MONDAY, MARCH 7, 1949. 7:30 P.M 48 1, The City Council of the City of Azusa met in regular session at the above time and place. Present at roll call: Councilmen: Nasser, Ortuno�, Memmesheimer, Malone, Jumper, City Attorney Tscharner and City Clerk. ROLL CALL Absent: None. Each member present acknowledged receipt of a written copy of the minutes of February 21, 1949. The Mayor asked if there were any ' objections or corrections to said minutes. There being none, the minutes of February 21, 1949 were approved as written. Mr. Conrad and Mr. Richardson addressed Council relative to the terms of the contract governing the collection of refuse. Moved and carried this matter be referred to the City Attorney to report back. The Clerk announced that one bid had been received in answer to Notice inviting bids on a skip loader. Moved by Councilman Malone, seconded by Council- man Memmesheimer the bid be now opened, examined and publicly declared. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Ortuno, Memmesheimer, Malone, Jumper. Noes: None, Absent: None. MINUTES APPROVED CONRAD AND RICHARDSON CONTRACT BID ON SKIP LOADER SHAW SALES & SERVICE CO. We herewith submit our quotation on one new Tractomotive model ' TL -W 1/2 cu. yd. hydraulic operated skip loader. The model TL -W is equipped with an Allis-Chalmers four -cylinder 38.45HP gasoline motor; 4" bore; 4" stroke; oil air bath cleaner; full pressure oil system; four speeds forward, one reverse; 6.00x16 rear tires, 12.00x24 front tires, electric starting and lighting; muffler; and extra wide material bucket, total weight 7500 F.O.B. our yard . 4850.00 Plus 21,% Calif. State Sales Tax Street Superintendent Arthur Wolfe recommended that Council accept the bid of Shaw Sales and Service Company. Moved by Councilman Malone, seconded by Council- man Memmesheimer Council accept the bid of Shaw Sales and Service Company. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Ortuno, Memmesheimer, Malone, Jumper. Noes: None. Absent: None. Mr. Clifford Rucker addressed Council requesting a dug out be provided for the base ball diamond, BASE BALL that sprinklers be installed and that a public DIAMOND address system be housed near the diamond. ' No further action taken at this time. Written requestsfor use of the auditorium were offered by the following: Arvis Vollmar - F. Demcy Mylar and Arthur Honk, Co -directors Youth for Christ Movement - Pacific Bible College. Moved and carried that the requests be granted provided the dates do not conflict. Mr. Ray Ladner and Ralph Pearlstein requested a business license to operate a scrap and salvage yard on Todd Avenue, north of Foothill Blvd. Moved by Councilman Malone, seconded by Council- man Memmesheimer this matter be referred to the Planning Commission to report back. CIVIC AUDITORIUM SCRAP AND SALVAGE YARD 7SaE7, Cq 00 11 483 CITY HALL, AZUSA, CALIFORNIA. MONDAY, MARCH 7, 1949. 7:30 P.M. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Ortuno, Memmesheimer, Malone, Jumper, Noes: None. Absent: None. A request from the Lee School Student Council for permission to plant an evergreen tree in the Memorial Park, was read. LEE SCHOOL Moved and carried the City Clerk be instructed to write the Lee School Student Council expressing Councils' acceptance of the generous offer and that the selection of the site be referred to Arthur Wolfe; the type of tree to be referred to Charles Shelton. Notice of the League dinner meeting was read and ordered placed on file. A communication signed by Victor Hodge, President and Owen Hardison, Chairman of the Civic Committee of the Azusa Chamber of Commerce, relative to the conduct of children in and near the Library, was read. Moved by Mayor Jumper, seconded by Councilman Malone this matter be referred to Councilman Memmesheimer and the Chief of Police. Carried,by the following vote of the