE OFFICERS ASSOCIATION FOR ITS LEADER- SHIP IN ESTABLISHING NATIONAL SECURITY WEEK OBSERVANCE. Moved by Councilman Malone, seconded by Council- man Ortuno this resolution be adopted as read and numbered Resolution No. 2285. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Ortuno, Memmesheimer, Malone, Jumper. Noes: None. Absent: None. Councilman Nasser recommended that Council accept the bid of the Union Oil Company in as much as this was the only bid received, as specified in the Notice Inviting Bids. Moved by Councilman Malone, seconded by Council- man Memmesheimer Council accept the recommendation of Councilman Nasser and the Union Oil Company awarded the bid to supply the City with gasoline for the year 1949. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Ortuno, Memmesheimer, Malone, Jumper. Noes: None. Absent: None. 467 7:30 P.M. RESOLUTION NO. 2285 ADOPTED UNION OIL COMPANY BID ACCEPTED ' Carl Wright addressed Council relative to the Chamber of Commerce plans concerning the welcome WELCOME FOR to be extended to the General Brewing Corporation. GENERAL BREWING was agreed that Council will cooperate with the Chamber. COMPANY Councilman Malone offered an ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, AUTHORIZING THE CITY COUNCIL OF THE CITY OF AZUSA TO REGULATE TRAFFIC UPON THE STREETS IN THE CITY OF AZUSA WHICH ARE UNDER THE JURISDICTION OF SAID CITY AND FIXING A PENALTY FOR VIOLATION OF SUCH REGULATION. to be placed upon its second reading. Moved by Councilman Memmesheimer, seconded by Councilman Nasser Council waive the further reading of this ordinance. Councilman Malone offered an ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, AMENDING SECTIONS•3 AND 10 OF ORDINANCE NO. 355 OF SAID CITY OF AZUSA, ENTITLED, "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, REGULATING THE CONSTRUCTION, INSTALLA- TION ALTERATION AND USE OF PUBLIC A HOUSE CONNkCTION SEWERS WITHIN THE CITY OF AZUSA AND PROVIDING FOR THE ISSUING OF PERMITS THEREFOR, AND PRESCRIBING PENALTIES FOR THE VIOLATION THEREOF." ORDINANCE NO. 412 ADOPTED ORDINANCE READ FOR FIRST TIME m 11 J 469 CITY HALL, AZUSA, CALIFORNIA. MONDAY, FEBRUARY 1 1949. 7:30 P.M. to be placed upon its first reading. This ordinance was then read for the first time. City Attorney Tscharner reported on the possible change of ownership of the Azusa Bus Line and his CHANGE IN OWNER - interview with Robert S. Woods regarding the SHIP OF BUS LINE Widening of Vernon Avenue, also the removal of the sub station of the Palo property. William Fox, Chief Engineer of the Los Angeles ZONING MAP County Building and Safety Department, addressed the proposed Council requesting the adoption of the Uniform WILLIAM FOX, Building Code, the Electrical and Plumbing Codes, ADDRESSED COUNCIL also the State Housing Act. MISSION This was referred to the City Attorney to report back. Mr. Charles Shelton addressed Council regarding the Tree Planting Fund and some of the problems presented in the preparation of a new zoning CHARLES SHELTON ordinance. ' ADDRESSED COUNCIL ' Councilman Nasser discussed with Council Mr. Becker's plans for remodeling the stage of the City Auditorium and requested that Council CIVIC CENTER approve the name "CIVIC THEATRE OF AZUSA" for GROUP the local group interested in home talent. Moved by Councilman Memmesheimer, seconded by Councilman Malone that the purchase of a new vacuum cleaner be referred to Councilman Nasser, with power to act. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Ortuno, Memmesheimer, Malone, Jumper. Noes: None. Absent: None. Councilman Ortuno reported on the repair and operation of the City Swimming Pool. Moved and carried this matter be referred to the Mayor to report back. Councilman Malone reported that the residents on Duell Street from Orange Avenue extending easterly would like to have grade stakes set in order to install a curb. Moved and carried this matter be referred to Councilman Malone. Mayor Jumper reported on plans for the improvement of the City Hall. Moved by Councilman Memmesheimer, seconded by Councilman Malone, Mayor Jumper be instructed and authorized to contact Mr. Powell relative to the plans to establish additional facilities for use of the Light and Water Departments. PURCHASE OF NEW VACUUM CLEANER SWIMMING POOL GRADE STAKES ON WEST DUELL AVE. MAYOR JUMPER AUTHORIZED TO CONTACT, MR. POWELI Moved and carried that the honing map as well as ZONING MAP REFERRr the proposed zoning ordinance be referred to TO PLANNING COM - the Planning Commission for further consideration.
