CITY HALL, AZUSA, CALIFORNIA. MONDAY, APRIL 18, 1949•
The City Council of the City of Azusa met in
regular session at the above time and place.
Present at roll call: Councilmen: Nasser,
Ortuno, Memmesheimer, Malone, Jumper, City
Attorney Tscharner and City Clerk.
Each member present acknowledged recelt of a
written copy of the minutes of April ...&}, 1949.
The Mayor asked if there were any objections or
corrections to said minutes. There being none,
the minutes of April 4, 1949 were approved as
written.
The Clerk announced that one bid had been
received in answer to Notice Inviting Bids for
the annual collection of garbage.
Moved by Councilman Memmesheimer, seconded by
Councilman Malone the bid be now opened,
examined and publicly declared.
Carried by the following vote of the Council:
Ayes: Councilmen; Nasser, Ortuno, Memmesheimer,
Malone, Jumper. Noes: None. Absent: None.

BID FOR COLLEC-
TION OF GARBAGE
To City Council of Azusa:
We hereby submit our bid of $435.00 per mo, for pickup and
disposal of all garbage in the City limits of Azusa.
With an adjustment every three (3) mo. as in present contract.
The residential district two (2) times per week, business
district six (6) times per week.
With same day and service as in the past.

Moved by Councilman Nasser, seconded by Council-
man Malone, Council accept the bid of the Valley
Disposal Company subject to their entering into
a contract with the City and filing a satisfactory
bond.

Malone, Jumper. Noes: None. Absent: None.
Notice of the meeting of the League of California
Cities was read and ordered placed on file.
A letter of appreciation from the Valley Theatre
Guild was read and ordered placed on file.
A request for trees in the parkway in front of
the property at 1035 N. Sunset Avenue was
offered by Mrs. Gladys Crabtree.
Moved by Councilman Malone, seconded by Council-
man Memmesheimer this matter be referred to the
Park Commission.
Carried by the following vote of the Council:
Ayes: Councilmen: Nasser, Ortuno, Memmeshemner,
Malone, Jumper. Noes: None. Absent: None.
Mrs. Anita Fuhr reported an uncovered well on
her property on North Pasadena Avenue.
The Clerk was instructed to advise Mrs. Fuhr
that when ever the City had a load of rocks or
dirt to dispose of, they would be glad to dump
it in the abandoned well, with her permission.
Councilman Nasser reported on the meeting with
the San Gabriel Valley Spreading Corporation
as follows:
1. The City may use the present area for dump-
ing and the suggestion was made that the area be

fenced and used exclusively for City dumping.
2. The Corporation would consider the sale -of
certain acreage to the City.
3. The Corporation suggested the annual payment
by the City be adjusted and made $1000. in place
of the present payment of $300.
4. The question of reduced City tax was intro-
duced in view of the fact that the County had
agreed upon a 50% reduction for the year 1948-49.
It was unanimously agreed this matter be taken
' under advisement and given further study.
Mr. Farrell, Sanitary Engineer, addressed Council
relative to the cost of repairing the swimming
pool and installing a Chlorinating System, stating
that he wished to offer a formal bid of $5100,
to put the pool in operation.
Mr. Farrell suggested that all garbage pails be
sprayed with DDT and that the City domestic water
supply be treated continuously with chlorine.
No action taken in this matter.
Carl Wright addressed Council relative to the,
printing of the zoning ordinance.
Council agreed to take the matter under advise-
ment and to give Mr. Wright further instructions.

Mr. Malim,President of the Planning Commission,
addressed Council relative to a new subdivision
being prepared by Mr. Grandin, and asked that
the Council meet with the Planning Commission
and City Engineer in the very near future.

