MONDAY, MARCH 219 1949. 7:30 P.M49 1 The City Council of the City of Azusa met in regular session at the above time and place. Present at roll call: Councilmen: Nasser, Memmesheimer, Malone, Jumper, City Attorney Tscharner and Deputy City Clerk. ROLL CALL Absent: Councilman Ortuno and City Clerk. Each member present acknowledged receipt of a written copy of the minutes of March 7, 1949• The Mayor asked if there were any objections or ' corrections to said minutes. There being none, the minutes of March 7, 1949 were approved as MINUTES APPROVED written. A request from the Civitan Club of Azusa relative to a donation for the annual Junior College Baseball Tournement, was read. Moved by Councilman Nasser, seconded by Council- man Memmesheimer that the City of Azusa donate 18 miniature bronze baseballs and 9 miniature gold balls to be awarded to members of success- ful teams. DONATION Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Memmesheimer, Malone, Jumper. Noes: None. Absent: Councilman Ortuno. Mr. Samuel C. Bierbower presented a Map of Tract 15864 for approval. Moved by Councilman Malone, seconded by Council- man Memmesheimar the Map of Tract 15864 be approved and the City Clerk authorized and MAP OF TRACT directed to sign the same. NO. 15684 Carried by the following vote of the Council: ' Ayes: Councilmen: Nasser, Memmesheimer, Malone, Jumper. Noes: None, Absent: Councilman Ortuno. Councilman Ortuno entered the meeting and was seated at the Council table. The Deputy City Clerk announced that three bids had been received in answer to Notice calling BIDS ON FENCING for bids on Fencing. Moved by Councilman Malone, seconded by Council- man Memmesheimer the bids be now opened, examined and publicly declared. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Ortuno, Memmesheimer, Malone, Jumper. Noes: None. Absent: None. Moved by Councilman Malone, seconded by Council- man Memmesheimer the bids be now opened, BIDS ON examined and publicly declared. A communication from the Planning Commission recommending that Ray Ladner be granted a business license to operate a scrap and salvage yard on Todd Avenue, north of Foothill Boulevard, was read. Moved by Councilman Malone, seconded by Council- man Memmesheimer the recommendation of the Planning Commission be accepted and the License Collector authorized to issue a business license for a scrap and salvage yard at the above mentioned address. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Ortuno, Memmesheimer, Malone, Jumper. Noes: None. Absent: None. Moved by Councilman Memmesheimer, seconded by Councilman Malone the City Clerk be authorized and instructed to advertise for bids for the collection of refuse for the year 1949-50, beginning July 1, 1949. Bids to be opened April 18, 1949• Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Ortuno, Memmesheimer, Malone, Jumper. Noes: None. Absent: None. ' City Attorney Tscharner presented to Council the matter of an Easement from the Associated Telephone Co., also a communication from the Glendale Police Dept. relative to additional benefits for Police and Firemen under the State Retirement Act. No further action taken in this matter. Moved by Councilman Nasser, seconded by Council- man Memmesheimer that two nets be purchased for the tennis courts at a price of $29.50 each. Councilman Memmesheimer offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, PROCLAIM- ING THE VALLEY THEATER GUILD THE CIVIC THEATER OF AZUSA. Moved by Councilman Memmesheimer, seconded by Councilman Malone this resolution be adopted a: ' read and numbered Resolution No. 2293• Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Ortuno, Memmesheimer, Malone, Jumper. Noes: None. Absent: None. Mr. Don Filby introduced to Council Mr. Robert McGowan of 108 S. Vernon Ave. Councilman Memmesheimer offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, EMPLOYING MARGARET MASTERS AS COURT CLERIC AND FIXING HER SALARY OR COMPENSATION. Moved by Councilman Memmesheimer, seconded by Councilman Malone this resolution be adopted as read and numbered Resolution No. 2294. Carried by the following vote of the Council: Ayes: Councilmen: Nasser, Ortuno, Memmesheimer, Malone, Jumper. Noes: None. Absent: None. Postmaster Barclay Thomson introduced Postal Inspector Switzer who addressed Council relative ' to new quarters to house the Azusa Post Office. No further action taken in this matter. Councilman Nasser offered an Ordinance entitled: AN ORDINANCE ESTABLISHING A ZONING AND DISTRICTING PLAN WITHIN THE CITY OF AZUSA, CREATING FOURTEEN USE ZONES; REGUTATING THE USE OF PROPERTY, HEIGHT AND AREA OF STRUCTURES AND OPEN SPACES FOR LIGHT, AIR AND VENTILATION; ADOPTING A MAP OF SAID ZONES; DEFINING TERMS USED; PROVIDING FOR THE ADJUSTMENT, ENFORCEMENT, AND AMENDMENT THEREOF; PRESCRIBING PENALTIES FOR VIOLATION; AND REPEALING ALL ORDINANCE IN CONFLICT THEREWITH. be placed upon its first reading. This ordinance was then read for the first time. Mr. Houston Snidow, representing Nicholas Abdelnour, addressed Council relative to a change of zone on property described as Lots 1 to 6 and 22 to 24 inclusive, in Block 26. No action taken in this matter. Dave Miranda made a verbal request for employment ' at the Memorial Park. It was unanimously agreed to refer this matter to the A.Y.P. Councilman Memmesheimer offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROVING AGREEMENT BETWEEN THE CITY OF AZUSA AND STONNER-MUDGE PACIFIC CORPORATION AND AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO ATTEST SAME. Moved by Councilman Malone, seconded by Council- man Ortuno this resolution be adopted as read and numbered Resolution No. 2291. Councilman Memmesheimer reported on the enactment of new legislation regarding the disposition of Motor Vehicle Funds.