Council: Ayes: Councilmen: Nasser, Ortuno, Memmesheimer, Malone, Jumper. Noes: None. Absent: None. Councilman Malone offered an ordinance entitled: AN ORDINANCE OF THE CITY OF AZUSA, CALIFORNIA, ADOPTING A BUILDING CODE TO REGULATE THE CON- STRUCTION, ERECTION, ENLARGEMENT, RAZING, ALTERATION, REPAIRING, REMOVAL, MAINTENANCE, MOVING, USE AND HEIGHT OF BUILDINGS OR STRUCTURES IN THE SAID CITY OF AZUSA, AND REPEALING ALL, ORDINANCES IN CONFLICT THEREWITH. be placed upon its second reading. The title was then read. Moved by Councilman Memmesheimer, seconded by Councilman Nasser Council waive the further reading of this ordinance. Moved by Councilman Ortuno, seconded by Council- man Malone this ordinance be adopted as read and numbered Ordinance No. 414. Councilman Memmesheimer offered an ordinance entitled: ' AN ORDINANCE OF THE CITY OF AZUSA, CALIFORNIA, REGULATING SANITARY PLUMBING AND HOUSE DRAINAGE IN THE CITY OF AZUSA, AND PRESCRIBING THE CON- DITIONS UNDER WHICH PLUMBING MAY BE CARRIED ON THEREIN; AND REPEALING ALL ORDINANCES IN CONFLICT THEREWITH. be placed upon its second reading. A written document advising Council of the Intentions of the Pacific Electric Railway Company to discontinue electric cars and provide buses for passenger service, was presented. This matter was referred to the City Attorney. Moved by Councilman Nasser, seconded by Council- man Malone the City Clerk be authorized and instructed to notify Rev. Keil the City is in need of the Recreation Hall and that he be given thirty days to secure other quarters. REV. Mr. Ralph Brooks presented to Council a map of Subdivision No. 15864 for approval. MONDAY, MARCH 7, 1949. 7:30 P.M. The sketch of proposed plans for improvement and alteration of the City Hall building, was CITY HALL presented. ADDITION No further action taken. Mr. John Commons addressed Council relative to the proposed changes to the proposed zoning map and ordinance. Moved by Councilman Ortuno, seconded by Council- man Malone that the recommendation of the City ' PROPOSED ZONING Planning Commission for changes in the proposed ORDINANCE zoning ordinance approved by the Planning Commision at its meeting on Jaivary _12, 1949, be approved and the said changes be incorporated in the proposed ordinance. Moved by Councilman Ortuno, seconded by Council- man Malone that the Special Commercial Zone shown on the proposed zoning map dated September 27, 1948, lying on north and south sides of Foothill Blvd., easterly of Pasadena Avenue be changed to a C-1 Restricted Neighborhood Business District; that the proposed zoning map be changed to indicate a 10 foot set back requirement for the proposed C-1 Zone fronting on Azusa Avenue; further that Article No. 14 in the proposed zoning ordinance covering requirements for the Special Commercial District be deleted from said proposed ordinance. Councilman Malone offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROVING AGREEMENT BETWEEN THE CITY OF RESOLUTION NO. AZUSA AND PACIFIC METALLURGICAL PRODUCTS AND 2292 ADOPTED AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO ATTEST SAME. Moved by Councilman Memmesheimer, seconded by Councilman Ortuno this resolution be adopted as read and numbered Resolution No. 2292. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Ortuno, Memmesheimer, Malone, Jumper. Noes: None. Absent: None. The Paddock Pool Maintenance Company offered reommendations on certain repairs and mechanical PADDOCK POOL installations on the City swimming pool located MAINTENANCE CO. at 5th and Soldano Avenue. This matter was discussed and it was agreed to take it up for further consideration at the next regular meeting of Council. Moved by Councilman Malone, seconded by Council- man Ortuno the City Clerk be instructed to CITY CLERK IN - advertise for bids on fencing, the bids to be STRUCTED TO opened on March 21, 1949.