SION REPORT
Mr. Smith, Secretary of the Chamber of Commerce,
addressed Council and requested an. -appropriation PURCHASE OF FOLD -
from the General Fund for the purchase of new ERS FOR CHAMBER
folders advertising the City of Azusa. OF COMMERCE
Moved by Councilman Malone, seconded by Council-
man Memmesheimer this matter be referred to
Councilman Nasser for recommendation.
Carried by the following vote of the Council:
Ayes: Councilmen: Nasser, Ortuno, Memmesheimer,
Malone, Jumper. Noes: None. Absent: None.
Councilman Malone offered an ordinance entitled:
AN ORDINANCE OF THE CITY OF AZUSA, LOS ANGELES
COUNTY, CALIFORNIA PROVIDING FOR THE LEVY AND
COLLECTION OF TAXES BY AND FOR THE CITY OF
AZUSA, AND TO PROVIDE FOR THE CONSOLIDATION AND ORDINANCE READ
ABOLITION OF THE OFFICES OF CITY ASSESSOR AND FOR FIRST TIME
CITY TAX COLLECTOR AND TO PROVIDE THAT THEIR
DUTIES MAY BE PERFORMED BY SAID OFFICERS OF THE
COUNTY OF LOS ANGELES, CALIFORNIA, AND PROVIDING
FOR A CONTRACT FOR THE COMPENSATION TO BE ALLOWED
TO THE SAID COUNTY OF LOS ANGELES FOR THE
SERVICES SO RENDERED TO SAID CITY.
to be placed upon its first reading.
This ordinance was then read for the first time.
Two petitions with 39 names attached thereto,
requesting the City Council to call a Special
Election to submit to the electorate the EMPLOYEES PETITI01
question as to whether or not the City COUNCIL FOR
employees be placed under Civil Service, was SPECIAL ELECTION
offered by Councilman Memmesheimer.
Due to the fact that some of the City employees
had not expressed an opinion, Council delayed
action in this matter.
City Attorney Tscharner reported that Mr.
Strohmeier requested him to call attention to
the zoning on the west side of Vernon Avenue
between Ninth and Eleventh Streets.

The plans and specifications for the improvement
and alterations of the City Hall were presented
by Marsh, Smith and Powell.
Moved by Councilman Memmesheimer, seconded by
Councilman Malone the City Clerk be instructed
to advertise for bids for the improvement and
alterations of City offices.
Carried by the following vote of the Council:
Ayes: Councilmen: Nasser,'Ortuno, Memmesheimer,
Malone, Jumper. Noes: None. Absent: None.
Moved by Councilman Memmesheimer, seconded by
Councilman Malone Council set May 2, 1949 as
the date of sale of property under "Notice No.
Eleven M of Intention to Sell City of Azusa
Owned Real Property and Inviting Bids or
Offers Therefor."
Carried by the following vote of the Council:
Ayes: Councilmen: Nasser, Ortuno, Memmesheimer,
Malone, Jumper. Noes: None. Absent: None.
Mayor Jumper appointed the following named
persons members of the Park Commission:
Mrs. C. B. Kilmer, Mrs. Iola Harrell, Clifford
Rucker, Ira R. Calvert, and Councilman Leo
Nasser and City Attorney Tscharner as ea -
officio members.
Moved by Councilman Malone, seconded by Council-
man Memmesheimer, Council approve the action
of the Mayor.
Carried by the following vote of the Council:
Ayes: Councilmen: Nasser, Ortuno, Memmesheimer,
Malone, Jumper. Noes: None. Absent: None.
Paul E. Kressly, City Engineer, offered his
written resignation effective May 1, 1949.
Moved by Councilman Memmesheimer, seconded by
Councilman Malone, Council accept this
resignation with regret.
Carried by the following vote of the Council:

Malone, Jumper. Noes: None. Absent: None.
Councilman Memmesheimer offered a resolution
entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA,
ACCEPTING THE RESIGNATION OF PAUL E. KRESSLY
AND EXPRESSING DEEP REGRET.
Moved by Councilman Malone, seconded by Council-
man Nasser this resolution be adopted as read
and numbered Resolution No. 2300.
Carried by the following vote of the Council:
Ayes: Councilmen: Nasser, Ortuno, Memmesheimer,
Malone, Jumper. Noes: None. Absent: None.
Superintendent V. D. Smith recommended that the
bid of Maydwell and Hartzell be accepted.
Moved by Councilman Malone, seconded by Council-
man Memmesheimer Council accept the bid of
Maydwell and Hartzell and the Clerk be instructed
to return to the unsuccessful bidders the checks
submitted with their bids.
Carried by the following vote of the Council:

Mayor Jumper reported on the meeting held with
the representatives of the Edison Company
relative to the new sub -station.

Mayor Jumper suggested that a certificate should
be prepared, to be given to members of various
civic groups, such as the Planning Commission and
the newly formed Park Commission. He felt that CERTIFICATES
these people should be presented with such TO BE PREPAR-
certificates as a token of the City's appreciation ED FOR COMMIS -
for their unselfish service. SION MEMBERS
It was unanimously agreed Mayor Jumper secure
further information and report back.
It was agreed to order 500 printed copies of the
' new Zoning Ordinance and to set a price for the
sale of copies at the next regular meeting:
It was reported that Palo Company and General Felt
Products Company had not as yet completed the PALO AND
removal of the transformer; also that the necessary GENERAL FELT
payment had been made and the bond filed for the PRODUCTS CO.

Moved by Councilman Malone, seconded by Council-
man Nasser the following bills be allowed and
warrants ordered drawn upon the Treasury for
the same.
