The City Council of the City of Azusa met in regular session at the above time and place, Present at roll call: Councilmen: Nasser, Ortuno, Memmesheimer, Malone, Jumper, City ROLL CALL Attorney Tscharner and City Clerk. Absent: None. Each member present acknowledged receipt of a written copy of the minutes of February 7, 1949• The Mayor asked if there were any objections or ' corrections to said minutes. There being none, the minutes of February 7, 1949 were approved as written. Thos. L. Munson addressed Council and presented his resignation as Tax Collector and City Treasurer. A letter from A. M. Rulofson, City Auditor, relative to the condition of Mr. Munson's books, was read. Councilman Malone offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, ACCEPTING THE RESIGNATION OF THOMAS L. MUNSON AS CITY TREASURER AND CITY TAX COLLECTOR. Moved by Councilman Memmesheimer, seconded by Councilman Ortuno this resolution be adopted as read and numbered Resolution No. 2286. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Ortuno, Memmesheimer, Malone, Jumper. Noes: None. Absent: None. ' Councilman Malone offered an ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, AMENDING SECTIONS 3 AND 10 OF ORDINANCE N0. 355 OF SAID CITY OF AZUSA, ENTITLED, "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, REGULATING THE CONSTRUCTION, INSTALLATION, ALTERATION AND USE OF PUBLIC AND HOUSE CONNECTION SEWERS WITHIN THE CITY OF AZUSA AND PROVIDING FOR THE ISSUING OF PERMITS THERE- FOR, AND PRESCRIBING PENALTIES FOR THE VIOLATION THEREOF." to be placed upon its second reading. The title was then read. Moved by .Councilman Memmesheimer, seconded by Councilman Nasser the further reading of this ordinance be waived. Duell St. addressed Council relative to law governing the care of horses in an R-1 zone. This matter was referred to the City Attorney. MONDAY, FEBRUARY 219 1949. 7:30 P.M. north of First Street, by Walker Glaister of 742 W. Duell Street. City Attorney Tscharner stated that he had contact Robert Woods, the owner of the property on the west side of Vernon, and Mr. Woods expressed a willingness to deed certain foot- WIDENING OF age for this purpose. VERNON AVE. A letter signed by Houston A. Snidow, in connection with the proposed zoning ordinance, ' was read. PROTEST ON ZONING The Clerk was instructed to send a copy of the letter to Mr. Commons. A letter from the City of Glendale relative to the amendment to the proposed Rail Rapid Transit District Legislation, was read. Councilman Nasser offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, ACCEPTING DEED FROM THE PACIFIC ELECTRIC RAILWAY COMPANY AND AUTHORIZING THE RECORDING. Moved by Councilman Memmesheimer, seconded by Councilman Ortuno this resolution be adopted as read and numbered Resolution No. 2287. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Ortuno, Memmesheimer, Malone, Jumper. Noes: None. Absent: None. Mr. John Bender addressed Council relative to ' the proposed sale of tax deeded property. No action taken in this matter. Councilman Nasser offered an ordinance entitled: AN ORDINANCE OF THE C ITY COUNCIL (IF THE C ITY OF AZUSA, COUNTY OF LOS ANGELES,STATE OF CALIFORNIA, ESTABLISHING AND CREATING A PARK AND RECREATION COMMISSION. to be placed upon its first reading. This ordinance was then read for the first time. Councilman Memmesheimer offered an ordinance entitled: AN ORDINANCE OF THE CITY OF AZUSA, CALIFORNIA ADOPTING A BUILDING CODE TO REGULATE THE CON- STRUCTION, ERECTION, ENLARGEMENT, RAZING, ALTERATION, REPAIRING, REMOVAL, MAINTENANCE, MOVING, USE AND HEIGHT OF BUILDINGS OR STRUCTURES IN THE SAID CITY OF AZUSA, AND REPEALING ALL ORDINANCES IN CONFLICT THEREWITH. to be placed upon its first reading. This ordinance was then read for the first time. Councilman Memmesheimer offered an Ordinance entitled: AN ORDINANCE OF THE CITY OF AZUSA, CALIFORNIA, REGULATING SANITARY PLUMBING AND HOUSE DRAINAGE IN THE CITY OF AZUSA, AND PRESCRIBING THE CONDITIONS UNDER WHICH PLUMBING MAY BE CARRIED ON THEREIN; AND REPEALING ALL ORDINANCES IN CONFLICT THEREWITH. to be placed upon its first reading. This ordinance was then read for the first time. Mayor Jumper offered an Agreement between the City of Azusa and the firm of Marsh, Smith and Powell for architectural services in connection with alterations and additions to the City Hall Building. - Councilman Memmesheimer offered a resolution ' entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, AUTHORIZING THE MAYOR TO SIGN AN AGREEMENT BETWEEN THE CITY OF AZUSA AND THE FIRM OF MARSH, SMITH AND POWELL. Moved by Councilman Malone, seconded by Council- man Ortuno this resolution be adopted as read and numbered Resolution No. 2288. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Ortuno, Memmesheimer, Malone, Jumper. Noes: None. Absent: None. Councilman Memmesheimer offered Elena A. Kimbrell's written resignation addressed to Milo T. Hawkins, Chief of Police, also a communication addressed to L. G. Memmesheimer, Police Commissioner and signed by Chief of Police Milo T. Hawkins in which the Chief reommended this resignation be accepted. Moved by Councilman Memmesheimer, seconded by Councilman Nasser Council accept the recommendation of Police Chief Hawkins, effective March 15, 1949. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Ortuno, Memmesheimer, ' Malone, Jumper. Noes: None. Absent: None. It was unanimously agreed the City Clerk be instructed to write Mrs. Kimbrell commending her for conscientious and untiring services in the Police Department during the past three years. Councilman Nasser recommended that Council accept the offer of the United States Porcelain Enamel Company for street markers. Moved by Councilman Memmesheimer, seconded by Councilman Ortuno Council accept the recommen- dation of Councilman Nasser, it being understood that the price set be less than one thousand dollars. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Ortuno, Memmesheimer, Malone, Jumper. Nones: None. Absent: None. Moved by Councilman Nasser, seconded by Council- man Ortuno the City Clerk be instructed to advertise for bids on a skip loader for use in the street department, bids to be opened March 7, 1949• Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Ortuno, Memmesheimer, Malone, Jumper. Noes: None. Absent: None. Moved by Councilman Memmesheimer, seconded by Councilman Malone the City Clerk be instructed to advertise for bids on transformers, bids to be opened on March 21, 1949• Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Ortuno, Memmesheimer, Malone, Jumper.
